Citizen participation is a very critical aspect of the developmental process of any community. Botes and van Resensburg (2000) posited that “participatory development is very essential to the community development process”. This perhaps is because community development itself is meant to bring about improved living standard for community members, and not necessarily the initiators or executors of the community development project should they be from outside the benefitting community. Consequently, it is only logical that the people, for whom the project is design, be involved in the decision making process, beginning from the initial stage of needs assessment to the implementation and execution stages. More so, citizens’ participation in the developmental process that concerns them ensures speedy development and brings about a sense of importance and ownership, which ultimately translates to commitment and also helps in capacity building.
The World Bank in 1996 proposed some reasons for community participation, amongst which are that: community members have the true knowledge of what their felt needs are, and that they equally have self-awareness as to the solution that would or would not work; participation brings about a sense of importance and ‘ownership’ which translate into more commitment to the community development programmes and projects. It also helps to build members’ capacity, which in turn, increases available human resource; and that it bridges the gap between professionals and community members, with each group, learning from the other.

Global and local communities seek the greatest opportunities for prosperity and self-fulfillment, but there exists certain criteria that must be met in order to achieve those ends. The most successful communities incorporate the inherent values and virtues of a specific group of people. Communities ought to establish goals to be attained by their members, giving them a sense of cohesion and cooperation. As young people’s civic and political participation continues to decline, a number of organizations are working to reverse the decline by increasing opportunities for youth to participate. Communities around the country are taking steps to engage young people through a variety of methods that allow youth to actually participate in policy development and take action on local issues. The effectiveness of such community programs on long-term civic engagement is not well documented, however. This paper presents preliminary research about the effectiveness of one community participation program, the Southern Nevada Water Authority’s Youth Advisory Council. Quantitative and anecdotal evidence, while not conclusive, suggest this community problem solving approach may encourage its participants to engage in other civic and political activities. The paper also discusses the benefits that organizations and communities receive when young people participate in this way, and provides recommendations for developing a similar youth participation program.

In this essay I shall make a critical comparison of different theories and approaches of community organising. By focusing on main aspects of Paulo Freire and Saul Alinsky’s models of community organising I shall discuss how applicable these models are in the UK. By drawing examples from experiences of applying Root Solution Listening Matters (RSLM) and Participatory Action Research (PAR) frameworks in my practice. I shall demonstrate relationships and differences between the two. By addressing key elements of theories of power and conflict I shall highlight the main characteristics of both and use these theories as lenses to view some problems in the communities. By comparing models of community enterprise I shall reflect on future opportunities of a budding community enterprise. Finally by outlining the methods of evaluation I shall reflect on my chosen framework for evaluation of my work.
