According to the National Gang Center, the change is gangs from 2002-2007: +12% in larger cities, +33% in suburban counties, +27% smaller cities and +24% in rural counties (National Youth Gang Center, 2009). The gang problem in the United States of America has been getting worse since the first gang was formed by Irish immigrants in the early 1800s. For low income and areas with high population, gang involvement with youths has also been getting worse. Regarding gang-related homicides, it is for difficult data collection industries to gather correct information because after a murder is committed it must be determined whether the murder is gang-related or not. But despite that, reports of gang-related murders are concentrated mostly in the large cities in the United States of America. Including San Jose, where there are long standing and persistent gang problems, which mean there are a larger number of documented gang members. There are literally thousands of anti-gang advocacy groups because there are so many concerned parents. These groups support politicians who are working to try to create legislation to reduce the gang problem in the United States of America. There are a number of theories on how to combat the gang problem, but a strategy which rarely fails is to take small steps in progress and continue to move forward.. There will never be a perfect solution that solves every aspect of a problem. But one policy that covers a wide range of issues involving gangs is the United States Constitutional bill S.132, “Gang Abatement and Prevention Act of 2009.” It is the most extensive and sophisticated piece of gang legislation to appear in the last decade, it has many objectives on increasing and enhancing law enforcement resources committed to the investigation and prosecution of violent gangs. It has had more supporters from both parties than any anti-gang bill in the last decade. S.132, “The Gang Abatement and Prevention Act of 2009” has the potential to deter and punish violent gang crime, to protect law-abiding citizens and communities from violent criminals, to revise and enhance criminal penalties for violent crimes, to expand and improve gang prevention programs; it will give jobs back to police officers such as those in San Jose who lost their jobs and will help law enforcement indentify gang crimes to be able to put murderers behind bars faster. Looking back at the number of homicides in the city of San Jose, CA for the year 2000 it was 20, then there was an average increase of 8 murders per year for the next 8 years.
A Climate of Fear “The Gang Crackdown”, provided by PBS, communicates the everyday struggles that the communities of Nassau County face every day. The video’s focus revolves around the homicidal and violent crimes that have been provided by the “MS-13” and the details of cracking down on their development. The Latin American gang from El Salvador is known for their audacity to target the young population of Long Island and their homicidal tendencies. They have targeted children and teenagers at their workplace, their home, and their school. These gang members have left the community defenseless and struck fear into the hearts of many parents along with the government itself.
The first chapter of Policing Gangs in America is entitled, “Studying the Police Response to Gangs.” The primary purpose of the chapter is to establish how police agencies; Inglewood, Las Vegas, Albuquerque and Phoenix in specific, respond to gang problems in their respective areas. This chapter served as an introduction, giving a brief history of gang-related policing, how the public and media see the gang problem, research studies done regarding gangs and the recent declaration to shift away from suppression-oriented strategies as a result of overly aggressive actions toward citizens. Examples of this misconduct are given in the forms of gang units from Las Vegas, Chicago and Houston.
Over the past 60 years there has been a recent phenomenon in the development and rise of gangs and gang violence. This is exceptionally apparent in South Central Los Angeles, where the Bloods and the Crips have taken control of the social structure and created a new type of counter culture. Poverty in this area is an enormous problem caused by a sheer lack of jobs; but just because there is a lack of jobs doesn’t mean that there will be a lack of bills to pay, so sometimes selling drugs in order to keep a roof over your head seems like the most logical option. In 2003 as a response to communities with a large amount and growing number of youth gangs the Office of Juvenile Justice and Delinquency Prevention (OJJDP), a branch of the U.S. Department of Justice, initiated the Gang Reduction Program (GRP) (U.S. Department of Justice 2008). The formation of gangs is seen as a response to system failures and community dysfunction. As a result, one of OJJPD’s anti-gang initiatives is to make communities safer and have a pro-social environment (U.S. Department of Justice 2008). Furthermore, OJJDP plans to provide economic and social opportunities that gangs often promise to new recruits which are often obtained in an illegal and dangerous fashion (U.S. Department of Justice 2008). OJJDP believes that the GRP is capable of addressing the underlying issues for the increasing popularity and intensity of gang activity in specific suburban and rural neighborhoods (U.S. Department of Justice 2008). The program takes an integrative approach to dealing with the issue of increasing membership and participation with gangs. The following will discuss the program’s goal, theoretical basis, methods of operation, and overall effectiveness. After reviewing these major aspects of the GRP I will personally assess the value of this program and conclude whether or not the evidence supporting the program’s efficiency is strong enough for me to recommend it for implementation.
In now days, the increase in gun violence troubles many communities in the United States. Many of the high-crime neighborhoods have become a total gang-controlled area. In 2013, the total number of gangs in the United States are 24,500 (Federal Bureau of Investigations). As major cities in America struggle to respond to the growth of gangs and attendant crime and violence, the law enforcement come up with gang injunctions to reduce crimes rates. Although a couple of gang injunctions have been granted in Texas and Illinois, the overwhelming majority of injunctions have been issued in California. In 2005, the total number of violent crimes were 5,985 alone in San Francisco that year, and 31, 767 in Los Angeles (Disaster Center). According to Matthew O’Deane, a police officer, and Stephen Morreale, an Assistant Professor of Worcester State University, a study and review was conducted of 25 southern California gang injunctions to understand if civil gang injunctions reduce crime. As a result, the study found that the crime rate decreased by 14.1% in injunction areas.
Criminal activities and gangs have mostly always been an on going problem in the United States. Gangs and gang members are frequently involved with a variety of different crimes. The 2008 National Youth Gang Survey reported that there are approximately 774,000 active gang members in the United States (Egley, Howell, & Moore, 2010). The 2008 National Youth Gang Survey also states that there are about 27,900 active gangs in the United States (Egley et al., 2010). The active gangs in California have caused a major impact on the state in many ways. According to the California Department of Justice, approximately 300,000 gang members are living in California (Crawford, 2009). California also attributes more than 25 percent of all homicides to gang activity (Crawford, 2009). This is a staggering huge amount. The rise of gang involvement and gang crime has led law enforcement to issue and enforce gang injunctions. However, these gang injunctions do not completely eliminate gang crime and they have no effect after one year of being issued. Also, gang injunctions interfere with the lives of normal people in society.
Street Gangs are becoming popular in many cities across the country. According to the Department of Justice's 2005 National Gang Threat Assessment, there are at least 21,500 gangs and more than 731,000 active gang members (Grabianowski). Gangs bring fear and violence to neighborhoods, drugs, destroy property, involve youth in crimes and drive out businesses. When you have gangs in a community, it affects everyone in the community. An alarming amount of young adults are joining gangs and becoming involved in illegal activity. Most gangs have a rule that when you join the gang you are a member of the gang for life. Gangs can be removed from our communities with more community involvement and education.

The presence of gang violence has been a long lasting problem in Philadelphia. Since the American Revolution, gangs have been overpopulating the streets of Philadelphia (Johnson, Muhlhausen, 2005). Most gangs in history have been of lower class members of society, and they often are immigrants into the U.S (Teen Gangs, 1996). Gangs provided lower class teens to have an opportunity to bond with other lower class teens. However over time, the original motive of being in a gang has changed. In the past, gangs used to provide an escape for teens to express themselves, let out aggression, and to socialize with their peers. It was also an opportunity for teens to control their territory and fit in (Johnson, Muhlhausen, 2005). In the past, authorities would only focus on symptoms of gang violence and not the root. The Gang Prevention and Deterrence Act was presented by Sen. Orrin Hatch and Diane Feinstein in the winter of 2003. The Act stated an increase in funding for the federal prosecutors and FBI agents needed to conduct coordinated enforcement efforts against violent gangs. There are much better alternatives than trying to pass a law that most people will never even hear about, or increasing funding for prosecutors and FBI agents. Creating new gang-prosecution offences will not prevent teens from getting into gangs. Jeralyn Merritt, a criminal defense attorney in Denver, Co. also suggested sports and mentoring programs. We should not just focus on the children and forget about the adults, help those adults that are already gang involved by actually employing them, but under certain guidelines. If there were more options out there, people would be to mentally and physically busy to even consider joining a gang. Gang Prevention and Effective Deterrence Act would not do any good to assist in the fight against gangs.

Within those 33,000 gangs there are many different types of gangs that all have different factors as to who are members of each gang. Many gangs are regionally specific. Often the regional nature of gangs not only increases the population of those gangs, but also increases the overall impact on the criminal justice system. Gang violence is a major problem in our society today. If nothing is done soon, gang violence could take place in our neighborhoods. MW Klein, a gang researcher, says that gangs are an aggregation of youths who perceive themselves as distinct, and that are viewed as distinct by the community. Klein also states that the gangs call forth a consistently negative image of themselves through their actions (Klein). To those involved in gangs however, gang membership provided a youth means of attempting to consolidate their gender identities (Douglas). Most of the early American street gangs have historically been ethnically based. Early gangs were mainly Irish, Polish, or Italian (Klein).
