Arrowsmith defines public procurement as government’s activity of purchasing goods and services it requires in order to perform its functions. Therefore the term public procurement refers to the purchasing by governments and local authorities of the works, goods and services they need to operate. It provides that any supplier that claims to have suffered, or that may suffer, loss or injury, due to a breach of a duty imposed on the procuring entity, may seek review. Reviews should in the first instance be submitted to the procuring entity or approving entity itself and thereafter for either administrative or judicial review. The enacting state has a choice to pay compensation for the loss or injury suffered because of unlawful action during the procurement process or to limit the payment of such compensation to any reasonable costs incurred by the supplier submitting the complaint. Intergrity Integrity in public procurement entails consistency and objectivity in the implementation of all of the applicable provisions to ensure their ability to achieve their objectives. As a holistic concept, it judges the quality of a system in terms of its ability to achieve its own goals. The meaning of integrity will of course depend on particular circumstances. One of the essential elements of integrity is objectivity. Objectivity needs to be present through all of the stages of the procurement process.
