Moving away from Foucault and Bentham, David Lyon has made a quest for other surveillance theories. He writes, “It seems clear that some constructive contributions to surveillance theory are needed. Surveillance theory cannot ignore the panopticon but it can surely move beyond it” (12). The direction as to where to turn is still an ongoing debate. Some have not strayed far and have turned to Foucault’s governmentality, others have turned to an Orwellian model, Deleuze, Baudrillard, Zizek, Arendt and Kant to name a few. This paper will turn to Henri Lefebvre and his book Production of Space as Lefebvre has become in vogue in surveillance theory and later in this paper will be useful in discussing helicopters and how occupy Mike Davis’s idea of Los Angeles creation of a ‘defensible space’.
Henri Lefebvre was a French social theorist and philosopher who had been appropriated into the world of urban studies by a generation of geographers, architects and urban planners. The Production of Space is often cited as Lefebvre’s best-known work despite the English translation not being issued until 1991, 17 years after its first publication in French (1974). In France, Lefebvre is known as a “Marxist philosopher cum rural-urban sociologist” who “brought an accessible Marx to a whole generation of French scholars” (Merrifield 2006: xxxvii). During Lefebvre’s career he penned 67 books; however, to this day the majority have not been translated into English, which explains why The Production of Space is his most influent work in English speaking countries. In fact, he asserts that Descartes dichotomy (between mental (res cogitans) and material space (res extensa) (Lefebvre 39) these ways of knowing space involves and propagates a fundamental misunderstanding of the ways in which space structures our lives. To apprehend, physical, mental and social elements as one, he introduces his conceptual triad - spatial practice (perceived), representation of space (conceived) and representational spaces (lived), in order to reconfigure the ways in which representation functions in our experience of space. In Lefebvre’s system, representation pervades all spatial experience. The physical, mental and social now have the required setup to be conceptualised in a unifying meta-theory. Lefebvre does this by, “bringing the various kinds of space and the modalities of their genesis together with one theory” (Lefebvre 16).
Although they can be easily tracked, people overlook the invasion of privacy possibility because of the convenience they bring to every day life. Systems like OnStar installed in cars have made the tracking of stolen cars practically effortless. Similar tools are being used by law enforcement, Penenberg stated “cell phones have become the digital equivalent of Hansel and Gretel’s bread crumbs” (472). He then goes on to discuss how in Britain in 1996, authorities installed 300 cameras in East London. Although this didn’t affect the terrorism, it did affect the crime rate which fell 30 percent after the cameras were put into place. Penenberg closes his essay by mentioning that the surveillance is not only used to watch the citizens but also for citizens to keep an eye on the government. Ever feel as though someone is watching you? You know that you are the only one in a room, but for some reason you get an eerie feeling that you are not alone? You might not see anyone, but the eyes of a stranger could be gazing down on you. In Foucault's "Panopticism," a new paradigm of discipline is introduced, surveillance. No one dares to break the law, or do anything erroneous for that matter, in fear that they are being watched. This idea of someone watching your every move compels you to obey. This is why the idea of Panopticism is such an efficient form of discipline. The Panopticon is the ideal example of Panopticism, which is a tool for surveillance that we are introduced to in “Panopticism.” Kurt Vonnegut's "Harrison Bergeron," has taken the idea of surveillance one step further. The government not only observes everyone, but has complete control over society. The citizens of the United States cannot even think for themselves without being interrupted by the government. They are prisoners in their own minds and bodies. The ideals of “Panopticism” have been implemented to the fullest on society in Vonnegut’s "Harrison Bergeron," through physical and mental handicaps.

Fear is inevitably tied to the common saying “I am watching you”. When one’s actions are constantly monitored and privacy being relentlessly invaded, the individual soon will possess a sort of fear. In the novel Little Brother by Cory Doctorow, the government uses surveillance as a tool for exploiting the privacy of the people which then engages their fear.

Howard Rheingold notably mentioned, "You can’t assume any place you go is private because the means of surveillance are becoming so affordable and invisible." Judging by the efficiency of American surveillance, it would seem that Rheingold’s outlook stands as of today. Technology has advanced so powerfully that surveillance has become predominant in our society. Mass surveillance is a word that has been thrown around every so often in the last few decades, especially ever since George Orwell’s book Nineteen Eighty-Four. Although this book was released over 60 years ago, some aspects of the book are seeming to become true in the United States, and other parts of the world today. The idea of mass surveillance isn’t so taboo anymore, as there are several programs ran by sovereign countries around the world which monitor their domestic citizens, as well as citizens and leaders of other foreign countries. With all of our technological communication advances since 1949, this age of information is only going to get more severe, and more tracking and monitoring will be done. The biggest offender of doing this is the NSA, shortened for National Security Agency. The NSA is an organization that was made by the US Government to monitor intelligence, and collect, translate and decode information. What’s important about the NSA, is that this most recent summer, a program named PRISM was revealed by a whistleblower, and in summary, PRISM monitors everything it can, including our own citizens in the United States. This “scandal” had a lot of air time for many months, and is still in the news today. The revelation of what the NSA is doing behind our backs is what made the basis of this essay, and made me think of how similar this entire situation is to Nineteen Eighty-Four.
