The GI Bill of Rights Introduction In the year 1944, US Legislation passed the Servicemen’s Readjustment act, commonly known as the GI Bill of Rights. It is one of the most significant pieces of legislation ever produced by the federal government; one that impacted the United States socially, economically and politically. The GI Bill offers a comprehensive package of benefits, including financial assistance for higher education for veterans of U.S. military service. The benefits of the GI Bill are intended to help veterans readjust to civilian life following service to their country and to encourage bright, motivated men and women to volunteer for military duty. Many factors and contributions have gone into the development of the GI Bill, and it has changed over the years. This research paper will introduce the reader to a brief history of the formation and evolution of the GI Bill, discuss the current benefits that it offers to student populations in response to their specific needs, and introduce current implications that the GI Bill has placed on student veterans and institutions across the nation. History of the GI Bill In order to properly introduce the beginnings of the GI Bill, the timeline will begin in the years during the Great Depression. At this point in history, many Veterans found it difficult to make a living. The United States Congress tried to intervene by passing the World War Adjusted Act of 1924, commonly known as the Bonus Act. This law would provide a bonus based on the number of days served. This law was a failed attempt to help because the catch was that most Veterans wouldn’t see a dime for 20 years. Hopefully this research paper gave a brief introduction of its importance to society. It seems reasonable that all corners of higher education should do what they can to help our veterans. On campus, this translates to reasonable efforts to make small policy modifications that will increase the likelihood that this population of student will succeed. The enrollment of student veterans at colleges and universities will continue to increase into the future. The GI Bill itself will most likely have new additions and another evolution as well. Understanding that student veterans today need more than financial aid upon their entry into college and the more this message is relayed, the better colleges and universities can serve these students during their transition.

It is well known that veterans have the opportunity to pursue a college education after they have served. The problem is students do not know how to appropriately approach or interact with them. The third legacy of the GI Bill devolved from the manner in which it was administered and funded. The program was concentrated in the Veterans Administration (now known as the Department of Veterans Affairs) and was a centralized federal program that was based on a decentralized market approach. Legislators funded the GI Bill educational benefits through the veterans, who had the control of the postwar allocation of resources which established the basic postwar method for subsequent federal loans and grants to college students ("GI BILL—1952", 1952).
These junior colleges were reorganized into community colleges with the broader function of serving the needs of their communities’ educational needs. The greatest growth in American higher education came after World War II with the passage of the G.I. Bill in 1944. To help readjust society to peacetime and reintegrate returning service people into domestic life, this bill provided federal funds for veterans for education. Seven million, eight hundred thousand veterans took advantage of this bill’s assistance to attend technical schools, colleges and universities. This increased growth in higher education enrollments that has continued through today.
The U.S. remembered the post World War I recession, when millions of veterans returned to unemployment and homelessness. Twice as many veterans would return from World War II, and a repeat of World War I was on everyone's mind. As early as 1942, plans were being made to handle the anticipated postwar problems. The National Resources Planning Board, a White House agency, had studied postwar manpower needs and in June 1943, recommended a series of programs for education and training. The American Legion is credited with designing the main features of the GI Bill and pushing it through Congress. The Legion overcame objections that the proposed bill was too sweeping and could jeopardize veterans getting any help at all. At the time Congress had already failed to act on about 640 bills concerning veterans. Members of the American Legion met first in Washington on December 15, 1943, and by January 6 had completed the first draft of the GI Bill. The board outlines were in the final law signed six months later. John Stelle, a former Governor of Illinois, and a leader of the Legion, is credited with drawing up the first draft of the bill that eventually became law.
America is the land of opportunity and the land of second chances. People come to America to live a better life, but it’s not all it’s cracked up to be. When Veterans come back home, all they want is a second chance at life again. They want to come back and be able to start from where they left off. But the government has done very little to help these veterans. The government believes they have done enough with the programs they have created, but it hasn’t had much of a change. The purpose of this essay is to discuss my opinion and what I know about this issue, to benefit The U.S. Department of Veterans Affairs, who are my intended audience. If the government were to put a lot of effort, like they do for pointless issues, there wouldn’t be many struggling veterans. If the government does more to improve every aspect of the reintegration process of veterans, so many benefits would come out of this action. There are a couple of reasons for why we should work toward improving veterans lives. First, there would possibly be a decrease in the veteran suicide levels and a decrease in the substance abuse aspect. Second, less veterans and families will have to worry about living and struggling with mental illnesses. Third, by improving the economical aspect for these veterans, more will find jobs and less will end up on the street homeless. And lastly, the reintegration process won’t be as hard for these veterans, and they will be able to resume a normal life. This essay is not meant to offend in any way, its purpose is to provide a new perspective over this issue, to cause a change for the better.
This GI Bill in turn created a major expansion of the nation's higher education system and made college a cornerstone of middle-class American life. Although the GI Bill is still in existence, the effects of the bill has been limited due to the high costs of college today. A plan that was once extremely successful is no longer as effective. Veterans who have long services and are influenced by the military’s training have struggles with their civilian life after separating the military. They have to start from the beginning with their stressful, impatient, and painful. On the other hand, our Congress have mandated some benefits for all veterans to share their endurance. The Servicemen’s Readjustment Act of 1944, also known as the GI Bill of Rights (GI Bill), was signed into law on June 22, 1944, by President Franklin D. Roosevelt (United States Department of Veterans Affairs, 2012). It was a pivotal point in history, which has impacted the United States socially, economically and politically. Today, educational benefits are primary tools used to recruit service members. In 2007-2008, about 4 percent of all undergraduates and about 4 percent of all graduate students were veterans or military service members (Radford, 2011). Furthermore, the recent expansions in benefits increase the use of education benefits by veterans will grow almost 5 percent (Simon, Negrusa, & Warner, 2009). To improve the success in higher education, veterans must ensure they keep updated on current educational assistance programs as well as other educational services provided by the Department of Veterans Affairs (VA) and their institutions.
Nearly 20% of all single-family homes built from 1945-1965 were financed, at least in part, by the G.I. Bill's loan guarantee program is available. With these subsidies, veterans were able to afford improved housing, fostering the emergence of a new middle class. The G.I. Bill has had many incarnations since Franklin Roosevelt signed the original Servicemen's Readjustment Act of 1944. Current Montgomery G.I. Bill, enacted in 1984, uses optional tuition benefits to serve as an incentive to military service. It is a voluntary plan that requires a contribution on the part of the soldier in order to earn tuition benefits.
Soldiers, both men and women, risk their lives fighting for our country and when they come home they receive far fewer benefits than would be expected. Throughout history the support for veterans has lessened. The amount of money that is provided to veterans for healthcare and housing after returning to the states has severely decreased since WWI.
As men and women serve this country we often forget the importance of what they did and how we give back to them for what they have experienced. Through student surveys that have been gathered, it has been proven in the course of knowledge that 80% of all thirty students surveyed that say they know of someone who is or was a veteran and only 57% of those Veterans receive help. "The soldier is the Army. No army is better than its soldiers. The Soldier is also a citizen. In fact, the highest obligation and privilege of citizenship is that of bearing arms for one’s country” (-General George S. Patton Jr). Here within our borders we are the lucky ones, we have been blessed with the pleasure of so many brave men and women; to volunteer in the world's greatest military; and put their lives on the line for something that they believe is a moral obligation. But, think of some other countries, that have conscription (the practice of ordering people by law to serve in the armed forces) laws. We as a nation have some laws on conscription, and if you are male and above the age of 18 you have already signed the slip of paper stating that in the time of war; if our great nation re-instated the draft then there is a great chance you will be serving on the frontline of the next Great War. This brings me to my first topic of this page, is it ethical to have a draft? My second topic that I will discuss will be on if it is morally acceptable to "draft dodge". What I mean on the second topic is if you have a right; that morally allows you to not go fight in the war.

“Why would you want to interview me when there are plenty of people back home that would be easier to interview in person?” asks John Stout. He is about 5’11, has dark black hair and his eyes are a rich chocolaty brown. He is tan and has a strong muscular body. John is currently deployed in Bagram Afghanistan. He departed on July 7th, 2016 and will not return until April of 2017. He grew up in Fort Ripley, MN and graduated from Brainerd High School in 2014. John is very close with his Mother, Father, Brother and Sister. He grew up with a wrench in his hand and always helped his Father work on project cars and fixing things around the house.
