The article “Food Deserts Aren’t the Problem” describes poverty in America and what the country has done about the issue. The author describes different studies, each showing different statistical data, some in support for several ongoing initiatives, and some against these existing initiatives. Most initiatives mentioned come with short descriptions of their efforts to assist those living in poverty. The author then takes sides with the opinion that poverty is caused by the stress of being in poverty, rather than the lack of grocery stores near them that have healthy food choices.

She wrote this article as if the audience were all going to live in the United States or at least be from the United States. There are also limitations when it comes the to author. At the end of the article there is a two sentence summary of Gilligan's qualifications. Within the two sentences there is no mention of any background that she has pertaining to the study of food or poverty, besides being a health reporter and editor. This only shows that she is a qualified writer. The summary of her qualifications also adds that this article was supported by “an 11th Hour Food and Farming Journalism Fellowship”. This means that she was most likely writing this for a specific purpose and from the point of view which she was told to write from, meaning she approached this topic with an objective mindset.
This article was written to convince those funding movements already in action to try something different. The author expresses an opinion that the efforts that are in process are not working. Gilligan is trying to persuade her audience to agree with her opinion and in addition, to act on it, though she does not present specific ways to resolve the issues, she presents her opinion, backed by facts, about what is causing the death of so many who are living in
