Stakeholders
Identifying stakeholders for an intervention is essential. Stakeholders are all of the individuals who are affected by and issue or problem (BOOK). The stakeholders are going to be the individuals who can work towards changing the problem and who deal with the concern at the front lines (BOOK).
My final project concerns the homeless population in Baltimore City. Specifically, I am interested in homeless individuals who have a substance abuse disorder. There are several stakeholders involved in the homelessness issue. The stakeholders are as follows: Shelters, city police departments, outreach volunteers, Baltimore housing program, family members of the homeless, Baltimore’s homeless network and organizations, counselors,

mental health professionals, and hospitals. Each one of these stakeholders plays a critical role when creating an intervention for the homeless in Baltimore City. Stakeholders Roles Shelters Shelters will play a role in the interventions for the homeless. The homeless individuals can be referred to shelters once they receive treatment. This can provide them with a place to stay for the night, to prevent them from purchasing drugs on the streets. Outreach Volunteers The outreach volunteers are involved by providing any service needed to the homeless individuals. The duties include making appointments, helping with group therapy exercises, to providing information. The Police Department The police departments can be informed of the new interventions taking place and send homeless individuals who are substance abusers to the new program. Baltimore City Housing Department Once individuals progress through treatment, the Baltimore City Housing Department can help them accommodate their housing needs. Once in housing, the department can work with individuals on eviction prevention. Family Members of Homeless Individuals The family members of the homeless individuals should be incorporated into treatment plans.
It is essential for individuals to succeed in the counseling process with the proper support from family members. This may even give individuals a chance to reconnect with family.
Baltimore’s Homeless Network and Organizations
It is important for Baltimore City to come together and use all resources available through different organizations and networks. For example, if a homeless individual receives counseling through the new program, we can give them the appropriate resources for shelters, food pantry’s, and Narcotics Anonymous meetings.
Counselors and Mental Health Professionals
The program is going to need as many competent counselors and mental health professionals as possible. The efforts to create this intervention need to be implemented with professionals who are willing to put forth the effort in helping the homeless population.
Hospitals
Hospitals who admit homeless individuals with substance abuse disorders can send them to the new program once released. Hospitals can use the new program as a resource for homeless individuals when they have nowhere to go to receive more
help.
Above all, this research study in homeless youth strives to improve the effectiveness of programs by asking for feedback to produce better quality interventions. Therefore, The McKinney-Vento Homeless Assistance Act took into consideration

Therefore, the supply of housing that is affordable and accessible to low income people should be increased. Plus assistance that allows people to reach adequate stability should be regarded as a good investment in a productive society, in order to attain our objective. First we could start by introducing more productive assistance programs that actually focus on helping those in need of housing assistance. These programs will analyze how long people are homeless, what are their needs, the causes of homelessness, and in all how many are currently without a home. Subsequently, the City of Austin would begin building affordable housing according to the amount necessary.
The homeless population is growing in America. There are more and more Americans living in boxes, sleeping on park benches and panhandling on the streets each day. These people tend to make us, the non-homeless, feel uncomfortable and unsafe. They are also placing increasing stress on the nation's economy. In short, the homeless are a burden on the rest of society. There needs to be action taken against them. "I shall now humbly propose my own thoughts, which I hope will not be liable to the least objection (Swift.)" I propose that all of the homeless be relocated to foreign third world countries. They can then be hired in American factories producing shoes, automobiles and other various goods at less than one dollar per hour.
Yet, according to the National Resource Center (NRC) on Homelessness and Mental Illness, 80% of the homeless population is off of the streets within 2 to 3 weeks. The NRC is the only national center specifically focused on the effective organization and delivery of services to the homeless and the mentally ill. It is important to note that the NRC reports 10% of people are homeless for 2 months and only 10% are chronically homeless. This fact shows that many people want to get back to ordinary lives and will work hard to do so, in spite of Awalt’s
Education is also a fundamental thing that people need to gain. It helps in many aspects. Financing Employment Programs for Homeless People reported that the first aspect, it helps in making the society more educated instead of making half of them educated. This will help the homeless people with the mental health by making use their effort on things that will benefit them in the future. According to Huffpost Impact in the subject of Library Offers Homeless People Mental Health Services, and Its Work, mentioned that they have done blood tests on some homeless people, and they found that some of them have higher blood pressure that could harm their lives (Libraries are often the safest place for homeless people, 2016). Also, Esguerra has met with a homeless person and found that this person was doing a full clinical assessment. Then she has shown the homeless person colleagues at the San Francisco homeless outreach team, and then they have provided case management and housing. According to the article, San Francisco has about 6,600 homeless people has started something trend. City Lab (2016) indicated that homeless visitors receive various types of support in different libraries. With the rising number of homeless rising every night it is becoming harder for the shelters to house them since they do not have enough space or resources available to help. Since 2013 there has not been a new report done to count how many homeless people are living in Phoenix, but one thing that is known is that an “anticipated 250 families in Maricopa County are homeless every night”(Taylor ). There are currently 13 shelters that house the homeless each night in Phoenix, AZ, many of them not only provide housing but also “services such as alcohol and drug rehab treatment along with clinics’ (Phoenix Homeless Shelters & Services for the Needy.) Though the shelters do provide some help there is not enough of them to provide the assistance and housing needed to help the homeless. The number of shelters is not enough and more need to be built with proper staffing and resources to help keep the homeless people out of the unforgiving Phoenix heat and possible death. If

Whether it is not providing full attention in the type of service that is provided or a lack of outreach by the programs, a majority of people are not receiving the care they need. Instead of criticizing homeless people for crowding the emergency rooms consider the fact that they typically do not have an easily accessible alternative for medical care. “Systems like the Boston Health Care for the Homeless Program have spent the past decades building a public health program that now has helped find insurance for 76% of patients who come through” (Oppenheimer et al., 2010, p.1401). It is important that cities all across the country begin programs that will improve and eventually completely eliminate the health care inaccessibility for the homeless.

Advocates for the homeless have proposed policies range from taking preventative measures, such as making housing and health care affordable, to policies that deal with individuals that are already homeless, such as rapid rehousing and redefining what it means to be homeless. Although many of the experts disagree on how the homeless epidemic should be handled, many acknowledge that the federal government plays an inexpendable role in helping the homeless. Homelessness is, obviously, a complex issue, but like all difficult issues it must be undertaken. It has become clear that homelessness is not something that will eradicate itself given time, homelessness will continue to grow and evolve unless an outside force stops it in its tracks.
As the number of homeless people in America continues to rise, homelessness has become a central issue in the County of Orange. A homeless person can be defined as an individual who lacks a fixed, regular and adequate nighttime residence and has a primary nighttime residence that is a supervised, publicly or privately operated shelter designed to provide temporary living accommodations. Studies have shown that, due to the sheer stress and anxiety of being homeless, 30% of the population increase their use of drugs and alcohol. Many homeless people are employed either fulltime or part-time. According to the US Conference of Mayors2008 report, approximately 2% of the homeless population is employed for a period longer than 30 days. Most homeless people are men. The number of homeless families, single women, and unaccompanied youth continue to be a large growing group. Men currently make up 43% of the homeless population. (US Con. Of Mayors 2005). Homelessness is an issue that has become prominent within the last century because of government handouts and assistance programs. The homeless are more likely to be the victims rather than the perpetrators of crime. They are less like to commit crimes against persons or property. Crimes associated with the homeless population are non-violent and non-destructive crimes. At least one homeless person is murdered each month due to hate crimes.. Many believe that a common thread among the homeless is a lack of permanent and stable housing. But beyond that, the factors leading to homelessness and the services that are needed are unique according to the individual. To put them into one general category ? the homeless- suggests that people are homeless for similar reasons and therefore a single solution is the answer. Every homeless person shares the basic needs of affordable housing, adequate incomes and attainable healthcare. But a wide range of other unmet needs cause some people to become or remain homeless which include drug treatment, employment training, transportation, childcare and mental health services (Center 8.)
