WHAT IS PROPAGANDA?
Neil Postman once wrote that of all the words we use to talk about talk, the word “propaganda” is the most mischievous. That’s because the word has a wide variety of definitions:

Propaganda is not the same as brainwashing or mind control. These terms refer to psychological tactics, sometimes used in warfare, that are designed to subvert an individual’s sense of control over their own thinking. Brainwashing usually requires isolation of the individual from his or her social group. By contrast, propaganda is often so ordinary that it becomes enmeshed with “common sense.”
Although propaganda sometimes involves deception, most forms of propaganda use well-verified, factual information. Propagandists may use partially true or incomplete information that comes from a source that looks authentic, but is controlled by sources that are disguised. These disguises come in many forms. Businesses often provide funding to sources (like researchers and other professional communicators) to create information and transmit messages that align directly with their interests and goals. For example, in 2014, the government of Norway paid $5 million to a non-profit organization to produce information designed to influence top officials in the White House. Propaganda is information that is biased to promote one point of view. Propaganda is mostly used during political campaigns. It is one of the most widely used and effective political tactics. It gives its user the opportunity to move people to action in both positive and negative ways, by either bringing fame or shame to a selected person or idea. Propaganda is used to sell a candidate or a belief to the public, by ruining the opponent’s chances of winning, or by falsely advertising an idea of their own as better than one of their opponents.
"Propaganda consists of the planned use of any form of public or mass-produced communication designed to affect the minds and emotions of a given group for a specific purpose, whether military, economic, or political" (Levinson). Propaganda is used to gain the support of its viewers on an issue by either false or misleading information.
Information or ideas that are spread by an organized group or government to influence people's opinions, especially by not giving all the facts or by secretly emphasizing only one way of looking at the facts is what propaganda is (“Cambridge Dictionaries”). So basically, it’s the government making people believe in what they want them to know. These simple truths determine the underlying or governing principles of democratic propaganda.
What does the word propaganda really mean? For most of us we assume that it is a word for negativity use. Just to assure those that think of propaganda as a negative word. Propaganda does have a positive objective if used correctly. The word propaganda is defined in a few different ways, But in the most general usage, it varies from bad to good persuasion of our minds. It is used during election time to our daily lives on television to our newspaper stands. According to Donna Cross’s essay, “Propaganda: How Not to Be Bamboozled,” there are thirteen different types of propaganda; this paper will discuss six varieties. George W. Bush and Dick Cheney used primarily every sort of propaganda to influence the citizens; therefore, our national society needs to develop awareness in the propaganda used by such politicians so that they can make wise decisions intelligently.
Propaganda is when someone uses allegations, ideas, or rumors to further their own cause and hurt someone else. I do believe that the Romans used this method to make themselves and their empire look better. The Romans might have been some of the first rulers to use propaganda, but since their time we have seen many political leaders use the same methods to make themselves achieve a higher level of affection from the people under them.

Through this, Ellul helps understand the relationships between messages in information rhetoric in society. Ellul’s personal view on human persuasion employs several rhetorical devices as he believes that it does not occur in isolated instances. Rather, Ellul believes occurs as a result of the interrelationship between the technological, social and cultural framework and in so doing his research is in consistence with current rhetorical studies. He examines the rhetorical artifact with a corresponding analysis of the whole network on social propaganda in order to obtain a holistic view on the nature of propaganda. Ellul presents a view that narrowing the dimension of propaganda definition only fails to consider how non persuasive elements of the society can have whelming rhetorical power.
Brainwashing and Mind Control are “best thought of as a series of techniques that are used over time to shape a person’s perception, cognition, emotions, decision making and behavior to such an extent that they have lost their freedom of choice” (Mind Control Today). These techniques, once in existence within authoritarian and totalitarian governments, are increasingly being practiced by advertising companies and mass media. There are extensive similarities among the political and economic standards that cause negative impacts on society, as a result of adopting these mind control tactics. As Malcom X pointed out, “The media is the most powerful entity on earth, because they control the minds of the masses”.

Public relations is everywhere today. It is a practice that has become an important aspect of any business venture. Whether an organization is not for profit, for profit, or governmental, they still need and desire to communicate their purpose within the community and public relations allows this to happen. There are several publics in which the PR practitioner must correspond with and each requires a different means of communication. Internal publics are inside the organizations such as clerks, managers, and stockholders. "External publics are those not directly connected to the organization: the press, government, educators, customers, suppliers, and the community" (Seitel, 2004). Each public plays a key role in the PR of the organization. The many functions of PR can also be categorized based on what purpose they serve the organization.
