Disaster management has become a hot issue in urban development and human security since threats from hazards and vulnerability are increasing, and have caused the damage from natural disasters to become more severe, and it has become crucial to lower the socio-economic loss. “Disaster,” is defined as a serious disruption to the functioning of a community or a society involving widespread human, material, economic or environmental losses and having an impact which exceeds the ability of the affected community or society to cope using its own resources (UNISDR, 2009). “Hazards,” are defined as a dangerous phenomenon, substance, human activity or condition that may cause loss of life, injury or other health impacts, property damage, loss of livelihood and services, social and economic disruption, or environmental damage (UNISDR, 2009). In 2005, the United Nations Office for Disaster Risk Reduction (UNISDR) established a model for disaster management called the Hyogo Framework for Action (HFA). This framework was determined to be the baseline of disaster management, and community involvement towards disaster management, thus it became a crucial aspect of tackling threats from disasters and hazards in the peaceful time of the non-disaster phase. The Hyogo Framework for Action stated that approaches such as increasing capacities of community members in disaster preparedness, adaptive behaviors to reducing risks, knowledge transfer from disaster stakeholders, and concern from the next generations are primary tasks to apply on the community level as Community-Based Disaster Risk Management (CBDRM). The effort of local community and municipality toward disaster risk reduction was found during the flood incident in 2011. Municipalities tried to cope during the flood incident by their own resources and encourage local community to participate in disaster response plan. Collaboration among stakeholders in municipalities happened since it was stated as an important component in comprehensive disaster risk reduction and management. Thus, study toward public involvement in disaster risk reduction is necessary to realize how people react towards threats of forthcoming hazard, what kind of decision that they made to minimize damage caused by floods and consequential hazards, and how do they decide to take action. These are also important to realize the current situation of disaster risk reduction effort in the community as well.
Both man-made and natural disasters are often devastating, resource draining and disruptive. Having a basic plan ready for these types of disaster events is key to the success of executing and implementing, as well as assessing the aftermath. There are many different ways to create an emergency operations plan (EOP) to encompass a natural and/or man-made disaster, including following the six stage planning process, collection of information, and identification of threats and hazards. The most important aspect of the US emergency management system in preparing for, mitigating, and responding to man-made and natural disasters is the creation, implementation and assessment of a community’s EOP.
Government preparation efforts had been in the works for years prior to Hurricane Katrina striking the Gulf Coast. In fact a recent as 2004 a hurricane drill was hosted by FEMA simulating a disaster event rivaling that of Hurricane Katrina including the evisceration of the city in also a similar manner. This drill, otherwise known as the “Hurricane Pam” drill, caused enough of an effect to get additional funding for preventative measures.
The Calgary Flood of 2013 forced over 100 000 people out of their homes, caused the death of three people, and caused six billion dollars in damage. Numerous buildings had no electricity, roads were shut down, and residents were asked to limit their use of water. The Alberta Government states that it will take many years to repair all the damage and have everything to return back to its normal state (CBC News, 2013). Most of the recommendations that were made after the flood in 2005 were never acted on, leaving Calgary ill prepared for the 2013 flood (Paperny, 2013). Emergency management is a framework that emcompasses procedures to effectively deal with natural and human disasters (Stanhope, Lancaster, Jessup-Falcioni, & Viverais-Dresler, 2011). The initiatives in the framework illustrate the four stages of disaster management in Canada: prevention and mitigation, preparedness, response, and recovery. Natural disasters, namely the 2013 Calgary Flood, impact the community as a whole, and incline nurses to apply expertise skills while utilizing all resources available to initiate the disaster management framework of prevention and mitigation, preparation, response, and recovery (Stanhope et al., 2011).

All of us are aware that law enforcement plays a big role in our society. During the natural disasters, law enforcement becomes even more important and many people begin to depend on them. It is obvious that natural disasters tend to create chaos, mess, disorganization and their role is to calm people down. They are the ones who are helping victims with their fears, concerns, and public safety and still keeping “law and order”. In my paper I want to take a deep look at how law enforcement dealt with natural disasters, such as Hurricane Katrina, and at their positive and negative impacts on our society. By looking through the article, journals and books I came to know that during Hurricane Katrina, law enforcement agencies were not well prepared to handle it. During natural disasters the most important part of law enforcement agencies is to be aware of pre-disaster planning as well as have special training. According to Michael Smith, “Katrina clearly demonstrated, however, that the failure by local law enforcement agencies to imagine and plan for major hurricane exacerbated the public safety impacts of the storm and severely hampered their ability to provide much-needed public services” (2006: 05).
Each disaster scenario is distinct in some sense from any other that has happened in the past. Some aspects of disasters may appear similar, which would compel the disaster management and response team to adopt a generalized approach. The disaster management cycle provides ethical dilemmas at each stage. These dilemmas may have some sense of association due to the similarity in disaster scenarios, although disasters are never identical. The management of disasters comes from learning and studying the trend of historical disasters and developing a predictive model that assists in the management and execution of management programs during a disaster.
Introduction Natural disasters include flood, wildfire, earthquake, tornado, extreme heat, hurricanes, landslides and mudslides, lightning strike, tsunami, volcano, winter weather, and windstorm (CDC, 2014). They affect thousands of people every year and give little or no warnings. These natural disasters come with many risks and preparation efforts by individuals, families, communities, cities, and organizations are needed to properly survive, combat, and be ready for them. Steps should be taken before, during, and after the disaster (CDC, 2014). There are steps that apply to all disasters, such as assembling a supply kit and developing a family emergency plan, that will be effective in being prepared and assist with recover (CDC, 2014).
A common theme among natural disasters of any type is that the impact they have on affected regions is not limited to only the duration of the event. In fact, the period following these disasters can lead to even more devastation, death, and health problems among a population. This is especially true for developing countries, where poorly constructed buildings, poor sanitation, high or dense population, and limited resources for disaster response and recovery all may contribute to worsening conditions and hamper recovery following the passage of a natural disaster (“The Devastating Impact”, 2013). Social media has become both popular and crucial in crisis and emergency communications. Responders are not only communicating to their public through social media outlets, the public is communicating with each other, and with responders. Individuals are able to provide important information on disaster impacts, including location and imagery, using nothing more than a smartphone equipped with a camera and GPS locator. One particular technology from Ushahidi offers an interesting way for responders and affected individuals to communicate with one another in the course of a disaster response. The Ushahidi BRCK offers an application of technology that, while not originally designed for use in the emergency management field, has an application in the response to a disaster. This and other technologies contribute to the ever changing way responders and individuals communicate.
Mother Nature is a force that can bring both great and terrible things upon humanity. Humans live out their lives in tranquility; living in environments that have stable climates suitable to raise a family or pursue careers. The Earth is truly a great place to live however, occasionally Mother Nature will show her ugly side. This ugly side just happens to be the natural disasters that affect the many people that populate planet Earth. Hurricane Katrina was one of the worst natural disasters ever recorded. With fierce winds and high water levels Katrina hit the city of New Orleans with great force on Monday Aug 29th 2005 (Oshinsky). The water rose so high that it left about 80 percent of New Orleans underwater (Oshinsky). The truly sad part of this whole situation is how ill prepared New Orleans was for this disaster. Many people thought that Hurricane Katrina would skim by the coast of New Orleans like many hurricanes in the past. This hurricane was different it hit in the heart of the city and devastated the citizens who lived there. New Orleans became uninhabitable and all the people that lived there were driven away from there homes. These people kept their hopes of returning home close to their hearts. The problem was that New Orleans was in a terrible state and the U.S. government was not immediately acting to rescue people and reconstruct the city. Repopulating New Orleans was a distant goal for the citizens simply because the lack of responsiveness of different government agencies acting in order to rescue and relieve the people after Hurricane Katrina hit.
Every emergency incident that occurs varies in size and complexity based on the elements involved. However, through effective planning and use of comprehensive emergency management involved agencies can prepare for, respond to, recover from, and mitigate incidents as part of the all-hazards approach. First, an examination of the preparedness phase will be conducted. Then, we will discuss the response phase. Next, we will analyze the recovery phase.
Disaster Risk Management (DRM) refers to a framework of reducing disaster risk by including management perspective that combines prevention, mitigation, and preparedness with the response. Its purpose is to reduce possible factors that cause risk and to prepare response to it (Baas et al. 2008). It includes action taken by actors, such as public authorities, communities, civil societies, and private sectors, before (pre-disaster), during (disaster), and after a disaster (post-disaster) as a cycle.
Natural Disasters can occur anywhere at anytime. Some are more predictable than others, but they all bring hardship to everyone’s life. Examples of natural disasters are Earthquakes (Haiti 2010), Tornadoes, Tsunami, Hurricanes, Wild Fires, Winter Storms, Heat waves, Mudslides and Floods. Regardless of what kind of disaster occurs, bottom line, everyone needs to be prepared mentally and physically to deal with the aftermath. The purpose of this paper is to discuss potential disasters that could affect a community and cause mass casualties. Further discussion will include who is responsible for the management preparedness, what barriers must be considered and finally this paper will discuss the health care facilities role in emergency supplies and care of the patient in a disaster situation. The Community Communities throughout the country and the world are susceptible to disasters. The environment and location of a community often predisposes a greater susceptibility to the type of disaster. For example, Central Pennsylvania would not be susceptible to an avalanche, however, communities in the Rocky Mountains of Colorado would have increased vulnerability.
The increase in unpredictable natural disasters events for a decade has led to put the disaster preparedness as a central issue in disaster management. Disaster preparedness reduces the risk of loss lives and injuries and increases a capacity for coping when hazard occurs. Considering the value of the preparatory behavior, governments, local, national and international institutions and non-government organizations made some efforts in promoting disaster preparedness. However, although a number of resources have been expended in an effort to promote behavioural preparedness, a common finding in research on natural disaster is that people fail to take preparation for such disaster events (Paton, 2005; Shaw 2004; Spittal, et.al, 2005; Tierney, 1993; Kenny, 2009; Kapucu, 2008; Coppola and Maloney, 2009). For example, the fact that nearly 91% of Americans live in a moderate to high risk of natural disasters, only 16% take a preparation for natural disaster (Ripley, 2006).
