Formal Definition: To make decisions as a government and put decisions into action.

Informal Definition: The amount of individual votes a party gets.
Example: If they added up all the votes during an election and there is no seats, they would win because of the popular vote, not because they had the most riding.

Slogan:
Formal Definition: A phrase repeatedly used by politicians or marketers to present an idea.
Informal Definition: A catchy phrase used to attract someone to something.
