Healthcare for the Homeless (HCH) started in 1985 and was one of the first 19 Federal Funded projects. In the early 80’s, they recognized that homelessness was an issue. In 1987, it was operated out of bonds in Liberty Heights. In 1989, they moved to Park Ave and stayed there for 20 years. In 2010, they moved to Fallsway and still are there till this day and are expanding their building. HCH provides tons of services for the homeless population such as physical health care services, behavioral health care services, and supportive services such as finding housing, keeping housing, finding jobs and much more. HCH mission is “Health Care for the Homeless works to prevent and end homelessness for vulnerable individuals and families by providing quality, integrated health care and promoting access to affordable housing and sustainable incomes through direct service, advocacy, and community engagement” (Strategic Plan, 2016). This is HCH new mission statement for the 2012-2017 strategic plan. They changed their mission statement because it did not fit with all of the services they wanted to provide to the community. HCH old mission statement did not go into detail about what they were trying to do, but the new statement provide more in-depth facts and provide their goals and reasoning for the homeless population. HCH uses the SWOT analysis and gives their top five strengths, weaknesses, opportunities, and threats. HCH strategic plan was developed by staff, clients, and community members, which shows how the community input is important to the organization and making a difference in their clients lives. I would improve minor things to the HCH strategic plan. The vision statement should not be a part of the mission statement. The mission statement and vision statement are two different things and should be expressed differently. Within the mission statement, HCH includes the vision statement, some goals, and services that will provide in order to improve the organization. Goals should not be included in the mission statement and then repeated again in the long-term goals section because it was stated once and should not be stated again. HCH having a strategic plan for 5 years is not a good idea because anything can happen and obstacles can occur. Health care for the homeless goes into detail about what their purpose is and what they are trying to achieve to make the organization a better place, which is extremely good because it shows how they want people to follow alongg with their plan and see how they want potential years to go. Although The McKinney-Vento Homeless Assistance Act is a program that guarantees education for the homeless youth population, many homeless do not receive the proper services they need because they are not aware of available resources (Heinze & Jozefowicz-Simbeni, 2009). Many homeless youths do not have a safe place to stay during the night or do not have any family or friends to rely on for support. In addition, approximately 7% of youth members in the United States are left without a home because of high dependence on an addictive substance or because they have been diagnosed with a mental health disorder (Heinze & Jozefowicz-Simbeni, 2009). While they have recently made huge strides it still feels as if the problem is merely being pushed away to be dealt with at a later time. A major farce is the lack of a major or minor department to handle the problem, not counting the local law enforcement that usually just punishes these out of luck few. Without a proper department or agency assigned to the problem, how can one being to fix it. Quite similar to trying to make lemonade without any lemons at our disposal. A huge step forward was made recently as of November 17, 2015. The Orange County board of supervisors approved purchase of a building at 1000 North Kraemer Place in Anaheim. This building will be used as a year round emergency shelter and multi service center to serve the homeless in North Orange County cities. This has been apart of the Ten Year Plan To End Homelessness which has been attributed with the idea of ending major homeless problems in Orange County by 2020. Sadly not much else has been achieved by this group with good intentions that could lead the forefront in solving the issue plaguing our city. It seems that most of the money backing this program is needs to be raised, and an approximation of 100 to 150 thousand dollars per year would be needed. Veteran homeless shelters provide many things. One of the many things would be health benefits. According to the US Department of Veteran Affairs, “A person who served in the active military, naval, or air service and who was discharged or released under conditions other than dishonorable may qualify for VA health care benefits.” (2015) Another thing that these organizations do is help homeless veterans become more social among each other as well as provide them with hot meals, a place to sleep, shower, and a new pair of clothes. Homelessness is a problem that happens in many different countries around the world. Definitions of homelessness are defined in different meanings by different people. However, the Stewart B. McKinney Act defines a homeless person as “ one who lacks a fixed permanent nighttime residence or whose nighttime residence is a temporary shelter, welfare hotel, or any public or private place not designed as sleeping accommodations for human beings” (McNamara 1025). It is impossible to find out exactly the number of homeless; however, the researchers can do a study to estimate that number. Based on different statistics from different researchers, the homeless population in America has been increasing as “an alarming rate” (Markos and Lima). Therefore, even though America is one of the most powerful countries in the world, homelessness, which has many common causes, has always been a big problem in society.

There has been announced in the news that the number of the homeless people in many major cities in the United States has been increasing enormously. According to United States Interagency Council on Homelessness reported that there was an estimation of 83,170 individuals have experienced chronic homelessness on the streets of the United States’ streets and shelters on only a single night of January 2015, which is a small decrease of only 1% from the previous year (People Experiencing Chronic Homelessness, n.d.). They run several programs and campaigns focusing mostly on community outreach and immediately helping those experiencing homelessness. They have a program that gives homeless legal education and assistance, and a re-entry program to help the recently unincarcerated find housing and jobs, as well as a general 'Jobs ' program, creating work for the homeless.
With the rising number of homeless rising every night it is becoming harder for the shelters to house them since they do not have enough space or resources available to help. Since 2013 there has not been a new report done to count how many homeless people are living in Phoenix, but one thing that is known is that an “anticipated 250 families in Maricopa County are homeless every night”(Taylor ). There are currently 13 shelters that house the homeless each night in Phoenix, AZ, many of them not only provide housing but also “services such as alcohol and drug rehab treatment along with clinics’ (Phoenix Homeless Shelters & Services for the Needy.) Though the shelters do provide some help there is not enough of them to provide the assistance and housing needed to help the homeless. Whether it is not providing full attention in the type of service that is provided or a lack of outreach by the programs, a majority of people are not receiving the care they need. Instead of criticizing homeless people for crowding the emergency rooms consider the fact that they typically do not have an easily accessible alternative for medical care. “Systems like the Boston Health Care for the Homeless Program have spent the past decades building a public health program that now has helped find insurance for 76% of patients who come through” (Oppenheimer et al., 2010, p.1401). It is important that cities all across the country begin programs that will improve and eventually completely eliminate the health care inaccessibility for the homeless.
In fiscal year 2006, the HUD, Department of Housing and Urban Development, was presented a budget by the Bush Administration consisting of $528.5 billion for homeless programs (Romeo 1). The problem of homelessness and extreme poverty is not a new occurrence; but in past years more extreme measures have been taken to combat the issue as more people become homeless. Department of Housing and Urban Development (HUD) is a United States federal department that administers programs dealing with better housing and urban renewal since 1965. HUD issued a draft to change the definition of homelessness that is described in the Homeless Emergency Assistance and Rapid transition to Housing Act. The definition affects who is eligible for different programs in HUD-funded homeless assistance programs. HUD defines homelessness in four categories to include people living in places not meant for human habitation, people losing their primary residence, families with children or unaccompanied youth who are unstably housed, and people who are fleeing or attempting to flee domestic violence and have no other residences (HUD, 2010). Many homeless people do not have access to healthcare and they go many years without seeing a doctor. According to Fitzpatrick, “there is a clear and defined need for healthcare for homeless people and their families.” She is right, it todays society homelessness is just ignored by many people and has became a serious problem. Most of society does not know about the organizations that help the homeless. For example, Fitapatrick believes in a organization called The Opening Doors Project it is a group of nurses and other health professionals that look at substance abuse within the homeless community. There is no room at the inn for the nation?s indigent. Anyone who has studied this issue understands that homelessness is a complex problem. Communities continue to struggle with this socio-economic problem while attempting to understand its causes and implement solutions.
