The USS Constitution started Construction in November 1, 1794 and wasn’t finish till October 21, 1797. When it got finished it set of to guard the coast and the Boston Harbor.after that it became the first navy ship in America. It had a strong body that was so tough,that would cannon- balls bounce right off it.
The American Turtle was ready for her initial mission on September 6, 1776, just after midnight in the New York Harbor. The operator, Ezra Lee, failed in his attempt to sink the HMS Eagle because he failed to secure the screw of the gunpowder magazine to the ship. When the Merrimac came into view, she fought the Cumberland and ended up destroying it. The shell burst into the rail and knocked down nine men of the Cumberland. In the end, the Merrimac destroyed the Cumberland. But no ship in the navy ever fought as hard or as brave as the Cumberland did. This document was signed on September 17, 1787 in Philadelphia by the majority of representatives. Today, the United States Constitution’s purpose is to supply a strong central government. The Articles of Confederation was America’s first constitution. The Articles of Confederation failed to create a strong central government, however. With the demise of the states in sight, the need for a stronger and more structured central government became apparent. An invitation was sent to all thirteen states in February 1787 by the Confederation Congress to resolve the matter. The events that took place over the next several months would create the United States Constitution. Going down in history as a revolutionary form of government, the U.S. Constitution would give life to a country that is still running strong over 200 years later.

The Articles of Confederation were approved by Congress on November 15, 1777 and ratified by the states on March 1, 1781. It was a modest attempt by a new country to unite itself and form a national government. The Articles set up a Confederation that gave most of the power to the states. Many problems arose and so a new Constitution was written in 1787 in Independence Hall. The new Constitution called for a much more unified government with a lot more power. Let us now examine the changes that were undertaken.
“No nation ought to be without debt”, states Thomas Paine” (35). However, “a national debt is a national bond…America is without a debt, and without a navy (35).” In the chapter “Of The Present Ability of America, With Some Miscellaneous” Paine paints a picture of the present day 1776 position of the military. He claims that the America’s position of defending herself is minimal due to a nonexistent navy which has been blocked by England. Great Britain’s debt level is high; rather, the compensation for her debt is the investment of a strong navy to defend herself and the American people. Conversely, “our land force is already sufficient, and as to naval affairs, we cannot be insensible, that Britain would never suffer an American man of war to be built, while the continent remained in her hands” (34). Paine understands the important role of a navy, and he warns the American public that America is vulnerable to attack and destruction because the British will never sacrifice their manpower for America’s liberty and freedom from other countries. Paine points out that America has an opportunity to “leave posterity with a settled form of government, an independent constitution of its own, the purchase at any price will be cheap” and prosper with a constitution and a military of her own to defend herself and her people in times of turmoil and crisis because “a navy when finished is worth more than it cost” (34, 36). “Commerce and protection are united,” and America’s “natural produce” of timber, iron tar, leave the American ports to gain marginal profits for the colonial states across the Atlantic in Europe
During 1787 and 1788 there were quite a few debates over the ratification of the United States Constitution. The issues disputed are outlined and explored in the Federalist Papers, an assortment of letters and essays, often published under pseudonyms, which emerged in a variety of publications after the Constitution was presented to the public. Those who supported the Constitution were Federalists, and those who opposed were Anti-Federalists. Their deliberations concerned several main issues.

The Articles of Confederation was the first government of the United States. The Articles had created a very weak national government. At the time the Articles were approved, they had served the will of the people. Americans had just fought a war to get freedom from a great national authority--King George III (Patterson 34). But after this government was put to use, it was evident that it was not going to keep peace between the states. The conflicts got so frequent and malicious that George Washington wondered if the “United” States should be called a Union (Patterson 35). Shays’ Rebellion finally made it evident to the public that the government needed a change.
The United States government was founded on a written set of principles known as the Constitution. There have only been 17 amendments, or changes, since ratification. While the United States has evolved with time the role and function of the government, and the way the government guarantees civil rights and liberties, has also evolved. These changes have resulted from changing or broadening of the interpretation of the constitution. Although the core of the constitution has not changed, it has expanded and its interpretation has changed to keep up with societal demands.
In creating the Constitution, the states had several different reactions, including a rather defensive reaction, but also an understanding reaction. As a document that provided the laws of the land and the rights of its people. It directs its attention to the many problems in this country; it offered quite a challenge because the document lent itself to several views and interpretations, depending upon the individual reading it. It is clear that the founders’ perspectives as white, wealthy or elite class, American citizens would play a role in the creation and implementation of The Constitution.

The USS Maine was the United States Navy’s second commission battleship; however, Maine was classified originally as an armored cruiser. Heavily armed with guns and torpedoes, this ship was ready for battle. The USS Maine, named after the state of Maine, and completed on November 18, 1889. The battleship remained stationed near the east coast of the United States and the Caribbean. In January 1898, President William McKinley sent the 6,789 ton ship, from Key West, Florida to Havana, Cuba in hopes to help protect the United States’ interests during the Cuban Revolt against Spain. Three weeks later the battleship mysteriously exploded inside the Havana Harbor. The captain, Charles Sigsbee and several officers aboard the ship survived, because of their location in the rear end of the ship.
