Located in Northern California, Mount Shasta is a town of 3,394 people. The town sits at the base of the potentially active volcano that it got its name from, Mt.Shasta. At 14,179 feet the mountain supports seven glaciers that fuel countless springs throughout the area. The city is located along Interstate 5, just south of Weed, California and north of Dunsmuir, California.

The County Board of Supervisors deemed that no EIR was necessary and refuted all arguments for the EIR. Increased community involvement and support for an EIR brought the Mt.Shasta City Council to include the Crystal Geyser plant operations in the EIR for the sewer expansion project. In October 2014, the Notice of Preparation for the EIR was issued by the city. A minor win for the citizens, yet they largely opposed the Economic Development Administration (EDA) funding the EIR, and requested that Crystal Geyser pay for the EIR themselves. In January 2015 the EDA repealed the grant to fund the interceptor line, but allowed the $3 million to be put into improvements for the wastewater plant.
After the retraction of funds for the interceptor line Mount Shasta City Officials declared that there was no longer a case to continue pursuing an EIR for the Crystal Geyser plant. Currently, Crystal Geyser has stated that it will start production of water bottles only. It is largely disputed that Crystal Geyser chose this plan of action in order to evade a possible EIR that could be imposed through connecting to the sewage
