Divided government has been an issue in the United States since the Watergate Scandal. The term “divided government” refers to the situation where one party controls the legislature and another party controls the executive branch. Different groups share different perspectives on whether it benefits or inhibits political functioning. Some see it as a benefit, whereas others believe it to be a hindrance to the efficiency of the US Political System. Instances of divided government have been prevalent since the 1970s, and have had no positive effects on the elevation of our nation’s economy and administration. As one party controls the House and Senate, and another controls the President, the ability for a bill to be passed takes much longer as a bipartisan agreement must be met. This also results in a gridlock, as the President controls the veto power and Congress has the key to the treasury and enacting bills. For example, during the Clinton Administration in 1995-1996, the federal government had a temporary shutdown as President and Congress couldn’t come to a compromise for the budget regarding funding of Medicare, education, the environment, and public health. Due to divided government, the federal government was in a complicated situation and no beneficial solution was achieved in a short period of time. However, a resolution can be formed in this instance. People need to exercise their mandate very carefully during an election. We need to hold elected officials accountable and vote out those officials who are just not doing their job. Millennials who constitute a significant portion of the electorate need to understand that maintaining the status quo is not going to help in the long run, but only by making sure the elected officials are held to high standards before they deserve their vote. When a country only has a one party government, there is only one outcome for every situation. With a divided government, there can be multiple outcomes. What that one party says, goes even if their decision is wrong and ends up hurting the people and country. They may look at certain situations or problems but never really get past them because they feel that nothing appears to be wrong with the way they are doing things. Having a divided government adds much needed insight to certain problems. Divided government is a good thing because each side can meet in the middle and create an atmosphere of cooperation and compromise that will approve legislation which will appeal to the middle and moderate Americans rather than the extremes. In a divided government, each party serves as a watch dog for the other, ensuring that one side does not become stronger than the other. Having these checks and balances ensures that one side does not turn into a tyrannical form of government since the different branches of government have to check on one another, each party has a way of stalling the efforts of the other party. This division also increases the chance of an opposing voice, promotes debates between the two sides and provides a more effective oversight on the executive

Mann and Norman J. Ornstein argue that the Legislative branch is the most broken branch of government. Congress was designed by the Framers of the Constitution of the United States to be an independent and powerful party. The Framers wanted the Legislative branch to represent the vast diversity of people of the United States, to deliberate on important issues and policies, and to check and balance the other branches. However, Congress’s role in the American Constitutional System differs from the part it was meant to play. The authors argue that Congress has failed to fill its responsibilities to the people of the United States because of the division of the Democratic and Republican parties, which leaves little room for compromise and negotiation. Members of Congress focus on their own needs and interests, and will travel to far lengths to prove that their political party is the most powerful. Congress has turned a blind eye to the needs of the American people. Congress cannot succeed in getting the United States back on track unless they start to follow the rules dictated by the Framers of the Constitution. In today 's government political parties are a large part of government operations and how decisions are made in the government. In Madison 's The Federalist, No.10 Madison talked about how factions can control and cause harm to the government. A solution to this control was the use of a republic in order to limit the power of factions and keep them from having complete control. In our government however, factions have become a major part of the government system with political parties having complete control over the different branches of government. The use of this two political party system creates many problems within our government as the two parties fight for control over legislature and control over the government. Despite using a republic system as Madison mentions in his paper, factions continue to control and affect our government today. Madison 's views on government branches also affects our government today. Our government being in branches does help our government from being affected by corruption by each branch being independent from each other. These independent branches help prevent corruption by each branch having independent leadership and control and not being affected by the views of each other. At the same time these branches having unique views and control can lead to problems as the branches of government may not be able to interact properly with
Despite American government being characteristically dominated by cooperative feudalism, there is a persistence of national supremacy elements, state’s rights, and dual fideism. The current situation can, therefore, be regarded as balanced federalism. A cooperative relationship between state government and the national government is specifically rooted in a transfer of payments done from the national government to government in lower levels, which is referred to as fiscal feudalism (Bednar, 2009). There are mainly two types of grants which are block grants and categorical grants. This is a federal aid which is spent by states within a given policy area, although with much state discretion. General revenue sharing (GRS) was used back in the 1970s and 1980s. GRS awarded the state maximum control over policies, but gaining political support was difficult for them.
Society cannot let factions become disenfranchised and lose their self determination. The United States, a country founded upon the ideals of freedom and individual prosperity, cannot hold unjust elections brought upon by the current dominant political party. President Johnson created a bipartisan effort to pass the Voting Rights Act of 1965, enriching democracy and continuing the American spirit of democratic values. Why should we question our government? Why should we doubt the decision that was taken for the better of the people years ago? Before federalism was even considered did we not have an anti federalist government? Did we not try to make it work? If anti-federalism is for the better of the people why did we feel the need to question it? Why did we feel the need to change it? The answer to all of these questions is simple. Anti-federalism is not and will never be for the better of the states, but most importantly it’s not for the better of the people as a whole.

The lack of resolution in some of our nation’s most critical issues is due to the lack of a common ground between opposing political parties. In discussing the problems surrounding the issue of factionalism in American society, James Madison concluded in Federalist #10, "The inference to which we are brought is that the causes of cannot be removed and that relief is only to be sought in the means of controlling its effects." (Federalist Papers 1999, 75) In many ways, the nature of American politics has revolved around this question since our country's birth. What is the relationship between parties and government? Should the party serve as an intermediary between the populace and government, and how should a government respond to disparate ideas espoused by the factions inherent to a free society. This paper will discuss the political evolution that has revolved around this question, examining different "regimes" and how they attempted to reconcile the relationship between power and the corresponding role of the people. Beginning with the Federalists themselves, we will trace this evolution until we reach the contemporary period, where we find a political climate described as "interest-group liberalism." Eventually this paper will seek to determine which has been the most beneficial, and which is ultimately preferable.
American politics is often defined by a continuing power conflict between the executive and the legislative branches of the government. This struggle for political power between the two stronger branches of the three is inherent in the Constitution, itself. The concepts of separation of powers and checks and balances ensure that the branches of government will remain in conflict and provide a balance that keeps the entire government under control. As it was first established, the executive branch was much smaller and weaker than as we know it today. Consequently, the legislative branch was unquestionably dominant. Over the course of history, the executive branch grew in both size and power to the point where it occasionally overtook the legislative and today rivals the legislative in a much closer political battle. Today both branches have major factors that contribute to their power, but on the whole the legislative remains the lastingly dominant branch.
Today, political parties can be seen throughout everyday life, prevalent in various activities such as watching television, or seeing signs beside the road while driving. These everyday occurrences make the knowledge of political parties commonly known, especially as the two opposing political parties: the Republicans and the Democrats. Republican and Democrats have existed for numerous years, predominantly due to pure tradition, and the comfort of the ideas each party presents. For years, the existence of two political parties has dominated the elections of the president, and lower offices such as mayor, or the House of Representatives. Fundamentally, this tradition continues from the very emergence of political parties during the election of 1796, principally between Federalist John Adams and Anti-federalist Thomas Jefferson. Prior to this election people unanimously conformed to the ideas of one man, George Washington, and therefore did not require the need for political parties.1 However, following his presidency the public was divided with opposing opinions, each arguing the best methods to regulate the country. Ultimately, the emergence of different opinions regarding the future of the United States involving the economy, foreign relations, ‘the masses,’ and the interpretation of the Constitution, led to the two political parties of the 1790s and the critical election of 1800.
