International Politics Gerard Chretien Professor: Jennifer Dwyer May 2, 2001 The realist perspective on international political economy can be seen in the United States international trade policy with China. The United States being an established world power seeks to further enhance its international role by engaging in trade with another nation, that being China, this reflects the realist main idea that the state occupies center stage in global political affairs. The United States willingness to engage in the world market signals the idea of self national interest that remind many of the policy followed by European states during the Monarch era. The idea is to maximize your own agenda, at the same token minimize your states possible loss through risky policy engagement. The realist view reflects many of today’s policy regarding international trade with China. On the other end of the spectrum, you have the liberals who soundly believe that the state should have a very limited impact in the international political economic arena. They feel that the states interest and their goals change along with the context of the I.P.E. situation. The liberal perspective also offers the idea of cooperation among negotiating states that oppose the realist view that cooperation has an underlining meaning behind it. The realists’ concepts and views ultimately render a more significant portrayal of U.S.-China international trade in comparison to the liberals’ perspective. It shows that the policy implemented reflects the United States sole interest in relative gains, in comparison with the liberals’ idea of absolute gain. In other words, the United States seeks to benefit from its interaction with China only for the sole purpose of increasing its wealth and power.
As the Reconstruction Era ended, the United States became the up and coming world power. The Spanish-American war was in full swing, and the First World War was well on its way. As a result of the open-door policy, England, Germany, France, Russia, and eventually Japan experienced rapid industrial growth; the United States decided to pursue a foreign policy because of both self- interest and idealism. According to the documents, Economic self- interest, rather than idealism was more significant in driving American foreign policy from 1895 to 1920 because the United States wanted to protect their foreign trade, property and their access to recourses. While the documents also show that Nationalistic thought (idealism) was also crucial in driving American foreign policy, economic Self- interest prevailed.

The transformation and elimination of communism around the world has all but removed Marxist ideology from the global economic perspective.
Bearing in mind that the threat of China’s dependency on imports of natural resources has the potential to threaten the official ideology of Confucianism, the real threat is to the interests of the state and the Communist Party of China, because the future of the party and stability of the country is dependent on the continued growth of the Chinese economy. Maintaining the flow of raw materials is the main objective of the PRC because without them the economic engine of the China would be at a stand still, which has the potential to be seen by the people of China as a weakness and flaws in the current governing system. China should continue developing trade relations and international connections because the PRC has been remarkably successful in creating a network of countries who will be loyal in business and political reform. China has has a strategic focus on building relations with nations whom America is not keen on. This has also perpetuated the realization the the Chinese system of governance provides a second option to the ‘Western Consensus’, as a viable means for successful economic growth coupled with strict government control. China must operate multilaterally to continue the trajectory of relation and loyalty building in other countries. This will assist china with the key pillar goals of, building a comprehensive national power; advance incrementally in order to consolidate a position of strength, and maintaining stability, and with the objective that China will be in the position to continue imports of raw material to Chinese industry in the event of a sea trade embargo from opposition countries like the United...
Post-Cold War Asia has been witness to a China that increasingly focuses its foreign policy on its neighbors rather than on a regional or global context. This stems from China's realization that free markets have triumphed over centrally planned economies and that a world revolution is not going to happen. This has two implications. One, China no longer needs to divert resources to involve itself in global politics since the proletarian revolution is not going to take place. Second, China needs to embark on a program of economic development and modernization (F. Wang p. 32 and J. Wang p. 80).
The United States has for over two centuries been involved in the growing world economy. While the U.S. post revolutionary war sought to protect itself from outside influences has since the great depression and world war two looked to break trade restrictions. The United States role in the global economy has grown throughout the 20th century and as a result of several historical events has adopted positions of both benefactor and dependent. The United States trade policy has over time shifted from isolationist protectionism to a commitment to establishing world-wide free trade. Free trade enterprise has developed and grown through organizations such as the WTO and NAFTA. The U.S. in order to obtain its free trade desires has implemented a number of policies that can be examined for both their benefits and flaws. Several trade policies exist as options to the United States, among these fair trade and free trade policies dominate the world economic market. In order to achieve economic growth the United States has a duty to maintain a global trade policy that benefits both domestic workers and industry. While free trade gives opportunities to large industries and wealthy corporate investors the American worker suffers job instability and lower wages. However fair trade policies that protect America’s workers do not help foster wide economic growth. The United States must then engage in economic trade policies that both protect the United States founding principles and secure for tomorrow greater economic stability.
Economics becomes a large factor in the American imperialism; but more specifically that expansion in foreign markets is a vital part in the growth of America. Realists disregard the fact that moral values guide ones foreign policy. They also believe that even though one might deceive themselves about considering democracy and morals, the matter of the fact is that people will always put their self-interest before anything else thus governments act upon things such as geopolitical, economic interests for example. Modern liberalism and modern conservatism are both political outlooks that involve acceptance or support of the balance of the degree of social equality and social inequality; while they tend to avoid political changes that would result in extreme deviation of society to either side. Individuals who are conservative or liberal tend to have views that align within a political party, whether it be Republican or democratic, but this is not always the case. Another name for conservative democrats would be blue dog democrats while the nickname for liberal republicans is the Rockefeller republicans. These two ideologies tend to be more of the centrist ideologies. Modern liberals tend to be members of the Democratic Party because they support a wide range of welfare programs and government support of the public sector and tighter corporate regulations (PP Modern Liberalism). U.S. Conservatism evolved from classical liberalism, which makes them similar, yet there is many differences between modern conservatism and modern liberalism. A nation that possesses strong industry, a favorable trade balance, and a lack of dependency upon foreign states is optimum. This ideology is one that has been strongly advocated throughout America’s existence, by politicians from Alexander Hamilton to Pat Buchanan. When a nation faces a trade deficit, it means that competing states are producing more efficiently, and ultimately making profiting. Also, a deficit means that industry and jobs, which could exist domestically, are being “stolen” by foreign nations. According to mercantile policy, this is a zero-sum game; when a competitor is winning, we are losing. The United States faces this situation, having evolved from the world’s largest creditor nation during and following World War II to its current position as the world’s largest debtor. Because America imports much more than it exports, an additional 600 billion dollars is needed every year to balance the equation. People’s ideas and assumptions about world politics shape and construct the theories that help explain world conflicts and events. These assumptions can be classified into various known theoretical perspectives; the most dominant is political realism. Political realism is the most common theoretical approach when it is in means of foreign policy and international issues. It is known as “realpolitik” and emphasis that the most important actor in global politics is the state, which pursues self-interests, security, and growing power (Ray and Kaarbo 3). Realists generally suggest that interstate cooperation is severely limited by each state’s need to guarantee its own security in a global condition of anarchy. Political realist view international politics as a struggle for power dominated by organized violence, “All history shows that nations active in international politics are continuously preparing for, actively involved in, or recovering from organized violence in the form of war” (Kegley 94). The downside of the political realist perspective is that their emphasis on power and self-interest is their skepticism regarding the relevance of ethical norms to relations among states.
Realism is one of the important perspectives on global politics, it is a notion about the conservative society and political philosophy (Heywood 2011: 54; Shimko 2013: 36). Besides, Gilpin (1996) claims that “realism…, it is not a scientific theory that is subject to the test of falsifiability, therefore, cannot be proved and disproved.” (Frankel 1996: xiii). To start, Liberalism traces its roots back to the Enlightenment period (Mingst, 2008) where many philosophers and thinkers of the time began to question the established status quo. Such as the prevailing belief in religious superstition and began to replace it with a more rational mode of thinking and a belief in the intrinsic goodness of mankind. The Enlightenment period influenced Liberalism’s belief that human beings are thinkers who are able to naturally understand the laws governing human social conduct and by understanding these laws, humans can better their condition and live in harmony with others (Mingst, 2008). Two of the most prominent Liberal Internationalists of the Enlightenment period were Immanuel Kant and Jeremy Bentham who both thought that international relations were conducted in a brutal fashion. It was Kant who compared international relations as “the lawless state of savagery” (Baylis and Smith, 2001, pp 165). It was also Kant who believed nations could form themselves into a sort of united states and overcome international anarchy through this (Mingst, 2008). This was probably the beginning of a coherent belief in a sort of union of sovereign states. Toward the end of the seventeenth century William Penn believed a ‘diet’ (parliament) could be set up in Europe, like the European Union of today (Baylis and Smith, 2001). We can see much of this liberal thinking today in organizations such as the United Nations.
Realist perspective explains globalization in terms of the relative distribution of power (Nau 2007, 278). In their opinion, trade and economic activities thrives “only under favorable security conditions,” and those conditions rely on the relative distribution of power (Nau 2007, 279). They believe that alliances and hegemony are the two most affirmative security conditions. “’Free trade is more likely within than across political-military alliances; and …alliances have had a much stronger effect on trade in a bipolar than in to a multipolar world.’” (Nau 2007, 279) In other words, the fewer dominating states with power there are in the system, the stronger is the alliance and its effect on trade. In a multipolar world, countries cannot trust each other in trade because alliances are rarely permanent and therefore, countries might use the gains from trade to increase its military power and threaten to cause damage to the other country. Thus, realists argue that,
