The International Federation of Social Work (IFSW) defines that the social work occupation, “Indorses social change, problem solving in human relationships, and the empowerment and liberation of the people to enhance overall well-being” (B. DuBois, K. Miley 2). Social workers have confidence in the core philosophies of human rights and social justice and that these values are essential to social work (B. DuBois, K. Miley 2). Social work is one of the largest providers of social care, providing chances to work in many diverse settings with people whose problems, issues and needs are varied. Safe Horizon partners with government and other community agencies, who support local, state, and national level plans on behalf of those affected by violence and abuse. A trial program in 1978 started in the court system of New York City, assisting criminal court witnesses who had been too frightened and helpless to testify in court on their own. After three years that trial program became Victim Services Agency, which offered a wider range of amenities that helped more victims of crime and abuse. The End Slavery website specified that: “By 1981, the Victim Services Agency provided programs for victims of domestic violence, offering them shelter, counseling, and other practical support. In New York City, “The organization annually serves 350,000 individuals who have experienced emotional or physical trauma resulting from victimization” (Profile: Safe Horizon). Safe Horizon has added programs in response to client needs and funding opportunities. “Safe Horizon now runs 80 programs, which differ from domestic violence shelters to court-based amenities for victims” (Profile: Safe Horizon). One central office offers administrative and management support, while the other programs maintain autonomy for daily operations. Much of Safe Horizon’s funding has come from city agencies disbursing a variety of local, state, and federal funds. The organization grew more quickly, as the distraught community needed more help after the 9/11 disaster in 2001. Other than the appearance of 9/11’s related funding, Safe Horizon’s funding has steadily relied on government funds and donations.
