In this Document, Kang Youwei discusses the urgency and proposal of reform in China during the 1890s. He puts forward a proposal in the form of a "memorial" that was Emperor Kuang-hsii. It was circulated widely among the government officials. This memorials were combined together which was recieved and studied by the Emperor1. This memorial, which was submitted on January 29,18982, pressed the need for immediate reform in the government and other institutions. Based on his European and American experience, which came from encounter with the West in Hong Kong and Shanghai3, Kang wrote this memorial to convince the Emperor and his ministers to start reforming and modernizing the existing institutions to protect Chinese territories and customs in the new era. For the survival and flourishing of China in the modern age, Kang argued that the old institutions and customs have to be modified to create a new system that will facilitate the sustainability and growth of the empire.4 He mentioned in his memorial that the old system are bound to fail due to loopholes accrued overtime. It depicts the clash between old and new system at wake of nineteenth centuries. The memorial shows the political and organizational condition in China at that time. From the memorial we come to know that there had been serious efforts exerted and steps were taken to direct the old China to the path of being modern and competitive nation state. We can also know the comparative situation of different countries in terms of socio-economic and political stability and institutional foundation. These memorials correctly pointed out that reforms in the west and countries like Russia and Japan were crucial to become competitive and strong power in the modern world settings.
