The Federation Square project was launched in March 1996 then embarked in 1998 and was opened in October 2002, two years behind schedule however with all manufacturing still not complete (Vic Auditor-General 2003) requiring considerable post-completion maintenance and support and further wasting of valuable resources. This was the culmination of six years hard work coupled with two different political parties and involved thousands of contract personal costing $473.3million (Report on Public Sector Agencies, May 2003 2.232). The history of PMO can be regard as the evolution of PMO’s definition. When did the project management office appear? The earliest record about PMO which was referred to farming improvement appeared in1800s in the UK (Darling & Whitty, 2016). As a well-known modern PMO, which was used in aerospace industry in 1950s, PMO did have a series of evolution. The PMO first appeared in business and government areas in 1960s, and continued progress to contemporary (Darling & Whitty, 2016). Since mid-1990s, plenty of organizations attach great importance to the role of PMO, and set up the PMO departments or groups to boost the process of projects (Kutsch, Ward, Hall & Algar, 2015). There is no doubt that PMO has changed a lot. It not only has been evolving and adapted to the development of the times, but also has a new interpretation on the function and assume more responsibilities

“Project management is the application of knowledge, skills, tools, and techniques to organisational and project activities to achieve the aims of an organisation through projects” (PMI, 2003).
When planning a new project, how the project will be managed is one of the most important factors. The importance of a managers will determine the success of the project. The success of the project will be determined by how well it is managed. Project management is referred to as the discipline that entails the processes of carefully planning, organizing, controlling, and motivating the organization resources so as to foster and facilitate the achievement of specific established and desired goals and meet the specific criteria of success required in the organization (Larson, 2014). Over the course of this paper I will be discussing and analyzing the importance of project management.
Project planning falls in the Planning Process Group which consists of those processes to establish the projects total scope, define the projects objectives, and courses of action to achieve those objectives. During the planning process, all the documents that are needed to carry the project through the project lifecycle will be developed such as the project management plan. Project management requires repeated feedback loops as additional information becomes available and is better understood. The planning process delineates the strategy, tactics, and path to successfully complete the project. With that, the planning of a project must walk through all the those processes from executing, monitoring and controlling through the closing process.
