I began in the field of program evaluation as a volunteer for Mouvement du Nid in Cote d’Ivoire with no prior skills in the field. The organization requested me to conduct a process evaluation for a project about sexual education. Relying on my research skills, I accepted the challenge. To accomplish my role, I read extensively to understand the process to conduct program evaluations; I also met with some experts for advice. Armed with the knowledge I gained and my determination, I developed a process evaluation plan after discussions with the stakeholders. I went on to collect and analyze the data and make recommendations, which contributed to the project improvement. I went back to school for a Ph.D. in psychoeducation at the University of Montreal. My research topic gave me the opportunity to participate in each of the evaluation phases of a school-based substance abuse prevention project. Under the guidance of Dr. Fallu, my thesis advisor, I gained valuable skills in developing a program evaluation plan. During the implementation of this plan, I engaged stakeholders, designed data collection tools, analyzed data and disseminated the findings through different channels (journal articles, reports, conferences, etc.). In addition, I also possess skills in implementation science and proposal development. While interning at EngenderHealth, I significantly contributed to draft a proposal which was awarded $150K by PEPFAR to integrate HIV/AIDS and reproductive health activities in Cote d’Ivoire. Later, following successful completion of this project, EngenderHealth opened an office for the first time in the country. Furthermore, I have an excellent knowledge on issues related to HIV/AIDS prevention, treatment and care, substance abuse/violence prevention and reproductive health. If conducted well, the participant-oriented approach can offer the buy-in needed to remove the stigma of the evaluation process. Using this approach can provide stakeholders “with self knowledge and skills and an understanding of the power arrangements concerning their program and their locality” (Fitzpatrick et al., 2011, p.201). As stated by Cousins and Earl (1992) using key personnel capable of making decisions and who have a strong connection to the program can augment the usefulness and promote the actual use of the evaluation. It can also promote trust in the process and serve to remove any political stigma that may arise.
The implementation of evidence-based programs is generally quite new in the field of medicine, and it is even more recent in the social sciences field. One point of interest in the development towards evidence-based programs was the foundation of the Food and Drug Administration that is in charge of testing the security and safety of medicinal treatments (Leff, Conley, & Hennessey, 2006). Another point of interest was in the utilization of randomized control studies. It was in 1948 that the first study occurred – examining the adequacy of streptomycin in treating tuberculosis. By the 1960s the quantity of randomized control experiments reached into the hundreds, and in the last ten (10) years there are tens of thousands happening each day (Dodge, 2006). In the field of psychology, which does not have a legislative body inspecting the adequacy of treatments, it is the obligation of those in the field to examine effective and compelling programs. It truly was not until the 1990s that this concept started to expand. The Alcohol, Drug Abuse and Mental Health Reorganization Act of 1992 assisted with the creation of the Substance Abuse and Mental Health Services Administration (SAMHSA), whose part was to help in disseminating research and viable programs/services in regards to issue practices. In 1942, the executive order for the Bracero Program was created in the United States after World War II. Despite the Growers shortage, it caused agricultural jobs in their financial circumstance. Blessed to be, this opportunity reached out to Mexican agricultural laborers in exchange of secured immigration statuses. The Bracero Program informs us about the lives of migrant agricultural laborers, injustices within the program, and my connection.
The Bracero program implemented in 1942 was not the first attempt the United States made in creating a migrant worker program with Mexico. America’s first trial at a program to increase the amount of farm laborers began in 1917. By the year 1921, the Mexican government had decided to end this bilateral agreement with the United States. This decision was made on the basis of low wages, keeping farm workers from being able to save money and send it home to their families, and many of the Braceros were facing racial discrimination (Martin). Even though I initially started my journey in public health after graduating from Rajiv Gandhi University of Health Sciences, I acknowledged my interest and enthusiasm when I was working on my research thesis during the final year of my college. HIV does not only affect the well-being of individuals, it has large impacts on households, communities and even nations as a whole.
