Now a day’s health issue is becoming a big challenge to nations and human kind. Even though the problem is severe in the developing countries, the issue is also a concern for the developed one. Such common problem of human kind needs an effective and efficient strategy or mechanism to deal with the issue in a cost effective way. Like any other developing countries, Ethiopian health care delivery suffered with a lot of problems. The country has a poor health status in relation to other low-income countries, morbidity and mortality rate is very high, major health problem of the country are communicable diseases and nutritional disorder. Indeed the government devised strategies to deal with the issue but still the problem is there, no major change observed or brought. In Ethiopia life expectancy is 54 years- for women 55.4 years and for male 53.4 years. The infant mortality rate is 77/1000, under five mortality rate 101/1000, maternal mortality rate 590/100,000 according to demographic and health survey (2005), even though this figure showed a lot improvement as compared to the previous years, still it needs a lot improvement. According to Ministry of Health Strategic Plan, the health system organization of Ethiopia is a three-tier health care delivery system, having the following characteristics. • First level: - District/woreda health system, which contains a primary hospital that covers a population of 60,000 to 100,000 people, health centers which cover a population of 1/15,000-25,000 and satellite health posts which cover a population of 1/3,000-5,000, under each health center there are 5 health posts, by means of a referral system the primary hospitals, health centers and the health posts interlinked and also form the so c... ... middle of paper ... ...rent factors and under investment in the health information system (HIS), unfortunately in the country quality health information is rarely available. Currently the country needs reliable and timely health data to decision making, to monitor and evaluate the ever increasing demand for health care service, to realize health sector development program objectives and bring overall impact in the health sector of the country. Therefore HMIS is like a blood vessel that helps to realize the strategies and objectives of the government HSDP IV, hence it is with this need in mind that the study proposed to identify and analyze factors that affect the efficient and effective design, implementation of HIS in the health care provision of Ethiopia, it also analyzes the involvement and impacts of International aid agencies and NGO’s working in the health sector in enhancing HIS.
