In 1989, our great nation was hit by two devastating natural disasters; Hurricane Hugo and the San Francisco (Loma Prieta) earthquake. In 1992, Hurricane Andrew struck the Florida Coast and caused tremendous damage and death. After these major natural disasters, the Federal Emergency Management Agency (FEMA) came under severe scrutiny about its lack of responsiveness, preparedness and communication. When James Lee Witt took over as Director of FEMA in 1993, he refocused the agency’s direction toward improving disaster mitigation, preparedness, response, and recovery. He was able to elevate an agency that was viewed negatively by most Americans to an agency that was focused, responsive and much more respected. By the time James Lee Witt left FEMA, most people, including federal, local and state departments viewed FEMA as a much more improved and effective organization. Positive and effective leadership will provide positive results to improve the efficiencies of an organization. James Lee Witt and the FEMA organization is a strong example to support this thesis.
The impact James Lee Witt made within the Federal Emergency Management Agency (FEMA) demonstrates how his effective leadership positively influenced the response and recovery efforts during national emergencies and natural disasters. These same leadership skills, characteristics, and values that Witt brought into his position as Director of FEMA can also be applied to many other public sector managers involved in emergency management. These leadership skills were critical during the crisis of the Northridge earthquake, but were also beneficial to increase the trust and credibility of FEMA’s existence along with increasing public value and perception.

In the late summer of 2005, a terrible tragedy occurred that changed the lives of many in the south-east region of the United States. A Category 3, named storm, named Hurricane Katrina, hit the Gulf Coast on the 29th of August and led to the death of 1,836 and millions of dollars’ worth of damage (Waple 2005). The majority of the damage occurred in New Orleans, Louisiana. Waple writes in her article that winds “gusted over 100 mph in New Orleans, just west of the eye” (Waple 2005). Not only was the majority of the damage due to the direct catastrophes of the storm but also city’s levees could no longer hold thus breaking and releasing great masses of water. Approximately, 80% of the city was submerged at sea level. Despite the vast amount of damage and danger all throughout the city, officials claimed that there was work being done to restore the city of New Orleans as a whole but many parts, and even the people, of the city were overlooked while areas of the city with higher economic value, and more tourist traffic, were prioritized along with those individuals.
Even though it is the responsibility of the federal and state governments to aid citizens during times of disaster, the people devastated by Hurricane Katrina were not effectively facilitated as according to their rights as citizens of the United States. The government’s failures to deliver assistance to citizens stem from inadequate protection systems in place before the storm even struck. The Federal Emergency Management Agency and the Department of Homeland Security were the two largest incumbents in the wake of the storm. The failure of these agencies rests on the shoulders of those chosen to head the agency. These directors, appointed by then president George W. Bush, were not capable of leading large government agencies through a crisis, let alone a disaster the magnitude of Hurricane Katrina. Along with the federal government, the state of Louisiana and the city of New Orleans did not do enough to lesseb the damage caused by the storm, and forced thousands of poorer citizens to remain in cramped and unsanitary conditions for extended periods of time. The culmination of federal, state, and local government’s failures in suppressing and repairing the damage of Hurricane Katrina to a level acceptable for citizens of the United States is a denial of the rights citizens of the United States hold.

In 2003, Federal Emergency Management Agency (FEMA) was rolled into the U.S. Department of Homeland Security. FEMA’s responsibilities are to prepare, protect, respond, and recover from diminish all hazards. There was a mass coverage about the failure for FEMA to act immediately to Katrina, but once they were able to get things organized such as giving food and water, and setting up the tent and shelters communities can be strong and move on.
The Coast Guard, for instance, rescued some 34,000 people in New Orleans alone, and many ordinary citizens commandeered boats, offered food and shelter, and did whatever else they could to help their neighbors. Yet the government–particularly the federal government–seemed unprepared for the disaster. The Federal Emergency Management Agency (FEMA) took days to establish operations in New Orleans, and even then did not seem to have a sound plan of action. Officials, even including President George W. Bush, seemed unaware of just how bad things were in New Orleans and elsewhere: how many people were stranded or missing; how many homes and businesses had been damaged; how much food, water and aid was needed. Hurricane Katrina was one of the most devastating natural disasters to happen in the United States. The storm resulted in more then US$100 billion in damage when the cities flood protection broke and 80% of the city was flooded (1). The protection failure was not the only cause for the massive flooding, the hurricanes clockwise rotation pulled water from north of New Orleans into the city. 330,000 homes were destroyed and 400,000 people from New Orleans were displaced, along with 13,00 killed (1). In summary, the events of Hurricane Katrina had left a lasting and devastating impact on not only the general public, but also those within public safety including local, state and federal agencies. The storm had affected nearly hundreds of square miles resulting in thousands of casualties, and people misplaced with no homes to go to as well. In addition, there were many contributing factors that had resulted in major life, including the geography of New Orleans, how the levees around New Orleans were built, as well as the lack of coordination between local, state and federal officials.
...clearly communicate with one another in the periods before, during and after the storm combined with confusing organizational jurisdictions and bad policy severely hindered the federal government’s response to Katrina. In order to prevent a repeat of those mistakes, the federal government needs to put into place new procedures for disaster response and recovery. These procedures must be clear and concise with minimal bureaucracy so that response time will be maximized and leaders will know exactly what authority they have. Federal, state and local governments need to increase preparation and prevention measures while gaining a better understanding of the relationship between physical geography and city planning. This combined with improvements in resource management and communication, will go to show that the government has truly learned from the lessons of Katrina.
The Robert T. Stafford Relief and Emergency Assistance Act, or the Stafford Act is by far the most important federal law when it comes to disaster management (Hunter, 2009, p. 189). The purpose of this paper is to provide an argument is support of the Stafford Act. I will address how the Stafford Act has been modified to support large scale devastation, as well as the federal government’s responsibility to reimburse local entities. Additionally, I will discuss how the Act has improved its catastrophic disaster housing plans to meet community needs. Finally, I will describe the changes made to reduce the bureaucratic red tape.
Hazards pose risk to everyone. Our acceptance of the risks associated with hazards dictates where and how we live. As humans, we accept a certain amount of risk when choosing to live our daily lives. From time to time, a hazard becomes an emergent situation. Tornadoes in the Midwest, hurricanes along the Gulf Coast or earthquakes in California are all hazards that residents in those regions accept and live with. This paper will examine one hazard that caused a disaster requiring a response from emergency management personnel. Specifically, the hazard more closely examined here is an earthquake. With the recent twenty year anniversary covered by many media outlets, the January 17, 1994, Northridge, California earthquake to date is the most expensive earthquake in American history.

... be fostered. Nevertheless, current coordination is not bad as the MTA is the overall umbrella agency that has coordinated diverse emergency response organizations in the city of New York. For instance, during the time of the blackout, diverse stakeholders shared information although communication systems were weak. The impact of the blackout on the transportation sector and health of New York City was severe and key lessons can be learnt. Learning from past experience such as the blackout in 2003 has been attested by Volpe (2004) who indicates that experience would help improve future emergency response. This can also help design effective emergency policies and plans. Personnel had previously become familiar with each other through day-to-day operations and joint terrorism exercises. However, further research is recommended to expound more on this issue in detail.
