Classical liberalism is the political ideology in which the primary emphasis is placed on the freedom of individuals. This includes: the rule of law, individual rights and freedoms, such as the right to unionize and freedom of speech, private property, economic interest, self-interest and competition. A free market economy was viewed as the most beneficial system during the th century as government intervention was low and the fate of individuals lay in their own hands. Classical liberalism arose in Europe after the ideas of the Enlightenment began to spread as a result of the Renaissance, a time period in which a belief in the worth of individuals was sparked. The ideas of philosophers such as, Thomas Hobbes, John Locke, Montesquieu, Adam Smith and John Stuart Mill, contributed to the development of classical liberalist ideologies. The many different ideas of these philosophers were the basic principles of classical liberalism and it was ultimately built upon these beliefs. Laissez-faire capitalism’s rapid spread throughout the world and resulted in a new form of hierarchy in which the proletariat class was below the Bourgeoisie. However, as time went on people began to question the effectiveness of classical liberalism as it triggered the greatest recession in the history of the world called The Great Depression. Laissez-faire ideas were considered liberal during the 1920s, but the coming of the Great Depression in 1929 altered the American view of liberalism. The American people began to view Hoover’s ideas of the ideal small government to be conservative, while Roosevelt’s progressive policies became the representation of liberalism. Therefore, it can be said that the Great Depression was a major contributing factor in changing the way in which American differentiated between liberalist and conservative beliefs. As a result of this shift in America’s perception of these policies, Roosevelt became a liberal in the eyes of the people, whereas Hoover gained the reputation of a conservative. However, these former presidents are noted for occasionally supporting similar policies.
While laissez-faire policies are considered liberal in the Roaring 20's, the onset of the Great Depression in 1929 quickly changed America's view of liberalism. Suddenly, the small government politics of Hoover were conservative and the progressive politics of Roosevelt were considered liberal. Thus, because the Great Depression quickly changed America's view of liberalism, Roosevelt can be considered a liberal and Hoover a conservative, despite occasionally supporting similar policies. Because the Great Depression occurred during Hoover's term as president, in the public's mind, Hoover started his presidency as a liberal and ended it as a conservative. With the end of the Progressive Age in 1910, big business flourished because Harding, Coolidge, and Hoover kept government from intervening in the economy.
Classical liberalism is an ideology that embraces the principles of individualism such as rule of law, individual rights and freedoms, private property, economic freedom, self-interest, competition. Classical liberalism stresses the importance of human rationality. Just as it values political freedom, classical liberalism also holds freedom to be the basic standard in economics, and believes the most beneficial economic system to be the free market. Whereas, the term socialism, when generally used refers to any ideology that believes that resources should be controlled by the public for the benefit of everyone in society and not by private interests for the benefit of private owners and investors. From the description of both classical liberalism and socialism provided above it is clear that the two are conflicting ideologies where one supports individualism the other supports collectivism that believes in the wellbeing of all citizens in a community.
Effectiveness of the Liberal Reforms Between 1900 and 1914 the British liberal government introduced the largest series of reforms ever completed by a government till that date. Prior to these reforms it was not considered the duty of the government to provide any form of relief for the poor and when the reforms were passed they were viewed as radical and amazing. Many conservatives considered them unenforceable and many radicals considered them far too small. Yet how effective were these reforms? Prior to the reforms the only relief for children was either from charities or the workhouse, and many liberals claimed that the workhouses were worse than the conditions that many children had previously lived in.
So what is classical liberalism and how does it play a role in our society?

Classical Conservatism is defined as “a political philosophy emphasizing the need for the principles of natural law and transcendent moral order.”(Frohnen, Beer, and Nelson, 2006) Classical Liberalism is described as “a philosophy committed to the ideal of limited government and liberty of individuals including freedom of religion, speech, press, assembly, and free markets.” (Hudelson, 1999) These two ideas have shaped our philosophies and parties for centuries to come. These philosophies were made possible by many bright men of the time like Edmund Burke, John Adams, John Locke and Adam Smith.
Classical liberalism developed during the 18th and 19th century in Great Britain and the United States. This ideology was heavily influenced by the Enlightenment period, drawing upon the ideas of intellectuals and philosophers such as Adam Smith, John Locke, and Thomas Hobbes. Classical liberalism opposed the state-controlled systems of monarchs and clergy. Much of John Locke’s ideals served as the forefront for the creating of classical liberalism, arguing that each man had the natural right to life, liberty, and property and that the role of government was to preserve these basic rights. Classical liberalism primarily values the Freedom and liberty of the individuals, including freedom of thought, speech, religion, assembly, press, and markets. Liberals fought to change society; they wanted to live in a world of individual freedom, liberty. Liberals derive their theories from significant individuals from the Enlightenment such as John Locke and Montesquieu. These individuals gave liberalist ideals, for example: Locke, helped them adopt ideals about natural laws, rights, toleration, and the application of reason to human affairs, and Montesquieu, said that government powers should be separated and restricted by checks and balances (W&tW p. 582). These ideals led to the start of the age of ideologies, and changed countries drastically. In the early part of the 19th century the ideologies were changing everything, the policies reforms, and completely flip-flopping nations, especially Great Britain, Russia, and France.
Modern liberalism and modern conservatism are both political outlooks that involve acceptance or support of the balance of the degree of social equality and social inequality; while they tend to avoid political changes that would result in extreme deviation of society to either side. Modern liberalism and modern conservatism tend not to be as centrist or middle-of-the-road ideologies as they once could be. Ideology is a set of ideas and beliefs that guide the goals, expectations, and actions of a group (Webster’s Dictionary). Individuals who are conservative or liberal tend to have views that align within a political party, whether it be Republican or democratic, but this is not always the case. There are conservative democrats, such as, Jim Costa and Jim Cooper and there are liberal republicans, such as, Nathaniel Banks and George Washington Julian. Another name for conservative democrats would be blue dog democrats while the nickname for liberal republicans is the Rockefeller republicans. These two ideologies tend to be more of the centrist ideologies. Modern liberals tend to be members of the Democratic Party because they support a wide range of welfare programs and government support of the public sector and tighter corporate regulations (PP Modern Liberalism). U.S. Conservatism evolved from classical liberalism, which makes them similar, yet there is many differences between modern conservatism and modern liberalism. There are principles and tenets that govern each ideology. A tenant is a belief or idea that is held as being true from a group (Webster’s Dictionary). Their philosophy can be considered opposite of most other ideologies, especially that of contemporary liberalism. Contemporary liberalism strives to hold on to the classic liberal ideals pertaining to political, economic, and social liberties but it tends to look at democratic government as a tool rather than a hindrance. John Stuart Mill, John Dewey, and Franklin D. Roosevelt are established ideologues of contemporary liberalism. Just opposite of anarchism, modern liberalism puts its faith in government to change and adapt to the failures of capitalism.
