Henrico County Court Appointed Special Advocates, Inc.
Henrico Court Appointed Special Advocates (“CASA”) was organized in 1994, as a nonprofit, 501(c)(3) corporation committed to advocating for the best interests of abused and neglected children in Henrico County, Virginia. The program has grown from 10 volunteers serving 26 children in its first year and now serves well over 300 children every year. CASA recruits, screens, trains, and supervises volunteers dedicated to championing the needs of children involved in Henrico County Juvenile and Domestic Relations District Court proceedings involving abuse or neglect, juvenile dependency, and CHINS (child in need of services or supervision). CASA promotes safe, permanent homes for all children, educates the community concerning the needs of abused and neglected children, and collaborates with other child-serving agencies on behalf of abused, at-risk, and truant children in the local area. Children with a CASA volunteer are more likely to be adopted, half as likely to reenter foster care, and substantially less likely to spend time in long-term foster care. They are more likely to pass their courses in school and less likely to be expelled.

Mission: Henrico CASA will provide advocacy in court so that every abused or neglected child in Henrico County can be safe, have a permanent home and the opportunity to thrive.
To attain this vision, the Board of Directors identified five strategic goals. The Board of Directors will develop, execute, and be accountable for an Action Plan based on these five goals.

Background Information In implementing a strategic plan for Coastal Medical Center, our consulting team has conducted many analyses and formed numerous strategies in order for Coastal Medical Center to be successful. Such assessments include an internal analysis, external analysis, gap analysis, and SWOT analysis. In conducting these analyses, our consulting team was able to better understand the internal environment, external environment, where the organization currently stands in terms of performance, and the major strengths, weaknesses, opportunities and threats that oppose the Coastal Medical Center. High Sky Children’s Ranch first opened their doors in 1963, when a woman named Joan Nobles was concerned about girls who had no absolutely no place to go. She was the president of the PTA when she heard a young juvenile probation officer speak about the need for a home for those girls that had no where to go. She, along with many others, worked for three years to open the first home. In 1963 the first home was opened and housed five girls (High Sky Children’s Ranch, 2011). After analyzing the Coastal Medical Center, it is apparent that the employees and staff have no conception of the mission, vision, and values of this health care facility. In addition to this lack of structure, CMC has many projects in the midst of production that lack support of a common goal, employees are unsatisfied with their jobs, the two boards lack ability to agree on strategic decisions for the organization,, and the medical center has a dismal reputation when it comes to quality care.
As a matter of fact, on the one hand, PHFS emerged from the efforts of a group of Presbyterian churches that came together to address their welfare responsibility by founding an orphanage. All the benefits provided by CAPTA are important, but one highly important benefit CAPTA provides for infants and children is that all allegations of child abuse and neglect must be investigated to ensure the well-being and safety of every infant and child. After allegations of child abuse and neglect are reported an investigation is the next step in protecting every child. Another benefit of CAPTA for infants and children is that if the heart wrenching experience of child abuse or neglect occur the state CPS systems and private organizations are trained and prepared to provide treatment for the child. In a like manner, CAPTA provides benefits for women and families by providing support and services that address domestic violence. CAPTA also promotes family involvement in all aspects of a CPS case involving child abuse and neglect. The states benefit by the foundation that CAPTA sets regarding the functioning of CPS systems and in a financial aspect. CAPTA provides funding to “Support child abuse and prevention activities by funding discretionary grants to states and/or public or private agencies or organizations” (California Department of Child Services, 2011). Many children across the country are wrongfully removed from their homes everyday by workers with an anti-family mindset, who use removal as a first resort not a last. It is not only detrimental to the child’s well-being, but is also immorally abusive to the child. More funds are needed for the organizations to provide services to all members of the family, both directly and indirectly involved. The Nurse-Family Partnership program found a “48% lower level of abuse and neglect for children served through the program than children in the control group”. So having access to these services has shown a reduction in child abuse. As discussed in class, the goal is always to keep the child in the home. Throughout the United States, women who are victims of domestic violence seek refuge in battered women’s shelters. Here is where they can leave their abusive situation and find safety. Here is where a woman can begin a fresh start with her children. Though these shelters make a difference in these women and children’s lives, there are still problems that a temporary home cannot fix. These women and children need more intervention. Building New Beginnings is a new, innovative program that reaches out to both women and their children living in these shelters. Its goal is to prevent the residual effects of domestic violence from negatively impacting their lives.

Furthermore, Wotherspoon, Laberge, and Pirie (2008) indicate that the “… rapid increase in the number of requests for a consultation from our child welfare partners…” (p. 391) demonstrates the positive benefits of their CMHC program. This program has built a relationship with Child Welfare and included opportunities for those workers to enhance their knowledge (Wotherspoon, Laberge, & Pirie, 2008) on child development, mental health and trauma implications. As highlighted in Bass’s et al. (2004) report, the policies and practices for child welfare agencies are varied between different states, hence their contribution towards alleviating and preventing mental health problems in young foster children is unbalanced and hard to measure in terms of success.
Child abuse in America is an ongoing problem and something needs to be done. There are approximately one million children abused annually in the United States. (Table 339) Cases of child abuse and neglect are reported every ten seconds, and researchers believe that there’s three times that amount that goes unnoticed. (Child Abuse: Know the Signs and Stop the Violence Against Children.) Something needs to be done for these children who are too weak and too powerless to help themselves.
