Therefore, the supply of housing that is affordable and accessible to low income people should be increased. Plus assistance that allows people to reach adequate stability should be regarded as a good investment in a productive society, in order to attain our objective. First we could start by introducing more productive assistance programs that actually focus on helping those in need of housing assistance. These programs will analyze how long people are homeless, what are their needs, the causes of homelessness, and in all how many are currently without a home. Subsequently, the City of Austin would begin building affordable housing according to the amount necessary.

Homelessness is a vast predicament in America and around the world. It is severely overlooked as people don’t really think of homelessness as real world problem. However, there have been ways that people have tried to fix the problem. They have come up with homeless shelters, emergency shelters, food banks and soup kitchens. These solutions have limitations though, which will hopefully come to an end.
A house is simply a structure where one lives, sleeps and eats. A home is a structure accumulated with love, memories, and lessons learned. “Homes have stopped being homes. Now they are real estate.” (Quindlen) These structures are no longer viewed as places of experience and reminiscence, they are given a literal and unemotional purpose. Perhaps the reason as to why nearly one million people are homeless is because they are no longer provided with the pure substance of what a home represents. A home is “everything” , one cannot be a fulfilled individual without one for it offers a sense of self, demonstrates a loving relationship and provides an unfailing feeling of entitlement.
In the United States, it is practically impossible to walk down most streets without coming across a homeless person. The issue of homelessness has worsened because of the number of veterans back from our most recent wars. They have resorted to homelessness as their only refuge after being unable to maintain a stable home and/or not receiving the treatments they need. But as veteran homelessness demands more attention, especially in California, various solutions are being brought to action. The “housing-first strategy” being offered to homeless veterans and those endangered of becoming homeless, has played a major part in moving California closer to having an end to veteran homelessness in 2015.
Housing First (HF) is a housing approach that was developed in 1992 created by Sam Tsemberis and his agency, Pathways to Housing. Tsemberis founded this intervention on the belief that housing is a basic human right (Pathways, n.d.). Individuals experiencing homelessness often experience barriers related to obtaining housing such as unemployment, substance use, arrest history, or mental illness. Housing First removes these barriers for individuals, and instead, provides housing on the premise that individuals do not have to be medicated, sober, or employed to obtain housing. With appropriate supportive care and services an individual will be empowerment to make choices for themselves and succeed in what they need to do to better themselves.
When Hurricane Katrina hit the coast of Louisiana, when tornadoes rampaged the Tennessee Valley, when floods washed away Southern California, thousands if not millions of families were displaced. Government run agencies teamed up with private agencies to provide for these families, however, it was not enough, it still is not enough. Homelessness was a rampant problem in all of these situations. The Charity Organization Society was based in the scientific movement of organizations. Workers believed that charity work needed more definition and organization and that charity should be focused more on individual need rather than as a whole population. Focusing on individual need was intended to improve relief operations while making resources more efficient. They also intended to eliminate public outdoor relief. With the promotion of more organization and efficiency the new Charity Organization Societies were born. Trattner states that these new requirements for organization and efficiency spread so “rapidly that within 6 years 25 cities had such organizations and by the turn of the century there were some 138 of them in existence” (Trattner, 1999).
