This was quickly approved in order to evade a government shutdown that would have ensued two days after the fact. The actual bill included $1.1 billion dollars of funding for Zika research and prevention, $500 million for the flooding in multiple states, and $37 million for drug addiction. Congress has also agreed to ass aid for citizens affected by the water crisis in Flint. President Obama signed the bill on Thursday, September 29th.

In the Constitution, it is stated that Congress is in charge of the federal government’s funding (Article I, Section 8). This is shown multiple times throughout the article and in real life. This also covers the process of how a bill becomes a law, which is outlined in the Constitution (Article I, Section 7).
