Introduction
This critique paper is about the Policy on Good Governance and the Rule of Law, Chapter 7 of the Philippine Development Plan 2011-2016 of the Aquino Administration, published by the National Economic and Development Authority (NEDA).
The Policy on Good Governance and the Rule of Law tells on how the Aquino Administration addressed the needs and rights of every Filipino citizens including the importance of having an open, efficient, transparent, and accountable government that will paved the way to a better-administered and corruption-free country.
In the World Justice Project Rule of Law Index 2011 report, out of 66 countries evaluated, Philippines ranks as the 31st, 33rd, 39th, 40th, 46th, 34th, 56th, and 47th, respectively, in terms of limited government powers, absence of corruption, order and security, fundamental rights, open government, regulatory enforcement, access to civil justice, and effective criminal justice, respectively. Therefore, the governance and the practice of rule of law in the country are relatively weak.
With the Strategic Framework of Aquino Administration, the researcher is interested in the developmental status and the level of implementation of the new and/or revised policies, procedures, systems, and programs, in response to the above-cited issues.

The fundamental of policymaking consists of a lengthy time process that goes through many steps in becoming a Bill. The process of policymaking is introduced in the beginning step of the Policy Formulation Phase, as the problem goes through a Legislation it goes into the Policy Implementation Phase, which than forms into a law or vetoed. Many policies do not become a Bill’s, but the certain ones that do they achieve the goal to guide the society with immense decision making and balanced outcomes.
People have their own perspective of a government that they envision for their people. Thomas Jefferson has been the president of the United States and ruled under a monarch. Jefferson couldn’t tolerate the abuse from a monarch, so he rebelled against the British crown. In 1776, Thomas Jefferson wrote The Declaration of Independence, and declared the colonies were free from British rule. Before he became the author of The Declaration of Independence, Jefferson was established “ as an ardent republican and revolutionary” (Jacobus 77). Jacobus states Jefferson is, “one of the most versatile Americans of any generation” (Jacobus 78). In The Declaration of Independence, Jefferson and the founding fathers envisioned a government that would govern the people, and the people would be free. The people must be governed with rights, Jefferson implies it’s the government’s duty to guide and secure the people, therefore, he believes the government’s obligation to the individual is more important than the individuals obligation to the state.
In every society around the world, the law is affecting everyone since it shapes the behavior and sense of right and wrong for every citizen in society. Laws are meant to control a society’s behavior by outlining the accepted forms of conduct. The law is designed as a neutral aspect existent to solve society’s problems, a system specially designed to provide people with peace and order. The legal system runs more efficiently when people understand the laws they are intended to follow along with their legal rights and responsibilities.
The executive branch is in charge in making many major decisions in daily government; by implementing the idea of leadership reviews it forces the head of parties to keep their policies in check and keep with their promises. This essay will argue that leadership reviews help to keep the government in check and hold them to their principles. Shown though the use of responsible government and voting checks this allows the public to be reassured that their elected officials are following through with promises that they made. In other words, leadership reviews are a useful way of assuring the public that the leaders of parties are not doing something that will negatively affect the economy and being held accountable to their words.

The concept of ‘the rule of law’ has been discussed by many. Professor Geoffrey Walker in his 1988 paper wrote ‘…most of the content of the rule of law can be summed up in two points: (1) that the people (including, one should add, the government) should be ruled by the law and obey it and (2) that the law should be such that people will be able (and, one should add, willing) to be guided by it’.
Democratic Morality and the Administrative Law are designed to help organizations to know and understand their rights. In 2005, the Philippine peso appreciated by 6%, the fastest in the Asian region for that year. At present, the administration is meeting its expected target growth and is continually looking positive for the future.
