INTRODUCTION: This case involved an unknown suspect stealing the victim’s vehicle while it was parked in an unsecured parking lot in violation of PC 487(d)-Grand Theft Auto. LOCATION DESCRIPTION: This incident occurred while the vehicle was parked in the west parking lot located at 120 W. Bellevue Drive. LOSS: S/D/R Description Serial# S-1 2001 Ford E350 White Van CA. Lic. #6L35448 INVESTIGATION: On 04-29-16 at approximately 0951 hours, I was dispatched to 120 W. Bellevue Drive regarding a grand theft auto report. Upon my arrival, I contacted Victim Richard Henry Garcia, who told me the following: On 04-28-16 at approximately 1700 hours, Garcia parked the company’s vehicle in the west parking lot at the above location.
On 04-29-16 at approximately 0800 hours, Garcia returned to the west parking lot and saw that someone had taken the vehicle. Garcia checked the surrounding neighborhood for the vehicle and was unable to locate it. Garcia stated no one had permission to borrow the vehicle and he did not know who would have taken it. Garcia stated the parking lot does not have video surveillance cameras. I checked the area for the vehicle and did not locate it. I checked the area for any witnesses, but was unable to locate any. The vehicle was entered into NCIC (see attached). The bulletin was updated. DISPOSITION: Case to Detectives.
A records check of Lopez revealed she was the owner of a 2015 Toyota CA 7UIS767. I canvassed the area for Lopez’ vehicle and I did not locate her vehicle. An Automated licensed Plate Reader (ALPR) search also revealed negative results for Lopez’ vehicle.
On 01-01-17 at 0023 hours I was monitoring the radio and heard that Officer Harrell #3441 and Officer Thebeau #8402 were involved in a vehicle pursuit in the area of Fair Oaks Avenue and Corson Street. Dispatch stated that the vehicle had been confirmed as stolen through Olympia PD and provided a phone number for the owner of the vehicle, Nam Tran. I called the provided phone number and reached a male who identified himself as Nam. On May 18, 2018 at approximately 0349 hours, I observed a white Hyundai Sonata bearing Florida tag IVJZ05 exiting the Walmart parking lot located at 8701 US HWY 19 Port Richey, FL. I conducted an NCIC / FCIC check of the attached tag which revealed it to be assigned to a trailer. The Hyundai turned west onto Richey DR and I maneuvered my unmarked patrol vehicle (116) behind it. I initiated my emergency equipment and conducted a lawful traffic stop on the vehicle. I made contact with the driver, who was identified by his Florida Driver’s license as Robert Roy Smith. At first Robert advised he had just purchased the vehicle and stated he did not know why the attached tag was assigned to a trailer.
On January 1, 2018 at approximately 1800 hours, I responded to Walmart located at 8701 US HWY 19 Port Richey, FL in reference to a retail theft. Upon my arrival, I made contact with Walmart loss prevention employee, Marion William Edwards. Marion advised he wished to report a retail theft, which had occurred on December 26, 2017. Marion advised he had made a report at the time of the incident; however police were unable to respond. Marion advised on December 26, 2017 at approximately 1715 he observed a female, he later identified by her Florida driver’s license as Nhi Thao Huynh at the self-checkout section of the store.
