Child abuse has been a worldwide occurrence for many years, but many reports are kept hidden because the children are either too scared to speak on the issues at home, or they simply do not know any better. Every year in the United States there are roughly 3 million reports of child abuse. There are many forms of child maltreatment, including neglect, physical abuse, sexual abuse, exploitation, and emotional abuse. Child abuse should have never began in the first place, but now is the time to end it.
The lengthy history of child abuse that has most likely lasted since the beginning of time first truly made it’s mark in the early 1870s. A case involving a little girl by the name of Mary Ellen Wilson is one of the first to ever be tried in a court. Mary Ellen Wilson was an orphan child born in 1864 in New York City After the passing of her biological father, her mother boarded her with a woman by the name of Mary Score, who eventually turned her over to the Department of Charities. These laws are directed at parents, guardians, caretakers, and whoever else may responsible for a child’s health and/or wellbeing. Certain events should be expected in a civil neglect case such as; the child being taken into protective custody. Depending on how the case turns out, the child can be returned to the home or be placed in foster care until the judge is satisfied that the most pressing neglect issues have been addressed. There are also ways to link animal abuse, and domestic violence to child abuse. Although the research is fairly new, several studies have shown a link among animal abuse, domestic violence, and child abuse. When children are hurt physically, emotionally, or sexually it is known to be child abuse. Children are known to be neglected when they are not getting the proper attention needed for children. When children are neglected or abused in any way it is the responsibility of others to report such acts to the authorities as to what they have witnessed first-hand or signs of abuse or neglect seen after the fact, these people who reports such acts are known as third parties. The proper authorities to report child abuse or neglect is called Child Protected Services also known as Child Welfare. After the abuse or neglect is reported the proper authorities will then investigate to see if the abuse or neglect is legit or fraudulent (Sedlak, 2001).

The 1874 case of Mary Ellen Wilson (McCormack) was unfortunately the face of child abuse. Her story began the fight against child abuse, and neglect of children in the foster care system. Mary Ellen was orphaned as a baby, and sent to an orphanage on Blackwell Island. Thomas and Mary McCormack then adopted Mary Ellen a few years later; however Thomas died shortly after the adoption and Mary remarried Francis Connolly. After the death of Mary Husband, Mary the adoptive mother took to abusing and beating her adoptive daughter. What would you do if you were a witness to child abuse today? Would you turn your head as if it were not your business, would you intervene immediately, or would you report the abuser to the authorities? It was approximately 1869 - 1870 when a woman named Charlotte Fiehling "cringed at the sound of the child's beating. She had heard it before, but had never laid eyes the child. The little girl was no more than five or six if she was a day, judging by her size, and her poor legs were striped with the welts of a whip, her body bruised from blows. Her hair matted and infested with vermin, no doubt, and she did not appear to have had a bath of any kind for many days, if not weeks" (qtd. In Shelman 187). This little girls name was Mary Ellen Wilson. Prior to 1874, the United States did not have any laws to protect children from abuse. Though society is still learning, we have come along way. David suffered physical, mental, and emotional abuse from the age of four to 12-years-old. As his teachers and principal, neighbors, and even his maternal grandmother and father stand by and let the abuse happen, it makes me wonder what they could have done differently. For example, David’s father saw the abuse firsthand and he would try to intervene to help him out initially. David’s father was caught by the madness of his wife in calling him, ‘the boy’ and ‘It’. As much as his father tried to comfort David, he did not have the will to stand up against his wife. Another example, the maternal grandmother commented on bruises visible on David’s body and she did not take action to report her daughter for abusing her grandchild, David. Instead, David’s grandmother stated that she should stay out of it and let David’s mother raise her children as she saw fit. I believed the unreported instances observed by the public to be just as substantial a crime as the child abusers themselves. Also, the Department of Children and Social Services were contacted because of the alleged child abuse events that occurred previously; however, he was not taken from the home because the social worker of the agency sided with David’s mother. Child abuse in the United States is a growing epidemic. Every year the number of reported cases, and missing children go up. This is caused mostly by lack of education about the different types of child abuse, and the signs that go along with it. Communities need to provide more resources to better educate the public about the types of abuse, and the signs that go along with it. Child abuse and neglect can be lessened by more resources, more education and to reach out to others.
Child abuse and neglect is a very serious issue that can not be taken lightly. We need to provide continuing public education and professional training. Few people fail to report because they want children to suffer abuse and neglect. Likewise, few people make deliberately false reports. Most involve an honest desire to protect children coupled with confusion about what conditions are reportable. Educational efforts should emphasize the conditions that do not justify a report, as well as those that do.
As reported in Child Maltreatment 2013, out of the estimated 905,000 victims of child abuse and neglect reported in the United States in 2013, 8.8% were victims of sexual abuse. 1 This means that in that year over 79,600 children were sexually abused in the United States. “There is general agreement among mental health and child protection professionals that child sexual abuse is not uncommon and is a serious problem in the United States.” 2
Many children suffer at the hands of adults - often their own parents. They are beaten, kicked, thrown into walls, and burned with cigarettes. They have their heads held under the water of toilet bowls, are scalded by hot water or they are forced to stand in freezing showers until they pass out. A child could be stuffed into running washing machines or sexually molested, suffer from neglect in the forms of starvation and lack of medical attention, and still go unnoticed by outsiders. In fact, it is estimated that about five children die every day in the U.S. from some form of child abuse. It is a sickening practice that has no set standard of rules to finish off the persisting problem. Different states have different methods and agencies to help prevent abuse in the home, some work quite well while others bomb - a dangerous gamble when it comes to the life or mental state of a child.
More than 2.5 million cases of child abuse and neglect are reported each year in the United States (Child Abuse and Neglect Statistics). Almost five children die as a result of abuse and more than three out of four are under four years old (Child Abuse: Statistics & Facts). Child abuse is very common amongst families (Child Abuse and Neglect Statistics). One-third of these involve physical abuse and one half involves neglect. Studies show that one in four girls and one in eight to nine boys will be sexually abused before they are 18 years old (Child Abuse: Statistics & Facts).
Since the beginning of our nation’s history, child abuse has made an impact of great measures. Many kids have become victims of abandonment, physical or sexual abuse, sex trade working, or criminals by default in order to survive. Though the cause and effect of child abuse can vary, it is a common problem within families. Today countless stories are documented of kids being abused by loved ones, in government programs, by caregivers and in other places deemed safe for children. However, because child abuse is a reoccurring factor in the history of America, the government is currently passing laws that enforce stricter punishment to individuals that cause maltreatment.
Child abuse is a serious crime, that if violated can come with many consequences, and rules. Reporting child abuse is a mandatory law enacted in 1978 (but amended many times) stating that people must report child abuse immediately1. This law was created to identify children that are victims of child abuse. Relating to the law the Department of Human Services has responsibility to access and investigate suspected child abuse. "Each year Department of Human Services investigators conduct 20,000 investigations involving 30,000 children (in the state of California).2" There are a lot of cases reported each year, involving innocent children, abused by their parents. Although there are thousands of cases reported each year, thousands go unreported. "Child abuse has serious consequences which may remain as indelible pain throughout the victims lifetime3" Child abuse can have permanent negative affects on the child, permanent affects that the child will never forget. The abuse can also bring a better side to the child, making the child wanting to be more independent. Child abuse is very common, and can affect any child of any race, color or religion.
Funding is awarded to support ongoing research programs to identify, prevent and treat child abuse and neglect and to collect and distribute data. Projects that are currently funded are Child Welfare Information Gateway website, the National Resource Center for Child Protective Services, National Quality Improvement Center on Differential Response, annual publication of Child Maltreatment and the initiative on Supporting Evidence-Based Home Visitation to Prevent Child Maltreatment.
Early American culture did not consider child abuse a crime. Children over the age of 7 were made to work as hard as adults of the time period. They were often beaten if they did not. This changed in the late 19th century when 9 year old Mary Ellen, who endured physical beatings from her foster mother, was reported to the authorities by concerned neighbors who heard Mary’s repeated cries at the hand or switch of her foster mother. In 1874, a mission volunteer named Etta Wheeler was informed of Mary’s cruel life of beatings, imprisonment and cold-hearted servitude. When Etta Wheeler was finally permitted to observe Mary in her living quarters, appalled she began to do everything in her power to get Mary out of her horrid situation. Wheeler convinced the American Society for the Prevention of Cruelty to Animals to intervene and by legal means have Mary removed from the home. Their argument was that “Mary Ellen was a member of the animal kingdom, and thus could be included under the laws which protected animals from human cruelty” (Bell, 2011, p. 3). Child abuse is a very serious problem that continues to happen all over the world. The Federal Child Abuse Prevention and Treatment Act, defines child abuse as a failure to act as a parent or caregiver which results in physical/emotional harm, sexual abuse, and in some cases death. There are many different types of child abuse such as emotional, physical, neglect, and sexual. With each type of abuse there are warning signs you can spot before it is too late. When a child is abused there is a huge possibility that it can cause them to have many long term effects.
