In 1985, the Administration initiated a secret "arms-for-hostages" operation designed to free seven Americans held hostage by terrorists in Lebanon. Reagan had said he would never deal with supporters of terrorists, which he considered Iran's leaders to be. But he and his advisers believed Iran could get the hostages released. Members of the Administration arranged for the CIA to secretly purchase arms from the Department of Defense. Private individuals bought the arms from the CIA and sold them to Iran in return for its promises of help in the hostage release. But the sales led to the release of only three hostages, and three more Americans were taken hostage during the same period. Administration agents secretly diverted (transferred) profits from the arms sales to the contras.
Political scientists have continually searched for methods that explain presidential power and success derived from using that power effectively. Five different approaches have been argued including the legal approach, presidential roles approach, Neustadtian approach, institutional approach, and presidential decision-making approach. The legal approach says that all power is derived from a legal authority (U.S. Constitution). The presidential roles approach contends that a president’s success is derived from balancing their role as head of state and head of government. The Neustadtian approach contends that “presidential power is the power to persuade“ (Neustadt, p. 11). The institutional approach contends that political climate and institutional relations are what determines presidential power. The last approach, decision-making, provides a more psychological outlook that delves into background, management styles, and psychological dispositions to determine where a president’s idea of power comes from. From all of these, it is essential to study one at a time in order to analyze the major components of each approach for major strengths and weaknesses.
We are all human beings and deserve to be treated fairly and with kindness unless we have displayed a reason to do otherwise. We as a nation cannot live in fear because a group of horrible individuals completed a devastating act. These acts may have shaken us as a nation but it should not break us completely and cause us to treat innocent people unfairly and without respect.
