Healthy Kids Initiative In week five we discussed program planning and management and why public health core functions are a critical factor in implementing community initiatives. “The essential functions of public health include assessment, policy development, and assurance” (Chamberlain, 2018, p. 1). In order to have community programs and initiatives, there must be an evaluation of the community in its current state. The second step would be the “development of plans and policies to address prioritization of health needs of the community”(Chamberlain, 2018, p. 4). The final step would be assurance. The assessment most appropriate to discover the health issues in my community would be surveying. By doing surveys we can determine the knowledge the youth have and the problems they are facing. Data can be collected through community outreach. For example the health department could use polls, surveys, phone calls, and do interviews. When it comes to possible health hazards, the Florida health department provides a current hazard list in their website. The current hazards on the site are Zika fever and hurricane and severe weather. “Zika fever is a mild febrile illness caused by a mosquito-borne virus similar to those that cause dengue and West Nile virus” (Florida Health, 2018, p.2). In regards to hurricanes and severe weather the site offers information on “making a disaster preparedness kit, safety tips for home cleanup and repair, how to prepare you and your family before, during and after a storm” (Florida Health, 2018, p.4). All of these programs are necessary however we need a way to educate the youth and young adults about all aspects of health such as sexual health safe practices and prevention, hygiene, and stress management. This problem should be a priority because the children are our hope for tomorrow and as a society we want them to as educated as possible. A new policy would greatly benefit our community. If a policy were implemented to require the youth to have successfully completed a health program with no cost to the family we would not have this issue in my community. Implementing this policy was also possibly eliminating other health issues if the community is educated from a young age. Assurance Function The action plan would be to promote and advocate healthy lifestyle practices by having well qualified public health professional reach the youth. Public health professionals have to be up to date on the latest ways to educate the community. This may be with the use of current technology. Peer education would be a great way to get the youth active. They can teach their fellow peers what they learned in the program. They can also help plan workshops and activities. According to Allender, Rector, and Warner (2014), public health is a combination of both an art and a science (2014). The mission of public health nursing is to promote health, prevent disease and ultimately prolong life (Allender et al., 2014). In order for this to occur an assessment must take place. An aggregate or community assessment begins with a collection of data. This includes: the community’s health needs, risks, environmental conditions, financial resources through local census data, and a windshield survey (Allender et al., 2014). The main focus of this model is the assessment of local needs, priorities, resources, and its circumstances (Wright et al., 2006). The model was applied to the creation of The Compass Strategy campaign via the application of the nine phases of the Precede-Proceed Model. The 10 essential public health services are linked to the 3 core functions in providing the direction needed for public health to function to its maximum capacity. “The fundamental purpose of the public health are defined by three core functions: assessment, policy development, and assurance” (National Association of County & City Health Officials, n.a) as the core functions the public health are common to local, state, and federal public health agencies. The essential public health services are grouped under the three core functions. The assessment function includes monitoring trends in disease and injury and analyzing the risk and protective factors through further investigation. Next we have policy development and practices which falls upon effective communication and education approaches as well as the involvement from all major public health partners with a vested interest. The final core function is the assurance function which entails the enforcement of laws and statues, assure the provisions of health services, evaluation of programs and services, and research that informs and enhances public health practices. Applying the 10 essential public health services is an integral part in learning from case studies.
Assessment of plans would be evaluated by the mandated reporting required by health facilities. Surveys would be conducted in schools to see if education of healthy choices and risky behaviors is effective, a survey would be done at start of the program in order to have a baseline. Survey facilities of staff, their qualifications, and services available. Success would be measured by an increase in Jamaicans taking advantage of education and screenings both at health care facilities and health fairs. If there is a decrease in Morbidity and Mortality specifically the top three diseases of Jamaica; cancer, cardiovascular disease, and HIV/AIDS would show the success of the holistic health care plan.
To reiterate these six components, which are innovation, technical package, communication, management, and political commitment – the community is hand in hand associated with core functions of Public Health. There are numerous public health problems that can be addressed in my Southside of Chicago community. Among the several public health problems facing my Southside of Chicago community there are two that are more urgent. Health education or one might say lack thereof is a problem that needs to be addressed. My community is plagued with many of the residents suffering from high blood pressure, diabetes, and the killer virus known as HIV. In most cases these conditions can be prevented with healthier lifestyles and access to nutritious organic foods. In addition, environmental health is another urgent problem my community is facing. Access to clean, safe water and air is supposed to be a fundamental human right aimed at a healthy environment. Yet, my community consists a waste contaminated beach, numerous deteriorated building that are still occupied, and a countless number of restaurant and stores supplying our residents with services that are endangering their health.
