Officers are known as public servants, they are held at higher standards than everyday citizens. According to Wyatt-Nichol & Franks(2009) when officers behave unethically, it is a violation of public trust and damages the image of law enforcement everywhere (p. 40). Officer should receive in-death training of cases that make headlines within the newspapers or media. For example, the Freddie Gray or Eric Garner case could be used in scenarios with the steps taken to avoid any ethical dilemmas they could possibly run into. Updated training should be conducted every 6 months for ethics alone in addition to the yearly training that’s already in place. The civilian review board can recommend more training of officers that engage in unethical behavior or misconduct. Intense training, followed through with morals is important factors to avoiding the civilian review board and their process in reviewing investigations against officers. When all training officers receive has been overlooked and failed to comply. Police officers should be held accountable for their actions, through training officers learn to understand their position and need within the community. Law Enforcement goes beyong issuing citations and making arrests. That is why "End of Watch", a crime drama, is such and outstanding film - it portrayed the reality of Police work so greatly. It showed the brotherhood, or "human" side of Police Officers, and that they endure hardships just as much as the next person, if not more. When the film was first marketed, it was expected to fall within the cheesy cop movie perception, partners after a criminal and eventual catches him in the end, happily ever after. However, its authenticity has shown that sometimes there isnt a "happily ever after".
There are at least 6 to 8 complaints made by every 100 officers each year. At least 30 percent of the complaints are for excessive use of force and that doesn’t include all the undocumented complaints civilians make that are failing to be reported. In the past year, police officers have killed more than 776 people. This information has only recently been brought to light. For once the media is not exaggerating on the crimes police are committing; this is happening right here, right now in our own country.

This is a very effective way to get a confession out of somebody. However, beating the accused could easily elicit a confession from a scared and innocent person. Also, this puts the accused person's life in danger. Police officers must make snap life and death decisions daily. Officers' work in an environment where death (theirs, their partners, and an innocent or guilty person) is one decision away. How does that constant fear effect an officer's perception? Every day law enforcement officials are faced with the possibility of being assaulted or killed while in the line of duty and when off duty. Officers are faced with the harsh reality that today may be their last day alive. This leads to a rush of adrenaline when responding to crimes or when they encounter various situations. Often this rush of adrenaline can cloud an officer’s judgment. Officers are then faced with the possibility of being accused of excessive force. Citizens often call an officers use of excessive force “police brutality” (Petrowski, 2005). Citizen’s opinion of law enforcement has often been linked to the media’s tactics of displaying officers using what appears to be excessive force during an arrest. This typically leads to citizens becoming outraged and creates an issue for the force. The question then arises as to what exactly is excessive force? While many citizens may characterize force as excessive, the law reflects the realities that officer’s face in making decisions to use force (Petrowski, 2005). The negative views of everyday people often make work hard for officers, adding more stress to their careers. The general public regularly criticizes officers for using excessive force and brutality, especially when a police officer ends up killing a suspect or criminal. Oftentimes, especially when a white police officer shoots a citizen of a minority race, the general public is quick to find faults in the officer, blaming the officer for being racist. In the Ferguson article (2015), there was an example given about an African American man claimed that he was standing outside of of Wal-Mart, an officer called him a “stupid motherf****r” and a “bastard.” According to the man, a lieutenant was on the scene and did nothing to reproach the officer, instead threatening to arrest the man (p. 80). This demonstrates that the police in Ferguson had no respect for the civilian and even though the lieutenant was present, they did nothing. Recently in the United States there has been in increase in deaths that have come from police officers using deadly force. The use of force is inevitable as a police officer, many times their own lives or the life’s civilians are at risk when it comes to determine what type of force a officer should use. There are many incidents where police officer have to react in a matter of seconds and has to choose between his own life or that of the individual causing the disturbance. When a Police Officer uses deadly force has caused outraged with the public, stirring up protests and creating a scandal for the police officer and the Police Department. Many do not know when it is right for an officer to use deadly force and what constitutes it, or what happens when the officer does not use the appropriate amount of force that is required to control the situation. Young people and the police have, for many years, experienced a tense and confrontational relationship (Borgquist & Johnson et al., 1995). This has led to a great wealth of literature based upon the notion of police-youth interaction. Much of this literature has tended to focus upon juvenile criminality and the reasons why young people commit such seemingly high levels of crime. Whilst the relationship between young people and the police force has been widely theorised and explained, there is very little literature on juvenile attiudes towards the police. Research that concerns societies attitudes towards the police force tends to focus upon the views and opinions of adults (Hurst and Frank, 2000). In this first section of my literature review I am going to focus upon work that allows us to gain a deeper understanding of why young people are so important when looking at crime. This section will allow us to comprehend the ways in which, literature suggests, young people view the police. This knowledge will provide a basis for my research in which I look more specifically at youth attitudes towards PCSO’s.

I believe the chain of command is important in a police agency for many reasons. It is a roadmap that shows the route within the organization that order would flow coming down through the organization or that requests flow going up the organization, like a two-way street. The chain of command also establishes formal lines of communication within the department for organizational purposes and it must be used by everyone to communicate formally. This will eliminate crucial departmental problems. For example, if the chief administrative level does not follow the chain of command downward and gives an order directly to the patrol officer, this could cause confusion. For example, the supervisory level might feel that it is alright to do the same thing sending information up the chain.
