In The Story of the Education Dollar, Odden, Monk, Nakib and Picus describe some basic facts about education spending in the United States to facilitate an understanding of the level and uses of the federal government's policies on education funding. The purpose of the authors' discussion is to argue that public education facilities need to change their focus on the consumption of educational resources to a focus on producing high levels of student achievement. They contend that such a redirection in focus will require large improvements in student achievement, given that only about 10 percent of students currently attain the desired level of achievement across the board in mathematics, science, writing, history, geography and civics. James Traub expands on their discussion to argue for the necessary inclusion of after-care activities for inner-city youth in any successful educational spending program.
Odden et al. note that their analysis of spending patterns across the 50 states is supported by the conclusions reached by the Finance Center of the Consortium for Policy Research in Education (CPRE), although the results of their research did diverge in some significant ways. Odden et al. examined spending and staffing patterns at the district and school levels. They also scrutinized staffing patterns of expenditures by function and program and spending across curriculum content areas in California, Florida and New York. Their major conclusion was that while there had been considerable national investment in public education during the 20th century, as a rule the funds were distributed unfairly and used ineffectively.
The largest portion of increased spending during the 20th century occurred to hire more teachers to reduce class size and to provide more out-of-classroom services, particularly for special education purposes. However, they argue that neither strategy boosted student achievement very much. Also, although education spending has increased teachers' salaries, it has not been used to improve the quality of the teachers. Notably, Odden et al. found that both low-spending and high-spending school districts fund education spending in the same proportions, meaning that high-spending districts tend to have lower class sizes and higher teacher salaries. ...otes that while we must, as Odden et al. advocate, approach each reform program as though it could provide unlimited success, we must also take into account the demonstrated limitation of such programs. Significantly, blacks still score about 200 points lower than whites on College Boards and an average 17-year-old black student reads at a 13-year-old level.
Thus, Traub argues, schools are not the final arbiter of student achievement. He contends that a child's home life and social culture, which can fail to nurture mental and intellectual stimulation, should be taken into consideration when drafting reform programs. He suggests the inclusion of programs such as Impact, a multi-purpose, social service program that offers year-round day care, adult literacy programs, and health care programs. At the least, the calls for the need for after-school activities that provides an alternative environment for inner-city youth.

The gap between the nation’s best and worst public schools continues to grow. Our country is based on freedom and equality for all, yet in practice and in the spectrum of education this is rarely the case. We do not even have to step further than our own city and its public school system, which many media outlets have labeled “dysfunctional” and “in shambles.” At the same time, Montgomery County, located just northwest of the District in suburban Maryland, stands as one of the top school systems in the country. Within each of these systems, there are schools that excel and there are schools that consistently measure below average. Money alone can not erase this gap. While increased spending may help, the real problem is often rooted in the complex issues of social, cultural, and economic differences. When combined with factors involving the school itself and the institution that supports it, we arrive at what has been widely known as the divide between the suburban and urban schools. Can anything actually be done to reverse this apparent trend of inequality or are the outside factors too powerful to change?

With this many students, both state and federal representatives have made efforts to adopt reforms designed to make a solution to the funding inequality. The disproportion of funds first and foremost effects the amount of programs offered to children that vary from basic subjects such as: English, Math, and Science. This created the motivation to improve the quality of education for low-income neighborhoods by targeting resources other than property taxes and redirecting the states budgets. The goal the school districts all shared was the need to increase instruction, add after school activities, promote a well-rounded education, physical innovations to facilities and classrooms, and to update the academic resources. The popular demand that the funding to public education needs to correspond throughout all the school districts. The American public school system faces an education crisis. According to Benjamin Barber, American children barely surpass the lowest standards set for education, especially in literacy, throughout the county’s history. Barber supports the existence of this crisis in his essay “America Skips School”, but argues against a solution to remedy the numerous problems facing the system. Although he acknowledges no solution, Barber suggests a smarter flow of financial resources will address many of the issues, however, he fails to acknowledge the distribution of this money. Barber’s suggestion for smarter financial resources for schools can be effectively implemented through a structured committee focused solely on the distribution of money.
Defense receives the most support and money. Politicians support military spending, mainly because it is “the only form of large-scale public investment that can consistently win political support” (Pollin). However, the heavy support for military spending is counterproductive for our nation’s economy. Since military spending increased in 2001, several industries and programs have had to “bite the bullet.” The Department of Education often gets fewer funds each fiscal year to cover the military budget. Then again, the United States leads all countries in money spent on education. The U.S. education system is well funded, but that statistic is very misleading. If the high cost of college is excluded, the United States ranks slightly above average in education spending (OECD). Per the OECD, U.S. spending is decreasing at a 1% average (OECD). This doesn’t seem like much, but it is still a step in the wrong direction. Only Mexico, Iceland, and Ireland have cut more (OECD). Coincidentally, the percentage of teachers that quit within five years is extremely high at 46% (OECD)! Education is an integral part of society, school helps children learn social norms as well as teach them how to be successful adults. The school systems in United States, however are failing their students. In the world as a whole, the United States is quickly falling behind other countries in important math and reading scores. The United States ranked thirtieth in math on a global scale and twentieth in literacy. This is even more true in more urban, lower socio-economic areas in the United States. These schools have lower test scores and high dropout rates. In Trenton Central High School West, there was an 83% proficiency in literacy and only 49% of the students were proficient in math. Many of these students come from minority backgrounds and are often from low income families. There are many issues surrounding these urban schools. There is a severe lack of proper funding in these districts, and much of the money they do receive is sanctioned for non-crucial things. Schools also need a certain level of individualization with their students, and in many urban classes, this simply does not happen. While there are many factors affecting the low performance of urban schools, the lack of proper funding and distribution of funds, the cultural divide between teachers and students in urban districts, along with the lack of individualization in urban classrooms are crucial reasons to explain the poor performance in these districts. Through a process of teacher lead budget committees and further teacher education, urban schools can be transformed and be better equipped to prepare their students for the global stage.

Currently, there is a global demand emerging for organic products specifically a huge consumer demand in the United States and Europe. The United States ranks fourth in organically farmed land globally, and sales of organic food have increased by almost a factor of six, from $3.6 billion in 1997 to $21.1 billion in 2008 (Reganold, Andrews, Reeve, Carpenter-Boggs, Schadt, Alldredge, Ross, Davies, Zhou, 2010). Proper school funding is one of the keys to having a successful school. Americans believe that funding is the biggest problem in public schools. School improvements revolve around funding. There needs to be funding not only in the successful schools but also the schools that aren’t doing as well. In documentary, Waiting for Superman, it talks about how smaller class sizes will help students. Funding is what will help the smaller class sizes. State funding mechanisms are subject to intense political and economic scrutiny (Leonard). Studies have shown that funding is inversely related to accreditation levels (Leonard). School funding needs to be increased, but there must be accountability as well.
