At first, President Hoover was very vigilant about responding to the Great Depression because he thought the business cycle would eventually correct itself and he followed a hands-off policy. As the economy was getting worse and the ambiguous conditions in the U.S. became more impaired, Hoover endorsed two new policies; volunteerism and localism. He asked the government to curtail taxes and lower interests. He also asked more affluent Americans to give money to charities to aid to other citizens that are in need. Hoover urged Congress to institute the Reconstruction Finance Corporation (RFC) to encourage business activity. By the year of 1932, the unemployment rate of the USA reached 25 percent. People were living in poverty and were homeless.
