The rough consensus on global governance, despite the vagueness of the term, is that it refers to a visible variety of processes that have fundamentally altered the means by which power is exercised in the modern era. The extent of that variety remains hotly debated, with some claiming that the term encompasses “virtually anything”, and so a solid grasp on what the concept actually entails may only be gleaned by coordinating various descriptions. The classic depiction by International Relations scholars of the international system as inherently anarchical and state-centric may today be no longer as self-evident as it once was, yet an entirely new and comprehensive global system of governance has yet to truly emerge. In this stage of development, it may remain impossible to gain a firm grasp on what global governance consists of, due to the novelty, rapidly changing and loose nature of this new paradigm. In contrast, the virtues of the UN remain undeniably consistent throughout history, but the powers and legislative action the organization fluctuates due to the constant uprising of conflict. However, throughout the history of the 20th century and post Cold – War conflict, the organization's extensiveness has increased, such through the actions of the Non-proliferation treaty of nuclear weapons, and the ongoing tasks of UN Peacekeeping missions. These actions reflected upon the UN fiasco of the Cold War, demonstrate the emerging “politico-economic” society, by laying a prodigious impact of the world via its numerous stretches of the organization.

However, Hedley Bull, in his most famous analysis ‘The Anarchical Society’, rebuts these realist criticisms, writing about the primacy of International Law and insists that it is a ‘negligible factor in the actual conduct of international relations’ alongside the fact that states ‘so often judge it in their interests to conform to it’. This directly opposes the idea that realists put forward, as it suggests that states are actually inclined to adhere to international law, and it is crucial to the success of it. Although there is an element of truth in realists’ analyses, it is not to the extent of which realists contend and it should be noted that they fail to acknowledge the fact that the favourable conditions order would bring serves an incentive for states to cooperate within the realms of an international society. Furthermore, realist critiques do not actually deny the existence of an international society, but there critiques revolve around an evaluation of its effectiveness. Opposing the popular conception of neo-realists that the current political climate consists of an anarchical system with all else following from this by chance, therefore assuming that it is a contingent, is Brown’s emphasis on there being ‘a reason we have and need an international society’: to achieve a good amongst all states. The discipline of international relations (IR) contains several theories that contain theoretical perspectives to the idea of power. Within the realist perspective there are two approaches that help paint the portrait of the realist theory, the classical approach to realism and the neo-realist approach. Classical realism and neorealism both have been subjected to criticism from IR scholars and theorists representing liberal and constructivist perspectives. The key tenets to realism contain three essential characteristics of international relations which are the state, anarchy and the balance of power. This essay will closely analyse all three characteristics with special regards to power being central to the realist perspective.

The international system is an anarchical system which means that, unlike the states, there is no over ruling, governing body that enforces laws and regulations that all states must abide by. The International System in today’s society has become highly influential from a number of significant factors. Multinational corporations are another type of nongovernmental actor and are private businesses headquartered in one state that invest and operate extensively in other countries. These transnational corporations or international corporations have a lot of controversy surrounding them. Multinational companies try to avoid the restrictions government puts in place by doing business in that country. Multinational corporations use the corrupt government in the lesser developed countries to avoid the restrictions that are put in place. These governments are offered bribes in exchange for their cooperation. They are in business to make profit, and they do so by minimizing the cost of the factors they use in production, both the primary factors, land, labor and capital and secondary factors such as taxes and regulations.

Outside if politics, there are also groups called NGOs: (Non-governmental Organizations) that are not run by state or local governments that operate as nonprofits organizations; these groups have created a web of global development networks in response to governmental decision making dominated by the core (e.g., WTO, IMF, World Bank). A main point of NGOs is to have undeveloped and developing countries participate. Unfortunately, this is sometimes seen as counter-hegemonic, which is where nations dominate other nations, both economically and politically.

Fifty-one countries established the United Nations also known as the UN on October 24, 1945 with the intentions of preserving peace through international cooperation and collective security. Over the years the UN has grown in numbers to include 185 countries, thus making the organization and its family of agencies the largest in an effort to promote world stability. Since 1954 the UN and its organizations have received the Nobel Peace Prize on 5 separate occasions. The first in 1954 awarded to the Office of the United Nations High Commissioner for Refugees, Geneva, for its assistance to refugees, and finally in 1988 to the United Nations Peace-keeping Forces, for its peace-keeping operations.
