Justice Versus Empire in J.M. Coetzee's Waiting for the Barbarians
Rhythm is the fundamental element of music; without its pulsing drive, a melody seems aimless, and harmony irrelevant. The beat of a drum awakens the primal within us, calling back ancestral memories and basic instincts. It can lead us to dance and to joy, but also, too often, to war. The war drums beat loudly in cycles throughout history. Many would argue they first became audible to our generation immediately following September 11 th, 2001, and grew deafening with the buildup to our invasion of Iraq. Few would deny that with America's massive global economic and military influence, we have become an empire. Many would argue that we have been an imperial power for some time now. Even so, it is only recently that that recognition has entered the popular consciousness, and so only recently could we begin interpreting artistic analyses and criticisms of imperialism as they relate to our own nation. J.M. Coetzee?s Waiting for the Barbarians paints a disturbing picture of what it means to be a citizen and a proponent of empire, one as applicable to modern America as it was to apartheid South Africa at the time it was written. Coetzee has created a story of Justice versus Empire that applies to us all not just as imperial citizens, but as human beings as well.
The Magistrate is the novel?s intellectual and its narrator, so the reader identifies with his position best of all; he acts as a countervailing moral force to the all-consuming drive of Empire. He has a strong commitment to the idea of "decency", a concept we can roughly equate with basic human rights. ...hem away from the United States mainland and their own homes and families. They have no rights, and journalistic reporting from the area is minimal if it occurs at all. There is frequent talk of what unspeakable acts may be going on there behind closed doors, and there has been no denial from the United States government. Coetzee?s ability to universalize a tale is disturbing in this modern light. Our leaders would do best to heed the lessons of literature; even now, our own population grows skeptical and is unwilling to accept mere nationalistic bluster as justification. Will Bush, Cheney, Rumsfeld, and Wolfowitz flee Washington under cover of night someday soon as the people pelt them with stones? It?s a comforting image for some, but even then, the damage may be irreparable.

The Federalist wanted to ratify the Constitution while the Antifederalist despised the idea entirely. Alexander Hamilton, James Madison, and John Jay eventually compiled 85 essays as the Federalist Papers. These supporters of the Constitution believed that the checks and balances system (a system in which the different parts of an organization (such as a government) have powers that affect and control the other parts so that no part can become too powerful )would allow a strong central government to preserve states' rights. They felt that the Articles of Confederation was too weak and that they were in need for a change. The Articles of Confederation had “errors” that needed to be corrected argued the Federalist. Ratifying the Constitution lead to an improved more advanced country.
Imagine a world with an educated youth. Now imagine a parallel world where children are fighting to keep a smile on their faces, because, in truth, it is the only thing they have. In reality, this is what is happening. Youth, who have the privilege to be American citizens, are granted a very fulfilling education with a promise of a career. Children of illegal and undocumented immigrants do not have such luck. Some undocumented children in America have very promising futures and even a degree under their belts, but they cannot apply for a job because they have no proof of citizenship. A controversial topic is the matter of the DREAM Act (Development, Relief, and Education, for Alien Minors) which permits undocumented immigrants to obtain citizenship and later get a job. Is this topic really a law… or a lifestyle? Should we really be arguing on the matter of life or death?

In “The Penal Colony” the life of the officer is solely based on the old commandant’s rules and ideals. His strong obsession of being “involved in the very first experiments and also [sharing] in the work all the way to it completion” (96) Has a deep impact on the officer’s life and beliefs. The officer is not only obsessed with his work but with the old ways that the old commandant made. Also, the fact that he is the last one in the colony that still follow the old ways means that he is going against the whole society in the colony. The new commandant “uses everything as an excuse to attack the old ways” (105).
Rudyard Kipling’s poem “The White Man’s Burden” articulates the imperialism of the English empire into India, Cambodia, China, and Africa. The English thought it their duty to go out and take over these barbaric nations to civilize them. They justified their act of westernizing and destroying others’ cultures as the “burden’ they were born to bear. “And when your goal is nearest the end for others sought, watch sloth and heathen folly bring all your hopes to nought.” They blamed the ineffectiveness of their efforts on the native’s laziness. They are the ones whose whole world is being flipped upside down; being submerged in a new culture with new laws and strange people. Yet, somehow they are the lazy ones and despite the trails for the white man at the end of the day it is beneficial to the savages.
The sociology of imperialism seeks to define this phenomenon as an atavism in the social structure, in the specific person, in their psychological habits, which thus triggers an emotional reaction. According to Joseph A. Schumpeter - "The word imperialism has been abused as a slogan to the point where it threatens to lose all meaning. For whenever the word imperialism is used, there is always the implication - whether sincere or not - of an aggressiveness" (Conklin & Fletcher, 1999, p. 44). The history behind this word has lead us to view the corruption and destruction it has caused at the hands of people with perhaps to much power. They would save more than one billion dollars per year and the death rate would also decrease if smoking was banned. About 33% to 50% of people who try smoking become regular smokers and 70% to 90% of people who are regular smokers are addicted to nicotine. It is as addictive as heroin and cocaine. Children who are curious or already influence by family members smoking would want to try it out and when they see other people doing it, they accept it as some normal behavior and most likely would become addicted to it. As soon as someone lights a cigarette and puts it up to their mouth they are just asking for health problems to occur. Smoking cigarettes can cause many problems that affect not only the smoker, but anyone else that is around the smoker. Nonsmokers chose to not smoke because they do not like the health risks or negative effects caused by cigarettes. People that chose to turn cigarettes down should not have to still interfere with the negative effects of tobacco because smokers are too rude to just save the smoking until they are in their own home. People should be able to walk into any public place and not have to breathe in this toxic. Cigarette smoking should be banned from public places because the cigarettes affect anyone who is around
Smoking is a nasty habit. Cigarette smoke is toxic and harmful to breathe. People gag and choke just by getting a whiff of cigarette smoke of a passing smoker. Others can have life-threatening reactions. People have the right to clean air and to enjoy life without the stink of smoke. A smoking ban will solve this problem.
Smokers should have their right to smoke, but should they be able to harm other people? Smokers are killing themselves slowly, along with others, because of the second-hand smoke coming from these cigarettes: as the average person takes a breath of air, the smoke polluting the air is inhaled. This is harming the non-smokers’ lungs due to the fact that the smoker is smoking in public. The environment is being destroyed by these little things all because people are smoking in public places. Unfortunately our quality of life is being harmed by the lack of consideration of others because smoking is still allowed in public areas. Smoking should be banned in public places because it causes respiratory problems, lung cancer, and oral cancer. It affects others within the area, and pollutes public places making them undesirable.
