Reform of corrupt businesses and government first drew attention at local and state levels. Big businesses in the late 1800s preferred profit over patriotism, credit over honor, individual gain over national prosperity, and trade and dickering over principles. It was not until 1901, when Theodore Roosevelt became president, that progressivism was brought to the national level. During Roosevelt’s presidency, he would push reform as much as possible by strengthening the power of the federal government.
The Sherman Antitrust Act of 1890 was an early attempt to try to control abuses by large combinations of businesses called trusts. The Act was weakened by the Supreme Court used against labor unions rather than against monopolies. Roosevelt’s first push for reform on the national level began with a secret antitrust investigation of the J. P. Morgan’s Northern Securities Company whom monopolized railroad traffic. After successfully using his powers in government to control businesses, Roosevelt used the Sherman Antitrust Act against forty-three “bad” trusts that broke the law and left the “good” trusts alone.
When united mine workers went on strike demanding less hours, more money, and recognition as a union, the price of coal went from $2.50 to $6.00 a ton. With the nation’s high dependence on coal during the winter, Roosevelt arranged a meeting with representatives from both sides to meet. He threatened to seize the mines and run them with federal troops and eventually settled it by giving them a reduction in the workday and wage increases, but no recognition as a union.
Another Act that expanded the federal government’s power included the Elkins Act which outlawed railroad rebates and created the Department of Commerce and Labor to act as a corporate watchdog. The Interstate Commerce Commission (ICC) was created in 1887 to regulate railroads but was never given real power to set rates and prevent discriminatory practices. To increase the power of the ICC, Roosevelt passed the Hepburn Act of 1906, and for the first time, a government commission could investigate private business records and set rates. When Upton Sinclair’s novel The Jungle was published, reformers took another look at the meatpacking industry. The novel’s startling accounts of filthy conditions in the meatpacking plants resulted in the passing of the Pure Food and Drug Act and a Meat Inspection Act.
However, that was not the case. When The Jungle was presented to the public, readers were astonished by the disgusting and unsanitary state in which the meat was being processed in. The community was more concerned with the meat conditions than they were with the horrific conditions the workers were faced with. So while the popularity of Sinclair’s work was not his original intentions, it still accomplished stages of reform. It can be assumed that Roosevelts initial reluctance to accept Sinclair’s novel was in part, directly connected to his disbelief that the Federal government had become so disconnected and oblivious to American industry and the complete lack of Federal oversight. This “disconnect” did not last long as The Pure Food and Drug Act, as well as, the Meat Inspection Act were both directly set in to place mere months after Upton Sinclair’s novel, The Jungle was published. This type of reform supported progressive philosophy by preventing corporate owners from remaining above government regulation and started a trend in the way government regulators began to deal with corporate monopolies and trusts. The Jungle, along with other “muckrakers” began a series of Federal oversight reforms and regulatory guidance that soon began to take hold in other industries. However, with petitions, citizens got the first anti-trust law passed by the not entirely corrupt Congress, called the Sherman Act of 1890. In the first two decades of the twentieth century the national political scene reflected a growing American belief in the ideas of the Progressive movement. This movement was concerned with fundamental social and economic reforms and gained in popularity under two presidents. Yet Theodore Roosevelt and Woodrow Wilson espoused two different approaches to progressive reform. And each one was able to prevail upon congress to pass legislation in keeping with his own version of the progressive dream. These two people, although they had different principles in mind, had one goal: to make changes to the nation for the better of the people and the country. Setting out to reach this goal, Roosevelt came to be a president of the common man while Wilson became the “better” progressive president.
While Roosevelt believed more in the philosophy of “Speak softly and carry a big stick”, Wilson hoped “to cultivate the friendship and deserve the confidence of the Latin American states” (millercenter.org, n.d.). Given these similarities and differences between these two Progressive presidents, it is easy to see how the idea of “Progress” and Progressivism can mean so many different things, while still encompassing the same general set of ideas and principles. Both men aimed to improve the American economy in a time when corporate monopolization was rampant, however, they both set out to achieve the heavier regulation of corporate monopolies in different ways. In 1906, socialist Upton Sinclair published The Jungle, a book he hoped would awaken the American people to the deplorable conditions of workers in the meat packing industry. Instead, the book sent the country reeling with its description of filthy, rat infested plants, suspect meats processed and sold to consumers, and corrupt government inspectors. President Roosevelt became seriously concerned by the charges brought forth by Mr. Sinclair and determined the only way to protect consumers from unscrupulous business and unsafe food was to enforce regulation.
From the year 1900 to 1920, Progressive Era reformers were successful in bringing about reform to the United States in many ways. With the addition of various acts and laws to the United States, the reformers successfully improved the lives of the workingman. Not only that, they also made the United States more technologically advanced. With such groundbreaking inventions as the Model T, and the first aircraft, much reform was brought upon the United States as a whole, at a national level. Throughout these two decades, much development took place in the United States, and much more was on its way.
Within the period of 1900-1920, many national reforms were rising to the top as Progressive Era reformers and the federal government heard the voices of the people. The effectiveness of Progressivism is a controversial subject for some, but the future was changed through the events of any actions a president made, the rights of people, and unfair treatment and conditions. This era brings changes to our society that also changes the future of it. These two decades brought forth successful times in bettering America.
In the end Theodore Roosevelt handled the Coal Strike of 1902 in a very intelligent manner. For the first time in American history, a president didn’t side with the business owners (David Kennedy). He also set a precedent for handling future strikes. Negotiation was now the preferred way to handle a strike (Grossman). Roosevelt said in a speech during the strike, “I speak for neither the operators nor the miners but for the general public (Grossman).” The federal government was now tasked with the responsibility of protecting the interests of the public during a strike.
Where did some of modern America's issues originate from? The answer to that is the Progressive Era. The Legislation of that era laid all of the groundwork for today, and much of it is still in public debate today. Roosevelt, Taft, and Wilson, three of the presidents from that era, all played roles in the groundwork. These presidents passed acts, tariffs, and amendments that are still with us, and debated today.

The Civil Service Act of 1883, created a merit system for 10% of federal employees, who were chosen by competitive examination. More often than not, it was used against the labor unions which were seen to dampen trade in their "radical" lobbying for, stuff like, health insurance and hardhats.
