Mauritius, an island off the coast of Africa with a diverse background and rich history, is often deemed to possess one of the developing world’s most successful democracies. One may of heard of this country from a scientific stand point, as it was home to From the settling of the Dutch and the British to the shift of trade patterns in recent years, Mauritius has proved itself as one of the most prosperous economies in Africa through its well managed governmental actions concerning not only environmental issues, but foreign policy as well (BBC). The country’s size and history of democracy are the forces behind the Ministry of Foreign Affairs, Regional Integration and International Trade’s policy making (Ministry).

“The Ministry of Foreign Affairs, Regional Integration and International Trade is the executive arm of the Government for the implementation of the foreign policy of Mauritius. The Ministry is under the administrative headship of the Secretary for Foreign Affairs and is currently organized as follows: (a) The Foreign Affairs Division - a core part of the Ministry and comprising the Central Administration and six Directorates namely Bilateral I (Asia , Middle East, Far East), Bilateral II (Europe, Australasia and Americas), Bilateral III( Africa and the Indian Ocean), Multilateral Political, Multilateral Economic, and the Protocol. In Todd Shepard’s work Voices of Decolonization, the featured documents provide keen insight into the geopolitical environment of the era of decolonization (1945-1965) and the external and internal pressures on the relationships between colonial nations and the territories that they held dominion over (Shepard 10). Decolonization is the result of a combination of national self-determination and the establishment of functional international institutions composed of independent sovereign nations united towards common goals. As decolonization progressed, it intersected with points of significant sociopolitical tension between colonies and the nations that colonized them. Some of these moments of tension came in the form of progressive ideals held by international agencies which colonial nations were allied with, the revolt of colonized populations against their standing government in favor of independence, and in moral and political conflicts that arose when decolonization takes a form unexpected or undesired by the primary agents of progressive international institutions.
The Haitian Relationship With the Dominican Republic The Haitian revolution had tremendous repercussions in the social, political and economic arenas of the world, but especially for the relationship with the neighboring nation of the Dominican Republic. In order to understand the development of the Dominican-Haitian relationship after the Haitian revolution, one must examine how the two Hispanola colonies dealt with each other before it. Throughout history there has been constant stress between the interactions of these nations, yet there is no easy explanation for what has caused it. In effect, it has been an accumulation of events which has allowed for the present relationship to evolve. By the 1780’s, Saint Domingue’s had the largest number of slaves in the Caribbean.

It is thought-provoking, in the sense that Africa’s need for foreign created a race to the bottom, much like what Pietra Rivoli described in The Travels of a T-Shirt in the Global Economy. Due to some African states’ reliance on foreign aid in order to mine and profit on their resources, they allow business standards to be lowered and for Chinese firms to tip the contracts moresoever in the favor of Chinese firms. This lowers the potential earnings of African states by lowering royalty rates, for example. Additionally, Burgis’ research was thorough and transparent. When he did not receive a response or if his questions were dodged, he made it obvious to the readers. Sure, some could view this book as too anecdotal to be used as a credible source of Africa’s situation. However, this is due to the nature of the system Burgis is writing about; after all, they are shadow states for a reason. In today’s international politics, many factors play a part in the decisions states make. One might think those factors were all intergovernmental, but that is not always the case. The factors that will be discussed in this paper are MNCs, IGOs, and NGOs. MNCs, or Multinational Corporations are privately owned corporations whose headquarters are in one state, but make deals and produce goods in other states as well. IGOs, or Intergovernmental Organizations, are organizations like the UN whose main purpose is to build bridges and keep peace between states. NGOs, or Nongovernmental Organizations, are groups that use funding to solve international issues, but don’t have an obligation to a state.

In order to achieve a clear understanding of Mozambique’s current economic and political state, a thorough look back at its historical past is certainly needed. Mozambique won a rushed independence from Portugal’s colonial hand in 1975. This was a result of a combination of factors, of which, arguably the most heavily handed was the protracted war of liberation against the Portuguese rule that begun in 1962, and ended 13 years later with the fall of Fascism in Portugal. The collapse of the Portuguese regime in 1974 paved the way for Mozambican independence under the Lusaka Peace Accord. Signed in haste, the Accord left political control of the African state to the Mozambique Liberation Front AKA Frelimo, with little discussion of political forms other than single-party rule. During this time, best described as revolution-esque , 220 000 Europeans, mostly of Portuguese origin, fled en mass, destroying and abandoning property in their wake. As the Europeans took flight, they extracted their capital, and “left Mozambique virtually devoid of civil servants, merchants, professionals, and most skilled or semi-skilled workers” (Howard, 2008, 181). At the time, Frelimo, A.K.A Frente de Libertação de Moçambique, the political party of which political control was left with, had no experience in running a state. They had little human or material means to rebuild their country, resulting in the legacy of colonial rule leaving longstanding consequences, which soon caused a devastating civil war claiming the lives of nearly 1 million people.
