Winston Churchill once remarked that “democracy is the worst form of government except all the others that have been tried”. In agreement with his statement, this paper will examine the problems of democratic governments using specific examples, and compare it to the failure of fascist governments in Nazi Germany and Italy and communist governments in the Soviet Union and China.
Theoretically, democracy is a stable form of government where power is in the hands of the people. In a democracy, people have the liberty to elect officials that best represent their interests, and political institutions exist as a result: Benjamin Constant argues in The Liberty of the Ancients Compared with that of the Moderns that “true modern liberty is individual liberty” and that “political liberty is its guarantee”. (Constant, pg. 10) Liberty, then, is a requirement of democracy.
However, despite the premise of popular participation in politics, recent years have seen a decline in voter turnout during elections. (Wong, Lecture, October 24) This may be the result of a general lack of interest or, more likely, a loss of trust in politicians. Modern democracy is intended to be representative, yet it seems that corruption and political domination by the upper class have resulted in public disillusionment in politics. In India, for example, polls have shown that the majority prefers democracy, but the level of trust in elected officials is very low due to wealth-based campaigning, nepotism, and lack of transparency (Sen, pg. 90) in the election system. Thus it can be said that in democratic countries where corruption is prevalent, democracy can be undermined by an undemocratic system.

History has seen society progress from feudalism, absolutism, and other forms of government to democracy, and the failure of communist and fascist states has led countries back to democracy or some form of it as well. Although the system has its flaws, it is the best-equipped to handle the rapid modernization of a nation’s economy and society. In contrast, fascism and communism are not feasible options socially, economically, or politically. The resulting totalitarian regimes of Hitler and Mussolini and the failure of the Soviet Russian and Chinese models during the height of communism provide a clear example of why.
Thus, it can be said that Winston Churchill’s statement that “democracy is the worst form of government except all the others that have been tried” is true.
According to the Merriam-Webster dictionary Democracy is a form of government by the people; especially: rule of the majority(Webster). This is what the United States is represented as, and this is based on the United States Constitution from which the United states draws all legal powers. In Robert Dahls book How democratic Is the American Constitution? He challenges this idea by trying to appeal to his readers in a way that they may view the United States Constitution in a different light. Dahl does this by pointing out flaws that the Constitution has and, draws on facts based on the other democracies around the world that the United States is compared too. He points out how many democratic ideas and innovations have a occurred since the conception of the American Constitution yet it has only adopted some of those idea.

Democracy has been a topic discussed for hundreds of years and a general idea of the topic would be the “governing of people by the people”. Many people have attempted “to sketch characteristics, or outcomes or preconditions, because democracy itself” (4) has been seen to be a difficult concept to define. In John L Anderson’s ‘What is Democracy?’ (2004) he takes an alternative approach to understanding democracy. Throughout the course of history, mankind has been recorded to corrupt itself. Men have grown tired of simply surviving; they have had to take and conquer others. Absolute monarchies control wealth, land, and even lives of men. The conditions of the people were solely dependent on the conditions of the one who was in power in that particular place and time. History has proven that most men rule unwisely in their kingdoms. To avoid tyrannical rule, some make an attempt to set up a government in which the people ruled themselves. This form of government is called a democracy, or “rule of the people.” History has also revealed through the Greeks and the French Revolution, that a democracy that gives complete power to the people, “absolute democracy”, is nothing more than a short prelude to tyranny.

Some would define it as a form of government where the people rule, others as where the poor rule, and I would say it is where everyone contributes in how the government is ran but do not control the final decisions made. In Aristotle 's "Democracy and Oligarchy", he discusses the different kinds of democracies that exist and how equality plays a huge role in defining it. Without equality, or even limiting it, it can change a democracy into an oligarchy. He goes into detail about each kind there is and further analyzes how regardless of having similar elements, they are each unique in their own way.
In deciphering what constitutes the brilliance of democracy then, we find that it is not citizens’ ability to make informed decisions or an unflawed and subtly manipulated election process, but the unapparent way in which democracy persuades citizens – informed or not - and leaders – corrupt or not – toward working to build better, more prosperous societies.

Although there have been hiccups from the ancient times to modern day, one type of government, democracy, has proven to be the most effective and adaptive. Democracy, with various perceptions lacks a universally accepted definition. However, it may have become a universally accepted system of government most international societies prefer to operate under. Larry Diamond (author of “The Spirit of Democracy”) agrees to this trend, when he questions why Democracy has not expanded globally. Though a snowball effect is indeed taking place, allowing sparks of liberal ideas translate to democratic movements giving way to the third wave of democracy, this system is still limited to two-thirds of the globe.
