Introduction
“The Pressure and Release Model understands a disaster as the intersection between socio-economic pressure and physical exposure. Risk is explicitly defined as a function of the perturbation, stressor or stress and the vulnerability of the exposed unit” (Coll, 2017). The disaster I have chosen to apply the Pressure and Release model to is Hurricane Harvey, Texas. I will discuss this disaster in relation to the pressure and release model which includes vulnerability and physical exposure. Inequalities and root causes lead to unequal social conditions, this makes a certain area more vulnerable to natural hazards (Tapsell et al., 2017). Root causes are described as “interrelated set of widespread and general processes within a society and world economy” (Coll, 2017). The root cause that is made clear here is the dysfunction of the local government and economy (Gabbatt, 2017). Root causes reflect the poorly distribution of power within the Texan society. Another factor that impacted the vulnerability of Houston is the fact that they are governed by nine separate local county governments which failed to communicate to construct an efficient plan for when a natural disaster would happen (Gabbatt, 2017). The economic system in Houston played another major role in the process of vulnerability. The low tax business strategy approach of Houston lead to the rapid urbanisation of the area (Gabbatt, 2017). Most of their tax income came from property tax. This was a big incentive for the economy, which meant development was allowed to happen where development wanted to happen (Gabbatt, 2017). “To understand ways in which dynamic pressures channel root causes to unsafe conditions requires researching how dynamic pressures play out on the ground” (Coll, 2017). The most evident unsafe condition in relation to Hurricane Harvey is the lack of disaster preparedness and dangerous location. Considering lack of disaster preparedness Houston Texas failed to keep their drainage systems up to date as the city urbanised (Gabbatt, 2017). Regarding dangerous location, much of the city of Houston Texas is built on low lying land in the Gulf Coastal Plain (Gabbatt, 2017). As Houston Texas urbanised, space to build houses became limited and some began to develop inside and close to the boundary of Texas’ biggest reservoirs (Kimmelman, 2017). Concerning poor infrastructure, the immense increase in housing and footpaths meant hundreds of miles of concrete with badly planned drainage systems (Gabbatt, 2017). In relation to poor infrastructure, drainage systems are in place but often entail directing the excess water into places that have already reached their capacity (Gabbatt, 2017). The impermeable roads and paths built on the coastal prairie and the wetlands of the gulf almost guarantee flooding to occur (Gabbatt, 2017).
