Idea from Emergency Incidents
There were various emergency incidents occurred at the local, and national, as well as international level. In this, an incident related to the crime in which Joyce Mitchell is accused for providing contraband and charged with aiding two convicted killers in their Shawshank Redemption-style jailbreak can be considered as a serious issue in the communities. Additionally, the case of Joyce Mitchell that has been transferred back near to her old workplace to await trial will be moved from Rensselaer County Jail to the Clinton County Jail in Plattsburgh because of the criminal nature and planning to escape from the jail (Calabrese, 2015). This incident is starting from June 6 when Joyce Mitchell was allegedly planned to help Richard Matt and David Sweat to escape from Clinton Prison in Dannemora. However, Richard Matt was killed by a tactical team of law enforcement officers in Malone, N.Y. on June 26 and Sweat was captured and shot in nearby Constable on June 28.
Now, this incident can be considered as an emergency incident at the national level in which Incident Command System (ICS) was used properly. The Incident Command System that was used in this incident is basically termed as a management system. This management system is usually

designed to enable effective and efficient domestic incident management with the help of integrating facilities, and equipment, as well as personnel combination (Calabrese, 2015). However, in this case scenario, procedures have been followed by a tactical team of law enforcement officers to manage and operate this incident within a common rules and regulations. Here, ICS was used as the commanding operation to facilitate criminal activities of the Joyce Mitchell, Richard Matt, and David Sweat.
Further, Incident Command System was also used through focusing towards incident type and capacity to affect the community.

Thus, ICS first identified the key concerns associated with the incident. However, the ICS should have been something other also in the place because of the mankind (Deal, Bettencourt & Deal, 2010). The law enforcement officers should have been managing this incident in the consideration of setting up a peaceful environment and non-violence. A non-violence action can give a chance to the criminal to improve their behavior and nature from criminal mind to an innocent person. Additionally, giving chance to the Joyce Mitchell, it would be probability to bring her in the

community.
Now, on the basis of this incident, it can be stated that the team members of the law enforcement officers followed the ICS system to catch the escaped criminals, Richard Matt, and David Sweat. When they did not surrender within the given deadline of the security agency, the last option was to shoot them (Deal, Bettencourt & Deal, 2010). At this stage, it can be understood that when ICS system was not be implemented, these criminals were once again committed the crimes, such as contraband and killing. Therefore, to stop the crime in the societies, it is mandatory to ICS system work at the right time.
At the same time, in these procedural activities of the ICS, a mistake made by the court through giving bail to the Matt and Sweat in this incident. It gave both of them chance to escaped from. However, the work of the officers in this incident is appreciable, but they could have done differently or better when the strategic planning could be implemented (Deal, Bettencourt & Deal, 2010). In this, officers could have tried to catch the escaped criminals to know the name of other members of their group that were involved in contraband or not. This strategy could have been beneficial for the societies to get rid of from crimes in future concern.
