The story follows three girls- Jeanette, the oldest in the pack, Claudette, the narrator and middle child, and the youngest, Mirabella- as they go through the various stages of becoming civilized people. Each girl is an example of the different reactions to being placed in an unfamiliar environment and retrained. Jeanette adapts quickly, becoming the first in the pack to assimilate to the new way of life. She accepts her education and rejects her previous life with few relapses. Claudette understands the education being presented to her but resists adapting fully, her hatred turning into apathy as she quietly accepts her fate. Mirabella either does not comprehend her education, or fully ignores it, as she continually breaks the rules and boundaries set around her, eventually resulting in her removal from the school.

Jurgis is injured and cant work for three months receiving no pay. One of the children dies of food poisoning. Jurgis joins a union and slowly begins to understand the way politics and bribery that control Packingtown. After attacking the boss of his wife for making her sleep with him, Jurgis is put in jail for a month. While in Jail the family has been evicted from there home and is living in a run-down boardinghouse. When Jurgis returns home he finds his wife in premature labor, and in the process of giving birth the child and her.
On one side, there is Kathy Nicolo and Sheriff Lester Burdon who want the house from which Kathy was evicted. It previously belonged to Kathy’s father and she is reluctant to relinquish possession of it. Then there is the Behranis, a Persian family who was forced to flee to America in fear of their lives. He is discovered by his wife, who he suspects is working against him, and they both leave precrime in a helicopter. On the helicopter, Anderton, his wife Lisa, and Fleming get into a fight and Anderton kills Fleming after discovering that Fleming is working for Kaplan in order to take precrime down and establish a military police state. Lisa and Anderton return to precrime where Witwer and they come up with a plan to save precrime by proving the predictions of the precogs correct where Anderton will kill Kaplan. Instead all the Gangster can bring to Beli is bad luck. The Gangster ends up being married to Trujillo’s sister, who is extremely cruel and lives up to the name of Trujillo.
