Upon first examination, the idea of implementing term limits in Congress is appealing. In fact, the idea of term limits was initially discussed by our founders, though it was eventually decided that it should not be included in the Constitution (Newton-Small, 2010). The reasons for considering term limits have remained consistent since the beginning of the country, however, and include ensuring legislative turnover, limiting the abuse of the power of seniority, and decreasing the advantages given to incumbents in the campaign process. Interestingly, the states that have adopted term limits have not seen the expected positive outcomes, nor have the opponents seen the dire results that had been predicted. Upon further investigation, the case for term limits is strong as long as it is a nationally based initiative in order to create uniformity and the limits are long enough to increase competence in the job and head off short-term thinking, however without increased voter involvement, no reform will solve the current concerns with Congress.
There are currently 15 states that have term limits in place for legislators, and among those states, there are seven different versions of term limits (National Conference for State Legislatures, 2009). The differences include the length of time for the limits and whether they are lifetime limits or just consecutive term limits. The difference in the parameters, and the fact that there has been no national reform passed, impacts the effectiveness of the restrictions. For example, consider the fact that congressional privilege and power is often based on seniority. Throughout the second chapter Levin states that there is a very small turnover in Congress and each time that election time comes into play, most of the same people are elected for position (Levin 19-32). I am responding to Micheal Schudson’s essay titled “America’s Ignorant Voter”. He makes several arguments against whether America having relatively ignorant voters poses a problem to our society, and whether it’s becoming worse over the years. Term limits could increase the quality of the Supreme Court nominees. One of the driving factors behind a Supreme Court nominee is their age (Ringhand np). Individuals over 60 years of age are less likely to be appointed. This means presidents intentionally exclude a large number of highly qualified individuals from serving on our nation’s highest court (Ringhand np). Term limits resolve this problem. Furthermore, the threat of a justice’s cognitive decline may be reduced, since there would no longer be a temptation to hold out for a strategically timed retirement.

This is how Jim Hightower (a Texan populist speaker) described the choices that the U.S. electorate had in the 2000 elections. This insinuates that there is a clear lack of distinction between the parties. Along with numerous others, this is one of the reasons why the turnout is so low in the U.S. elections. In trying to explain the low figures at the U.S. elections, analysts have called American voters apathetic to indifferent to downright lazy. I disagree that the 50% (in recent elections) of voters that fail to turnout to vote are lazy and that they have just reason not too. I will also show that the problem lies within the system itself in that the institutional arrangements, electoral and governmental, do not create an environment that is conducive to mass participation. I will address these main issues and several others that have an effect on voter participation. In doing so I will compare America to other established democracies.
The president is a very significant role in not only the U.S., but all around the world. As a matter of fact, the president has a great impact on our country in many ways as well, including relationships and trade. In order for us to have good relationships and trades with the country below us, we would need a strong president. Congressional terms have no limits. Controversy exists between those who think the terms should be limited and those who believe that terms should remain unlimited. The group that wants to limit the terms argues that the change will promote fresh ideas and reduce the possibility of decisions being made for self-interest. Those who oppose term limits believe that we would sacrifice both the stability and experience held by veteran politicians. They also point out that our election process allows the voter to limit terms, at their discretion. While experience and stability are important considerations, congressional terms should be limited to a maximum of two.
The United States national elections have been experiencing a steady decline of eligible voters showing up to vote. This steady decline has been ongoing since experiencing a significant increase in voter turnout from 1948 through 1960. Over the years there has been significant, meticulous research done to try to pinpoint the cause of the decline in voter turnout over years. All of this research has led to the production of an enormous number of literatures written on the perceived causes. The vast amount of literature produced has led to a number of competing explanations about this decline. The quest for the answer to the question of, why this decline in voter turnout, is very important for an overwhelming majority of Americans and our democratic system because the people/voters can only truly be represented by our government if all eligible voters go out and vote. For this paper I will examine four theories that attempt to explain the decline. The four theories that I will discuss are voting barriers, campaign contributions, negative campaign advertising, and finally the cultural explanation. However, through thorough exploration and critiques of the strengths and weaknesses of these four theories, we will find that the cultural explanation theory is currently the most persuasive theory in the group. Finally, I will also explore some reasons as to why citizens do vote as well.
Among the many ways Americans can participate in politics, voting is considered one of the most common and important ways for Americans to get involved. The outcome of any election, especially at the national level, determines who will be making and enforcing the laws that all Americans must abide by. With this in mind one might assume that all Americans are active voters, but studies show the voter turnout is actually astonishingly low. With this unsettling trend it is important to know what statistics say about voter turnout as was as the four major factors that influence participation: Socioeconomic status, education, political environment, and state electoral laws, in order to help boost turnout in future elections.
Mayhew’s main argument in, Congress: The Electoral Connection, is that members of Congress are ‘single-minded’ seekers of reelection. What Mayhew means by “single-minded” seekers of reelection is that Congress members are out to seek a Congressional career, for their own gain. He says, “It seems fair to categorize Congress as an assembly of professional politicians spinning out political careers, the jobs offer good pay and high prestige. There is no want of applicants for them. Successful pursuit of a career requires continual reelection” (Page 15). In his book, Mayhew compares the United States Congress to the British model. In Great Britain, the Members of Parliament are locked in, yet they work collectively within their parties and this strategy advances the parties over the politician. Eliminating the lifetime tenure for federal judges to a 15-year term that is not renewed would be beneficial to the US Constitution. When judges are selected they are used for tactical behaviors that Presidents and justices have used. When the President appoints younger people they do this to capitalize on their capability to sway the Supreme Court. When Clarence Thomas was appointed he was 43, and John Marshall was appointed Chief Justice in 1801 by John Adams. Republicans average age for appointees is about 50, Anthony Kennedy was the last one nominated in 1988 at the age of 51, whereas 56.5 is the average age for Democrats, and Arthur Goldberg joined the Supreme Court in 1962 at the age of 54.
Many people argue that the legislative branch is run by few big interest groups because of their massive contributions against very small contributions from individuals. In a democratic society, power must be shared equally among its citizens, but is that the case in the United States? The answer is simply no, and by limiting their overall spending on elections, policymakers will listen and pay more attention to the public interest over the special interest. Also, by revealing the freeloaders’ names, people will have more knowledge of who is representing them and who has tended to benefit those who made contributions to their campaigns.
