I chose to evaluate New Orleans, Louisiana and the resiliency of the city. New Orleans has had some devastating natural disasters in recent years, so they’re familiar with trying to be resilient as possible and find alternative solutions to problems that occur. The city lies down south in the United States. The city is on the water, and has been victim to many uncontrollable hurricanes and floodings in the past. New Orleans is also very historical and festive with a french culture and unique cuisine. There are many climate change like threats posed to New Orleans. Sea levels are rising and wetlands are disappearing. The combination of the two could leave the city underwater within years . New Orleans has areas of land that are sinking, a process referred to as subsidence. The project is called “Paths To Progress.” Paths to progress is an improvement program for transportation, in efforts to restore and further improve the quality of of more than 60 road way segments in New Orleans and Jefferson Parishes. The project is a collaborative result between a few organizations. including: The Federal Highway administration, New Orleans Regional Planning Commission, Louisiana Department of Transportation, and the City of New Orleans. Hurricane Katrina and Rita damaged many roadways that were already in the process of being repaired. The roadways are major routes that will benefit residents, business owners and tourists as well. The improvements will include pavement resurfacing, patching, repairing curbs and building ADA- compliant accessible ramps. The organization really wants to emphasize that this project will make transportation easier, and minimize inconvenience (Paving LA Roads 2014). New Orleans, Louisiana lies at the second lowest elevation among major cities in the United States. It is a city surrounded by water, making it almost like an island. To counter this dangerous combination of the low elevation along with the lakes, rivers and swamps surrounding it, the Army Corps of Engineers built a series of levees around the city to foster its protection. It is these very same levees however that might doom the city should a Category 3 hurricane ever hit. Our statistical analyses examined the current belief that there is a 39% probability that New Orleans will be hit by a major hurricane and based on the resulting Z-score, rejected that belief. We did find however that the probability, while not 39%, was still in the 30th percentile range, which should still be a major cause for concern among the leaders and residences of the city of New Orleans.

Eleven years ago Hurricane Katrina hit us, hard. The levees failed to do what they were made for. It was both a natural and man made disaster that was destined to happen and too late to stop. The damage has been done; the lives lost. But this storm, awful as it was, did more than destroy. The hurricane brought people closer as we cleaned up cleaned up after it’s mess. There were people donating, volunteering. It all just goes back to show our identity as Americans. It shows that even when we get knocked down, we always resurface, united as one, and if that isn’t our identity; I don’t know what is.

The city I chose was Las Vegas, NV that ranks 298 on the Building Resilient Regions website. The Spanish named this huge valley that was full of wild grass and minerals “The Meadows” that then translated into Las Vegas. Now, Las Vegas is very different among U.S cities for it is famous for the luxury casinos and the shows. It has the title of being the “Entertainment Capital of the World” and is very prosperous in cultivating a diversified economy. I chose this city because it is a city that truly never sleeps and always has some sort of resource going in or out. Another reason why I chose Las Vegas is because it is one of the strongest economic cities in the United States and certainly takes up a lot of resources to fuel this never stopping city. The historical event of Hurricane Katrina, a category three hurricane with winds ranging from 111-130 mph, in August 2005 revealed major structural failures in the levee systems of New Orleans. Though not all structural failures are as catastrophic, the breeched levees led to loss of life, homes, businesses, highways, and left a trail of destruction that is still being repaired today. The result of this failure led to lawsuits, conspiracy theories, and court cases. Hurricane Katrina had a major effect upon our country and those results are still rippling on today. Though a city once devastated, major improvements to the failed system have been made and leave the city feeling safe once again.
The population of New Orleans was steadily decreasing, between the years of 2000 and 2005, 30,000 (6%) of the population left New Orleans in search for better lives (4). The declining population shows us that before Hurricane Katrina residence were already considering leaving the city, some push factors leading them away from the city include poverty and unemployment (5). Accord to the U.S 2005 Census Bureau around 23% of the residence lived in poverty, this can be a result of the nearly 12% unemployment rate (5). With an unemployment rate double the national standard and nearly one forth the population living in poverty, the city of New Orleans had many push factors against it resolution in a decline population prier to Hurricane Katrina. At the time of the storm nearly 400,000 residents were displaced from their homes too near by safe areas or other states. The population reming in the city as decreased to a few thousand (6). On early morning of August 29th, 2005 on the Gulf Shore near New Orleans, a devastating hurricane struck. It wrecked havoc, demolishing anything in its path. Leaving nothing but mounds of trash. The surviving people were forced to leave due to massive flooding and the destruction of their homes. New Orleans was not the only place hit by Katrina but it was one of the areas that was hit the hardest. Millions of people were affected by this tragedy and the cost range was up in the billions. Crime rates went up, no one had a place to stay and water was polluted. The damage done by Katrina affected New Orleans and the other areas hit years after it struck. Restoration for the areas hit was going to need support from all of America and support groups across the country. No one was ready for this tragedy or could ever predict the horrible outcome.
