On Tuesday, August 9th, 2016 at approximately 2123 hours while driving a marked Midland Police vehicle and wearing a standard MPD issued uniform Officer Jimenez was dispatched to 601 N Loraine(PD Lobby) in reference to an Advise of Rights. MPD Dispatch advised Officer Jimenez that the advise of rights was in reference to an accident that took place in the 2100 block of West Wadley Ave earlier that night. Upon arrival, Officer Jimenez made contact with the victim identified as Pedro Retana(H/M-DOB05/25/1980). Retana advised Officer Jimenez that he wanted to file a report for an accident that took place earlier that night that resulted in a road rage incident where a subject who also claimed to be a peace officer threatened him with his gun. …show more content…
Retana advised that earlier that night as he was traveling westbound in the outside lane of the 2100 block of West Wadley an SUV (TXLP-BXH2519) exiting the private drive located near Sedonas Grill hit the Right Front Quarter of his silver Chevrolet Cruise(TXLP-703684G). Retana then advised that the vehicle tried to leave the scene and that he then followed him. Retana was unable to produce an accurate direction of travel. Retana advised Officer Jimenez that as he was following the vehicle in an attempt to get the driver to stop, the driver of the vehicle then intentionally and knowingly swerved his vehicle towards his. As a result Retana stated that his vehicle was hit for a second time. Officer Jimenez observed that Retana’s vehicle presented a substantial damage in the rear left bumper near the door of the passenger side. Retana stated that the damage presented was the consequence of the driver of the vehicle in question intentionally swerving his SUV towards his car. Retana advised Officer Jimenez that he believes that the way the driver swerved his vehicle was with the intent to cause him seriously bodily
On the above listed date and time, deputies arrived at Hampton County Medical Center, and made contact with the complainant regarding the above listed incident type. Deputies gathered the pertinent information needed to complete this report. The complainant and his mother wrote a voluntary statement. Photos were taken while at the Emergency Room. The complainant was issued a Victim’s Right’s Form along with a case number attached. Deputies attempted to make contact with the subject, no contact was made. Deputies cleared the call and resumed normal patrol duties.
On Tuesday, May 17, 2016 at approximately 1956 hours, Officer Reinbold #7400 and I (Officer Guerrero #3310) were dispatched to 1113 Marengo Avenue, in regard to a vandalism that just occurred. Dispatch advised the victim (later identified as Kristyn Cota) saw two male juveniles spray painting her fence. Cota advised dispatch she was following both subjects and they were last seen running southbound on Marengo Avenue, from Hammond Street. On 01-01-17 at 0023 hours I was monitoring the radio and heard that Officer Harrell #3441 and Officer Thebeau #8402 were involved in a vehicle pursuit in the area of Fair Oaks Avenue and Corson Street. I responded to the above location to assist. They advised responding units that the suspect was involved in a traffic collision on the eastbound 210 Freeway Fair Oaks Avenue off-ramp.

At around 3:14 pm. Santa Rosa Police officer Erick Gelhaus and his partner, a trainee, were patrolling Moorland Avenue located just before the outskirts of Santa Rosa. Gelhaus who was sitting in the passenger side of the police vehicle, then spotted an individual (now known to be Andy Lopez) with his back facing towards them walking down the street holding what appeared to be an AK-47 assault rifle (Johnson). The trainee officer then stopped the vehicle just a mere 20 to 30 feet away, allowing for Gelhaus to quickly step out and order Lopez to drop the weapon (Chea). Many community members argue that the trainee officer should have gone out of the police vehicle with Gelhaus if Lopez was indeed a threat to the community. The trainee officer however did not exit the vehicle since “at that point Deputy Gelhaus had already engaged the subject, with the commands and with the weapon. The threat was essentially over” (Johnson). This explains why the trainee officer remained in the police vehicle during the confrontation.
On Friday, August 4, 2017, I was on patrol, in full uniform, in a marked black and white Pasadena Police vehicle, Unit #28. At approximately 1006 hours, I responded to the area of Green St. and Mentor Ave., in regards to a male subject wearing a black shirt and tan pants “Huffing” from a spray can. Upon my arrival to the area, I noticed a male Hispanic (later identified as Victor Espinoza DOB 01/05/93), wearing a black shirt and tan pants sitting on a Bus Stop bench on the southeast corner of Green St. and Mentor Ave. I positioned my patrol vehicle on Green St. west of Mentor Ave. and approached Espinoza on foot. I attempted to sneak up on Espinoza to see if he would “Huff” from the spray can again, when I was approached by a female who pointed in Espinoza’s direction. Espinoza looked up and saw that I was approaching him.
Many State Troopers were being investigated for a variety of discriminatory stops. An attorney, William Merton, has been a part of the investigation of the troopers and found some very interesting information. A man named John Mean was pulled over by the troopers, where he was driving the same speed as the cars around him and he was pulled over. He then was threatened, with the probability of a search warrant, to give up his privacy rights and be searched. His car was then searched and he was release with a warning, twenty-five minutes later. This incident, like many others, was not reported, which shows a suspicion in the data collected from the department (Bouie 2014).

The incident occurred on 02/16/18, at approximately 2000 hours. Victim Donnie Gray DOB 06/05/60 and suspect Marlene Castro DOB 08/02/84 were in a verbal altercation that turned physical when Castro punched Gray several times with fist, making contact with his face. On Friday August 19th, 2016 at approximately 1338 hours, my partner Officer Acosta #0044 and I, Officer Harrell #3441, were dispatched to a radio call of a restraining order violation at 2034 N. Fair Oaks Ave. The comments of the call stated the Victim, Ana Esteban-Lopez has a restraining order on the Suspect, later identified as Edwin Rolando Chavez-Mendez, who is her husband. The comments stated Chavez-Mendez showed up to Lopez’s location and pushed and grabbed her, in violation of a court order. Upon our arrival to 2034 N. Fair Oaks Ave we met with Lopez. Lopez only spoke Spanish.
