Parole is the release of an inmate from confinement after they have served a portion of their sentence, under the custody of the state. Parolees have conditions that permits reincarceration if they misbehave. Today, forty eight of the fifty states have some kind of system of parole supervision for released offenders. However, sixteen states along with the federal government eliminated parole-board release and four more states have abolished parole-board authority for certain violent offenders. For prisoners to be released on parole they must have been recommended for it and their records will be reviewed. Parole boards today across the country vary in operating procedures, size, selection, and independence. An example of this is New York has nineteen members on their board and three other states have three members on their board. In several states the parole-board members and the correctional system staff are closely linked. In other states the governor appoints parole-board members and they are independent of correctional institutions along with the administrators of the system. Even states that abolished parole release will operate the parole boards long in the future. This allows them to hear cases that were sentenced under previous sentencing laws. An independent board may be more objective that the correctional beureaucrcy when it comes to parole recommendations it is not a perfect system. Without proper motivation, many inmates may lose sight of their overall goal to improve their behavior. However, for the safety of the public, the requirements for parole should be strict enough to allow only the rehabilitated individuals out so there are less chances of violent re-offenders within the public. These constraints should serve only to filter out dangerous individuals, and should be flexible enough to provide the hope necessary to benefit offenders who are ethically ready to enter the general public. Furthermore, having the parole available to those who deserve it increased the overall compliance of inmates within prisons. Everyone deserves a second chance and probation should not serve to deprive offenders of that.
Prisons and correctional facilities in the United States have changed from rehabilitating people to housing inmates and creating breeding grounds for more violence. Many local, state, and federal prisons and correctional facilities are becoming more and more overcrowded each year. If the Department of Corrections (DOC) wants to stop having repeat offenders and decrease the volume of inmates entering the criminal justice system, current regulations and programs need to undergo alteration. Actions pushed by attorneys and judges, in conjunction current prison life (including solitary confinement), have intertwined to result in mass incarceration. However, prisoner reentry programs haven’t fully impacted positively to help the inmate assimilate back into society. These alterations can help save the Department of Corrections (DOC) money, decrease the inmate population, and most of all, help rehabilitate them. After inmates are charged with a crime, they go through the judicial system (Due Process) and meet with the prosecutor to discuss sentencing.
In my own personal opinion I think the person who has control over and have the power to decided and choose weather the prisoners he or she should be able to be put on compassionate release should be a change somewhat of qualities of the law to give prisoners themselves the right to go in a request for compassionate release from the court. Most importantly the bureau should tell the prisoners about the option along with the program for release, which it does not do now. They probably give them a quick intrusion about what to expect and what duty must be fulfill to recommend the release of any prisoners who social workers, medical staff, and others working in federal prisons believe to have good reasons to leave prison early.
In today’s society, we often find people who have a bias against the correctional system. We find these people to have no credible source besides the information the media proposes, third party information, or if they themselves have been locked up. Whether we sit and listen to them preach about the corruptness is up to us.
Although criminal justice professionals are aware of the consequences of high incarceration rates,the problems that these bring and have order states to get rid of their overpopulation in prisons along with other measures, it is still not enough.

Our tax dollars spent on housing inmates are a lot cheaper for us to pay when one considers the cost of irreparable pain and suffering, of a victim who falls prey to a parolee who had no intention of reversing his or her former lifestyle and recommitted their life to crime. One cannot put a price tag on scarred lives. It would be worth every penny to keep these criminals behind bars until they have completed their full sentences, if it meant even saving one innocent life, or sparing someone an unforgettable damaging experience. In conclusion, parole serves to benefit the inmate who is seeking his or her freedom, while society seldomly benefits from progress or efforts implemented by parolees in the community. We must understand that parole is a privilege, not a right. We must take into consideration that if almost half of the population that is released on parole returns to prison; parole is not working and should be abolished. Law abiding citizens have earned their right to freedom, and criminals have earned their right to confinement, and should remain that way, as sentenced.
With the substantial increase in prison population and various changes that plague correctional institutions, government agencies are finding that what was once considered a difficult task to provide educational programs, inmate security and rehabilitation programs are now impossible to accomplish. From state to state each correctional organization is coupled with financial problems that have depleted the resources to assist in providing the quality of care in which the judicial system demands from these state and federal prisons. Judges, victims, and prosecuting attorneys entrust that once an offender is turned over to the correctional system, that the offender will receive the punishment in which was imposed by the court, be given services that aid in the rehabilitation to those offenders that one day will be released back into society, and to act as a deterrent to other criminals contemplating criminal acts that could result in their incarceration. Has our nations correctional system finally reached it’s critical collapse, and as a result placed or American citizens in harm’s way to what could result in a plethora of early releases of inmates to reduce the large prison populations in which independent facilities are no longer able to manage? Could these problems ultimately result in a drastic increase in person and property crimes in which even our own law enforcement be ineffective in controlling these colossal increases of crime against society?
As soon as an inmate earned enough points, he became a candidate for parole. Under parole system, a prisoner was required to find a job at his trade when he was released from prison. He would also have very strict behavior rules to follow. Such as avoiding criminal companions and alcoholic beverages. The offender was closely watched for 6 months once they were let out.
Prison was designed to house and isolate criminals away from the society in order for our society and the people within it to function without the fears of the outlaws. The purpose of prison is to deter and prevent people from committing a crime using the ideas of incarceration by taking away freedom and liberty from those individuals committed of crimes. Prisons in America are run either by the federal, states or even private contractors. There are many challenges and issues that our correctional system is facing today due to the nature of prisons being the place to house various types of criminals. In this paper, I will address and identify three major issues that I believe our correctional system is facing today using my own ideas along with the researches from three reputable outside academic sources.
In the 1970s and 1980s, a massive amount of inmates began fillin up the United States prison systems. This huge rate of growth in this short amount of time, has greatly contributed to the prison overcrowding that the United States faces today. In fact, the prisons are still filled to the seams. This enormous flood of inmates has made it practically impossible for prison officials to keep up with their facilities and supervise their inmates. One of the main reasons why many prisons have become overcrowded is because of states’ harsh criminal laws and parole practices (Cohen). “One in every 100 American adults is behind bars, the highest incarceration rate in the world” (Cohen). The amount of inmates in corrections systems, throughout the nation, sky-rocketed to 708 percent between 1972 and 2008. Today, there are about 145,000 inmates occupying areas only designed for 80,000 (Posner). Peter Mosko, “an assistant professor of Law, Police Science and Criminal Justice at New York’s John Jay College of Criminal Justice” (Frazier) stated, “America, with 2.3 million people behind bars, has more prisoners than soldiers” (Frazier). There have been studies that have shown “there are more men and women in prison than ever before. The number of inmates grew by an average of 1,600 a week. The U. S. has the highest rate of crime in the world” (Clark). Because of this influx in inmates, many prisoners’ rights groups have filed lawsuits charging that “overcrowded prisons violate the Constitution’s 8th Amendment ban on cruel and unusual punishment” (Clark).
