Do people kill people, or do guns kill people? According to the U.S. Constitution, the Second Amendment states that the right to bear arms should not altered.(Bill of Rights). Many American citizens believe this amendment is an individual right, while others believe that it is only a collective right intended to restrict Congress from taking away a state's right to self-defense. This, along with other current events, has given rise to heated debate on the topic of gun control. History has shown that there are positive and negative effects concerning gun control laws, which has lead to a highly controversial and emotional debate. Around 1788, James Madison stated that the Second Amendment was written to assure the southern states that Congress would not “undermine the slave system by disarming the militia, which were then the principal instruments of slave control throughout the South” (Bogus 1). Gun control laws, which are laws that determine how guns are used and who can own them, originated from the second amendment. Throughout American history, gun control laws have continually been altered. Beginning in the 1930s, President Roosevelt won the approval of the National Firearms Act of 1938, which “prohibited sales to individuals under indictment or convicted of crimes of violence” (“History of gun-control”). About thirty years later, the assassination of John F. Kennedy once again put gun control under the national spotlight. President Lyndon B. Johnson responded by implementing the Omnibus Crime Control and Safe Streets Act of 1968 and the Gun Control Act of 1968. These acts “prohibited all convicted felons, drug users, and the mentally ill from buying guns” (“History of gun-control”). Although it created much fear in the country, it had no effect on gun control laws. A bill was Bell,5 passed in the Senate requiring background checks for sales at gun shows but it failed to pass in the House. Another student that attended school at Virginia Tech is responsible for the current most deadliest shooting at a school. This student killed 32 classmates with two handguns he legally purchased. A year after this tragedy, background checks were changed to include millions of more people, specifically the mentally ill and felons. This was the first major change to gun laws in the United States in more than ten years (Bingham 3). Although these events are well known and are extreme, they have not caused major changes to gun control laws throughout history.
The United State of America, established by the Founding Father who lead the American Revolution, accomplished many hardship in order to construct what America is today. As history established America’s future, the suffering the United State encountered through history illustrate America’s ability to identify mistakes and make changes to prevent the predictable. The Second Amendment protects the right to keep and bear arms, but only in cases of self-defense and hunting for food. However, the use of guns has drastically changed since 1791 when the amendment was implemented. Today, guns are not solely used in their intended ways. Since 2010, over eighty-seven school shootings have occurred within American grade schools, high schools, and universities, resulting in approximately 107 injuries and 109 murders of innocent students. The two most deadly shootings in the world occurred in the United States: the Virginia Tech University Massacre which left thirty-two dead and Sandy Hook Elementary School shooting which left twenty-eight dead. Each new shooting prompts a debate about gun control laws and leaves citizens wondering about the accessibility of guns; any United States citizen over the age of twenty-one that does not have any previous felonies is able to easily receive a gun license. Forty-nine out of the sixty-one school shootings that occurred between 1982 and 2012 legally obtained firearms. The statistics become even more outstanding: seventy nine percent of all shooters have been diagnosed with a mental illness or disability, including the Virginia Tech and Sandy Hook shooters, Seung-Hui Cho and Adam Lanza. Cho and Lanza were diagnosed with mental illnesses and disabilities, depression and autism, respectively. Even so, they were still able to acquire the guns they needed because extensive mental health background checks did not and still do not exist; Cho purchased his own weapon and Lanza stole his mother’s guns. For hundreds of years Americans have been growing up with the notion that it is a right to own a gun. Since the creation of the second amendment, people all over the United States have been able to guns for private use. Guns operated by the public are said to have a variety of uses such as, being able to protect oneself if conflict arises, grants the ability to put food on the table, and are used in competitions shooting targets against other people. But for many people guns have been seen as the root of all evil. Anti-gun users think that guns cause a variety of unexpected and innocent deaths. They also think that there are not enough laws in place that allow just about anyone to purchase a gun. The question of should guns be legal to all citizens has plagued our society. Do you think it is morally right for anyone to arm themselves and use it when they deem it to be necessary? Or do you think that the 2rd amendment seem unnecessary and outdated law that needs to be rewritten? These questions are just two of many that have thrown back and forth between pro-gun and anti-gun users.

School shootings seemed like a new phenomenon, but they occurred for the majority of American history. The first school shooting occurred On July 26, 1764, when a Lenape Indian shot and killed nine children and the school master of the Greencastle, Pennsylvania school (Galvin): as noted in Appendix A. Since 1764, the number of school shootings rose exponentially. In the 1990’s, eighty-six school shootings occurred and between 2000 and 2014, 110 shootings transpired since 2000 (Killam,2008). The development of semiautomatic weapons lead to an increase in deaths. A study conducted in 1990 found through the years of 1986 to 1990; 71 people died, 201 wounded, and 242 people held hostage by school shooters(Galvin). While the area a school serves as one factor in the number of violent acts committed per year, school shootings have not been connected to this. The schools in Chicago dealt with more violent acts, but Sandy Hook Elementary, a small city school had relatively few violent acts committed by students.
Throughout the years there has been an ongoing debate over the Second Amendment and how it should be interpreted. The issue that is being debated is whether our government has the right to regulate guns. The answer of who has which rights lies within how one interprets the Second Amendment. With this being the case, one must also think about what circumstances the Framers were under when this Amendment was written. There are two major sides to this debate, one being the collective side, which feels that the right was given for collective purposes only. This side is in favor of having stricter gun control laws, as they feel that by having stricter laws the number of crimes that are being committed with guns will be reduced and thus save lives. However while gun control laws may decrease criminals’ access to guns, the same laws restricts gun owning citizens who abide by the law; these citizens make up a great majority of the opposing side of this argument. These people argue that the law was made with the individual citizens in mind. This group believes that the Amendment should be interpreted to guarantee citizens free access to firearms. One major group that is in strong opposition of stricter gun control laws is the National Rifle Association (NRA). The NRA argues that having stricter gun control laws will only hinder law-abiding citizens. The final outcome on this debate will mainly depend on how this Amendment is going to be interpreted.
As violence and murder rates escalate in America so does the issue of gun control. The consequence of this tragedy births volatile political discourse about gun control and the Second Amendment. The crux of the question is what the founding fathers meant when they wrote, “A well-regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed.” Since the writing of the Second Amendment the make and model of firearms has changed dramatically and so has the philosophies of the people. Although the Second Amendment prevents the federal government from completely banning guns in America, limited restrictions are allowed on the distribution and possession of firearms. Certain groups of people such as criminals, the mentally unstable, and soldiers dishonorably discharged from the military are prohibited from possessing or interacting with firearms (Flynn). These restrictions are enforced by background checks in some states on both a state and federal level. However, gun laws vary from state to state and are often not thorough enough; the background checks are flawed due to lack of information and misinformation, and guns can easily end up in the hands of criminals and malevolent individuals. School shootings have altered American history greatly over the past two decades. From 1997 to 2007, there have been more than 40 school shootings, resulting in over 70 deaths and many more injuries. School shoot-outs have been increasing in number dramatically in the past 20 years. There are no boundaries as to how old the child would be, or how many people they may kill or injure. At Mount Morris Township, Michigan, on February 29th, 2000, there was a 6 year old boy who shot and killed another 6 year old girl at the Buell Elementary School with a .32 caliber pistol. And although many shootings have occurred at High Schools or Middle Schools, having more guns on those campuses would not be a good environment for children to grow up in. However, on a college campus, the pupils attending are not children anymore; the age range is from 17 to mid 20’s. Therefore they understand the consequences associated to the use of weapons and have gained more maturity. In April 16th, 2007, at Blacksburg, Virginia, there was a shooting rampage enacted by Sung-Hui Cho (23 years, from Centreville, VA) who fired over 170 rounds, killing 32 victims, before taking his own life at the Virginia Tech campus. Colleges and Universities would be a much safer place, for student and teacher, if guns were permitted on campus for self-defense purposes.

Guns have been the weapon of choice for some of the most brutal massacres on America soil. Since early history guns have been used mainly for militia and defense purposes. But, the development of new gun technology has made firearms more accessible and deadly. Although the second amendment gives the right to bear arms, guns should be controlled and monitored by the government because guns have contributed to a lot of killings in America and will increase crime rates.

Gun control does not reduce crime, does not stop criminals from obtaining guns, and does not address the real issue of violent crime. There is no evidence that gun control affects the crime rate. The United States government is attempting to reduce violent crime by controlling the amount of guns on the market, who is allowed to purchase a gun, and what type of gun a person is allowed to purchase. The only people affected by gun control laws are the law-abiding citizen that should be allowed to purchase firearms without the government’s interjection.
