Identifying an optimum location for photo-radar on the Dawson College perimeter
The main aim of this paper is to evaluate the suggestion to deploy a photo-radar unit on one of the two locations nearby the Dawson College. In order to perform this task both scholar literature evidence is addressed and empirical evaluation is conducted. The latter includes the field research which involves gathering various data about the vehicles that travel through the considered locations and statistical analysis of this data in order to determine in which of the two places the photo-radar should be deployed.
Literature Review
The question of the effectiveness of photo-radars for reducing the number of drivers that break the speed limit is widely debated in the academic literature. One of the evidences in favor of photo-radars is provided by Retting & Farmer (2003) who studied results of speeding cameras deployment in Washington D.C. in 2001. Researches collected data on the mean traffic speeds and proportion of drivers who had been violating the speed limit for 60 different zones 1 year prior to and 6 months after the installation of photo-radars. They have discovered that on average the mean driving speed has fallen by 14% and average share of speeding drivers was reduced by 82% which suggests that photo-radars can effectively control the driving conditions.
Another study by Chen & Meckle et al. (2002) has investigated the effectiveness of photo-radar deployment program in Vancouver, British Columbia. This study offers helpful information for anyone who wants to understand more about emergency vehicle lights and their physical and psychological effects on drivers. However, anyone that is charged with installing or buying emergency vehicle lights for first responder and emergency responder vehicles should read and understand this study. Several surveys have shown the city of Miami to be one of the least preferable cities in which to drive. Every morning there is an exodus of Biblical proportions, as thousands or cars tightly pack into highways six lanes wide. More discouraging about driving in Miami is the mind-numbingly slow pace with which traffic moves. On top of that there are also some hefty fines that will help a driver learn his or her lesson. The average speeding ticket in the US is 150 dollars, but the faster a person drives the more costly a speeding ticket becomes. Drivers have the choice to fight their citation in court instead of just paying the fine, a lot of speeding drivers often do. If the driver decides to do this, the officer then assigns them a traffic court date. Drivers who take their fine to court normally do so because they disagree with the reason they were pulled over or believe they have a justifiable explanation for speeding.
