There is a divide between the public perception of law enforcement. Race is a recurring theme in the opinion on law enforcement. Law Enforcement officers are here to serve and protect its citizens and communities, but that is not always the case. This paper will discuss these racial perceptions, media portrayal, and what can be done to improve the relationship.
Racial Perception/ Television Portrayal Undoubtedly race and ethnicity plays a key role in whether perceptions of law enforcement is positive or negative. Most of the research presented finds that police contact with white’s vs blacks shapes their attitudes. Although contact with police plays a role, it is not the only component. Perceptions of police not only come from contact with police officers but from hearsay and media portrayal. As stated by (Callanan & Rosenberger, 2011) “most citizens are probably not likely to establish their opinions of law enforcement solely based on an occasional encounter, but also from other sources of information about the police, which for most members of the public is chiefly derived from the media.” Also, minorities are more likely than whites to believe that minorities are treated worse by police, and minority communities receive inferior police services (Graziano, Schuck & Martin 2010).

Police investigations of shooting that involve officers are based on facts not opinions. Detectives with years of experience investigate the case and the information is then turned over to a prosecutor. The problem with news coverage and the media is they let emotions get a hold of them for views. Whether a video depicting the shooting was shown or not it is not their job to decide who was in the wrong. If they are raised without morals or with racial influence they will most likely use that influence and bad judgment during work. The officers were acquitted of use of excessive force and abuse. This started riots in Los Angeles that rocked our country. This was the beginning of a stigma and stereotype that would be placed on all police officers. The stigma was that Rodney King was brutally beaten because he was black. The media portrayal of incidences across the nation since 1991 only heightened the stereotype. There was a very similar incident in Ferguson, Missouri in 2014 with the shooting of Michael Brown by a white officer. The coverage for Ferguson lasted for weeks and put the police in a very negative light. The Portland Press Herald states that “many police think they’re being stereotyped as racist and brutal” (Wise). There also seems to be a stereotype within a stereotype. Besides the stereotype of police officers profiling young black men, is the stereotype that all young black men are thugs, especially if they’re in neighborhoods known for gang and drug activity. “Our country 's history, culture and social divide feed a subconscious attachment to stereotypes, even in the minds of people with no measurable racial bias.”
Myths are defined as stories that are made up by society that symbolizes values, ideologies and beliefs (Phillips, 2016). Myths are used by all cultures; myths are stories that are told to support social customs in societies. Crime myths are also created by telling stories (Victor Kappeler & Gary Potter, 2005). Myths about police officers have created false imageries of officers and their day-to-day jobs. Myths about the police have played an important role for decades now (Phillips, 2016). Majority of police myths are created by both the media and the police themselves. This paper will review Victor Kappeler and Gary Potters summary of police myths and outside sources will be used to support the myths listed by the authors.
The negative views of everyday people often make work hard for officers, adding more stress to their careers. The general public regularly criticizes officers for using excessive force and brutality, especially when a police officer ends up killing a suspect or criminal. Oftentimes, especially when a white police officer shoots a citizen of a minority race, the general public is quick to find faults in the officer, blaming the officer for being racist. However, cold, hard statistics show that the majority of police officers are, in fact, white, and the neighborhoods in which these officers are placed in tend to be high-crime areas with many minority citizens living there (Miller “When Cops Kill”). In addition, people might say that a citizen who was shot was not armed; however, almost anything close to the shot individual could have been turned into a deadly weapon that he or she could have used to wound or kill the officer involved. Whenever officers are in this position, the natural reaction is to defend themselves. Everyday, police officers confront the most aggressive, immoral, and sick-minded individuals of society. Officers jeopardize their own lives every time they report for work. Officers witness things that no person should ever have to encounter. Lawrence informs readers of the structural and cultural forces that both shape the news and define when police use excessive force. Lawrence claims that police brutality incidents occur in greater numbers than those that are reported. In the line of police force it is imperative to think outside of the box. Many people confuse a police officer’s curiosity as racial profiling and racism. Because the U.S consists of many different races and ethnic groups, the ongoing conflict between police officers and citizens of color is constantly rising. The New Zealand Police is the lead agency responsible for helping the community to decrease or reduce crime, corruption and improve the responsibility of safety and protection in New Zealand. There is a need to make changes to the police culture in order to improve the performance of their organisation. However there are three fundamental errors that need to be addressed which will be discussed in this essay. Firstly, there is a lack of an established sense of urgency which has the potential to jeopardize the future of the organization. Secondly is, not creating a powerful enough guiding coalition which means there is a lack of communication which resulted in an absence of leadership and teamwork from frontline staff to national headquarters. Finally, an undercommunicating the vision by a factor of ten that organisation leader needs to communicate visions and strategies. These three errors are relevant as they are pivotal in the implementation of a managing change programme. Recommendations are also provided to improve on how the New Zealand Police can be enhanced within a management perspective.
