There are a number of challenges, faced by Native American tribes around the end of the twentieth century, which require an examination. Phillip Martin discussed the economic problems that the Choctaw faced in "Philip Martin (Choctaw) Discusses the Challenges of Economic Development, 1988." He stated, "For many years the Choctaw people were at the bottom of the economic and social ladders, practically all of them subsisting as sharecroppers" (p. 487). Sharecroppers were extremely poor, hardly more than slaves in many situations. This report reveals how difficult of economic situation the Choctaw faced. We turn back the clock as Welch draws on historical sources and Blackfeet cultural stories in order to explore the past of his ancestors. As a result, he provides a basis for a new understanding of the past and the forces that led to the deciding factor of the Plains Indian tribes. Although Fools Crow reflects the pressure to assimilate inflicted by the white colonizers on the Blackfeet tribes, it also portrays the influence of economic changes during this period. The prosperity created by the hide trade does not ultimately protect the tribe from massacre by the white soldiers. It does, however, effectively change the Blackfeet economy and women's place in their society. Thus, it sets the stage for the continued deterioration of their societal system. Although their economic value is decreased, women still represent an important cog in the economic structure. Indeed, women are central to the survival of the Blackfeet tribal community that Welch creates and in many ways this strength and centrality provide background for the strength of the women depicted in his more contemporary novels. Welch's examination of the past leads to a clearer understanding of the present Blackfeet world presented throughout his work.
In the 1830's the Plains Indians were sent to the Great American Deserts in the west because the white men did not think they deserved the land. Afterwards, they were able to live peacefully, and to follow their traditions and customs, but when the white men found out the land they were on were still good for agricultural, or even for railroad land they took it back. Thus, the white man movement westward quickly begun. This prospect to expand westward caused the government to become thoroughly involved in the lives of the Plains Indians. These intrusions by the white men had caused spoilage of the Plains Indians buffalo hunting styles, damaged their social and cultural lives, and hurt their overall lives. The lives of the Plains Indians in the second half of the nineteenth century were greatly affected by the technological development and government actions.

“It will separate the Indians from immediate contact with settlements of whites; free them from the power of the States; enable them to pursue happiness in their own way and under their own rude institutions; will retard the progress of decay, which is lessening their numbers, and perhaps cause them gradually, under the protection of the Government and through the influence of good counsels, to cast off their savage habits and become an interesting, civilized, and Christian community.” (Jackson).
Indian policy gradually shifted from this aggressive mindset to a more peaceable and soft line policy. The Indian Wars ended in 1980 with the Battle of Wounded Knee. The battle resulted in over 200 deaths, but also, almost officially, marked a change in Indian policy. Although the change had subtly began before then, policies then became more kind. The Peace Commission created the reservation policy, although this was created 27 years before the Battle at Wounded Knee. The Dawes Severalty Act of 1887 was the greatest of reform efforts. The Act provided the granting of landholding to individual Native Americans, replacing communal tribal holdings. Another policy, the Burke Act of 1906, allowed Indians to become citizens if they left their tribes. Citizenship was eventually granted to all Native Americans in the 1920s.
The movement westward during the late 1800’s created new tensions among already strained relations with current Native American inhabitants. Their lands, which were guaranteed to them via treaty with the United States, were now beginning to be intruded upon by the massive influx of people migrating from the east. This intrusion was not taken too kindly, as Native American lands had already been significantly reduced due to previous westward conquest. Growing resentment for the federal government’s Reservation movement could be felt among the native population. One Kiowa chief’s thoughts on this matter summarize the general feeling of the native populace. “All the land south of the Arkansas belongs to the Kiowas and Comanches, and I don’t want to give away any of it” (Edwards, 203). His words, “I don’t want to give away any of it”, seemed to a mantra among the Native Americans, and this thought would resound among them as the mounting tensions reached breaking point.
