A Gate-Keeping Nation
Beginning in 1882 with the Chinese Exclusion Act, the United States stopped being a nation of immigrants and instead became a new type of nation, a gate-keeping nation. For the first time in its history, the United States did not welcome immigrants with open arms. As a result, the United States began to exert federal control over immigrants, which would change the ways Americans viewed and thought about race, immigration, and the nations’ identity as a whole.
With the passing of the Chinese Exclusion Act in 1882, the first significant restrictive immigration law in United States history was instituted that would provided a framework to be used to racialize other threatening, excludable aliens. Furthermore, this marked the first time that groups of immigrants were excluded based on their race and nationality. At the time, America could be identified as being an Anglo-Saxon dominated nation where native-born citizens had the ultimate say in government and societal issues. The influx of Chinese immigrants in the 19th century posed a problem for many of these nativists. The Chinese immigrants were coming to America at an astounding rate and willing to work for less money, thereby, endangering American values and civilization. Additionally, they were deemed as a threat to the white supremacy in the West. In order to bring this racial threat to light, many Anti-Chinese activists’ compared the new immigrants to African Americans in that both were believed to be inherently inferior savages only suitable for degrading labor in which they were often employed (Lee 34). By developing new and different strategies for the management of immigrants in the workforce, Henry Ford was able to emphasize conformity to American social, cultural, and industrial values (Gjerde 332). As a result, these programs allowed for America to preserve its Anglo-Saxon identity at a time when national unity was in limbo. Although the gates of entry had closed, the gates to a pluralistic, unified society had opened.

This book serves as the best source of answers to those interested in questions about the origin of ethnicity and race in America. Impossible subjects is divided into seven chapters, and the first two talk about the action and practices that led to restriction, exclusion and deportation. It majorly traces back experiences of four immigrant groups which included the Filipino, Japanese, Chinese and Mexican. Ngai talks of the exclusion practices which prevented Asian entry into America and full expression of their citizenship in America. Although the American sought means of educating the Asians, they still faced the exclusion policies (Mae Ngai 18). All Asians were viewed as aliens and even those who were citizens of the USA by birth were seen as foreign due to the dominant American culture (Mae Ngai 8). Unlike the Asians, Mexicans were racially eligible to citizenship in the USA because of their language and religion. However, she argues that Mexicans still faced discrimination in the fact that entry requirements such as visa fee, tax and hygiene inspection were made so difficult for them, which prompted many Mexicans to enter into the USA illegally. Many came for gold and job opportunities, believing that their stay would be temporary but it became permanent. The Chinese were originally welcomed to California being thought of as exclaimed by Leland Stanford, president of Central Pacific Railroad, “quiet, peaceable, industrious, economical-ready and apt to learn all the different kinds of work” (Takaki 181). It did not take long for nativism and white resentment to settle in though. The Chinese, who started as miners, were taxed heavily; and as profits declined, went to work the railroad under dangerous conditions; and then when that was done, work as farm laborers at low wages, open as laundry as it took little capital and little English, to self-employment. Something to note is that the “Chinese laundryman” was an American phenomenon as laundry work was a women’s occupation in China and one of few occupations open to the Chinese (Takaki 185). Chinese immigrants were barred from naturalized citizenship, put under a status of racial inferiority like blacks and Indians as with “Like blacks, Chinese men were viewed as threats to white racial purity” (188). Then in 1882, due to economic contraction and racism Chinese were banned from entering the U.S. through the Chinese Exclusion Act. The Chinese were targets of racial attacks, even with the enactment of the 1870 Civil Rights Act meaning equal protection under federal law thanks to Chinese merchants lobbying Congress. Chinese tradition and culture as well as U.S. condition and laws limited the migration of women. Due to all of this, Chinese found strength in ethnic solidarity as through the Chinese Six Companies, which is considered a racial project. Before 1882, the United States did not have any immigration rules which means anybody that came to America has the opportunity to stay here. The attitude of Americans toward immigrants has changed which transported the Chinese immigration act “into national prominence” (Daniel, 11). However, the Americans are now afraid of the immigrants due to their overpopulation. Half of the Americans rejected the immigrant’s presence, while the other half profits of their cheap labor. In this book “Guarding the Golden Door by Roger Daniels” heavily discovered over the one and only issue of how the immigrants are being treated in America.
One particular ethnic group that suffered severe discrimination was the Chinese people. They first came to America for several reasons. One of them was the gold rush in California in 1849, in which they were included in a group of immigrants called the “Forty-Niners” (179). From gold mining, they switched to other jobs with resulted in the rise of anti-Chinese sentiments. People felt that Chinese people were taking the jobs away from them, because Chinese people worked for much smaller salaries that businesses preferred. This mindset gave way to the creation of The Chinese Exclusion Act passed in 1882, which prohibits more Chinese immigrants from coming to America. In addition, the act states “no State or court of the United States shall admit Chinese to citizenship”. Like the Naturalization Act, the Chinese Exclusion Act was created to hinder Chinese people from becoming citizens so that America could remain homogenously white (186). It also aimed to stop Chinese people from establishing a bigger community in the country in hopes of eliminating the threat of competition to their white counterparts (186). Despite the successful trade market between China and the U.S. the textbook Created Equal makes the point that there was a strict opposition to Chinese immigrants. The Chinese Exclusion Act was approved by Congress in 1882 that sought to keep Chinese immigrants out. In the essay Linking a Continent and a Nation by Jack Chen throughout he argues of the importance of Chinese labor in the construction of the transcontinental railroad and the failure of the U.S. government in acknowledging this labor force. During the 1920s a hatred for Jews and Catholics grew due to the skyrocketing of Judeo-Christian values. Furthermore, during the Red Scare during the early 20th century resulted in the unfair internment of Japanese-Americans. In 1924, the end of European immigration was discussed in class. These are important to the relationship the United States has with the world since they are all the pinnacle of American nationalism and exceptionalism. The diffusion of western culture has also caused a Mcdonaldization effect of the consumption of pop culture. Consumerism has left many businesses resorting to outsourcing to third world countries for cheap labor. Throughout history, Americans have always been intimidated by immigrants. The idea of an immigrant coming to America and easily being able to get a job scared Americans. Americans feared that good jobs would be taken from hard working Americans and given to immigrants for less pay because they required less money to live on or were used to no wages or lower wages in their Country of origin. People would immigrate to America in search of a better life, and often times they could find homes and jobs that made them want to stay. As America continued to recruit workers from other countries, they continually worried about an immigration problem. In 1924, the Federal government passed the Immigration Act which officially barred further immigration from Asia and Europe to the U.S.
According to Lee, Erika, and Reason (2016), “The Chinese Exclusion Act ...barred Chinese laborers for a period of 10 years and allowed entry only to certain exempt classes (students, teachers, travelers, merchants, and diplomats” (p. 4). The Chinese immigrants were excluded from certain rules and laws like Blacks and other minority groups. Also, they were not permitted to request citizenship or settle in the United States. For decades, the Chinese laborers did not have legal rights to enter into the United States until the decision was overturned. As gold discoveries slowed down and the Civil War gradually came to an end, the First Transcontinental Railroad was finally completed between Omaha and Sacramento. Over time, unemployment began rising across the country, especially in California, where a vast majority of Chinese immigrants resided in. The welcoming of Chinese immigrants slowly began to wear off as the white working class perceived a threat to their livelihood that these immigrants could potentially cause, leading to an increase in racial tensions. When the Chinese Exclusion Act was signed into law in May 1882, it was followed by a rapidly decreasing amount of new immigrants to the United States. Regardless of problems that the United States attempted to solve with the Act, violent massacre and persecution of Chinese people in the United States continued. Because of this, many Chinese immigrants that did stay in America continued on for years to receive prejudice and racism in the labor market and cultural society. This then continued to force many Chinese immigrants further and further down the path of segregation and into the protection of Chinatowns and poverty, counteracting the great American idea of the “melting pot.”

This act made it so the number of aliens of any nationality admitted to the U.S. in a year could not exceed 3 percent of the number of foreign-born residents of that nationality living in the U.S. in 1910. Even though this heavily cut down the number of immigrants entering the country, the majority of the immigrants were "new immigrants." This led to the National Origins Act in 1924. This act was harsher than the act of 1921 because it decreased the percentage of immigrants from 3% to 2%, and pushed the year from 1910 to 1890, thus making the majority of immigrants "old immigrants."
The English immigrants are given a brief introduction as the first ethnic group to settle in America. The group has defined the culture and society throughout centuries of American history. The African Americans are viewed as a minority group that were introduced into the country as slaves. Millions of immigrants over the previous centuries have shaped the United States of America into what it is today. America is known as a “melting pot”, a multicultural country that welcomes and is home to an array of every ethnic and cultural background imaginable. We are a place of opportunity, offering homes and jobs and new economic gains to anyone who should want it. However, America was not always such a “come one, come all” kind of country. The large numbers of immigrants that came during the nineteenth century angered many of the American natives and lead to them to blame the lack of jobs and low wages on the immigrants, especially the Asian communities. This resentment lead to the discrimination and legal exclusion of immigrants, with the first and most important law passed being the Chinese Exclusion Act. However, the discrimination the Chinese immigrants so harshly received was not rightly justified or deserved. With all of their contributions and accomplishments in opening up the West, they were not so much harming our country but rather helping it.
